As a postscript message to what I wrote and sent to several of you earlier today about the phone calls to me inside my apartment unit on December 20, 2012 (an unsolicited phone call) and December 31, 2012 (a return phone call in response to a phone message from me) by University of Texas System Police Department Assistant Director --- as well as UT System Police Officer --- Ruben Puente, I would also like to offer the following additional factual statement:
---UT System Assistant Police Chief Ruben Puente in the December 20, 2012, phone call he made to me at my residential phone line in Apartment 325 at Wind River Crossing Apartments, stated to me that the entire conversation we would be having that day should be completely confidential, and without anyone else knowing about that phone conversation, he volunteered to me on his own initiative.
At no time did I myself ever state to UT System Police Officer Puente that I myself wanted him to protect the confidentiality of my own statements to him on the telephone in any way. To the contrary, I myself volunteered to UT System Police Officer Puente that I was very hopeful he himself had professional ties with some or several members of the Austin Police Department.
I added that I hoped that UT System Police Officer Puente might be willing to himself contact APD for me and politely encourage APD officers to actually pursue an active INVESTIGATION of the alleged personal-injury crimes and alleged anal-rape crimes allegedly victimizing me during my sleep inside my bolt-locked private apartment unit at Wind River Crossing Apartments in Austin---alleged continuous-and-continuing felony crimes about which I myself had repeatedly complained to APD, Officer Puente indicated. UT System Assistant Police Chief Puente did state to me on the phone in reply that he himself did not have any close ongoing relationship with ANY member of the Austin Police Department. He added, though, that he occasionally would briefly observe, or have brief minimal involvements with, APD officers in the course of his own work duties for the UT System Police Department, UT System Police Officer Puente stated to me. Because his own involvement with APD officers is only minimal and sporadic, he said, UT System Police Officer Puente indicated that he would not be able to contact APD for me and urge APD to pursue a thorough investigation of the cited crime case in which I am the self-identified victim of crime.
----UT System Assistant Police Chief Ruben Puente also stated to me that he would appreciate it if I would not disclose any of the information discussed in our December 20, 2012, phone conversation with anyone else, as it was all completely confidential information and should not be shared with anyone else, UT System Police Officer Puente said.
---UT System Police Officer Ruben Puente in the December 20, 2012, phone call he made to me emphasized repeatedly that UT System General Counsel Francie Fredericks had found it very stressful and emotionally burdensome to herself to receive E-mail letters from me about the cited alleged continuous and continuing personal-injury-crimes and alleged continuous anal-rape-crimes-during my sleep case in which I was and continue to be the self-identified victim inside my own bolt-locked apartment unit at Wind River Crossing Apartments.
UT System Police Officer Puente also stated to me with emphasis that UT System General Counsel Francie Fredericks was very mindful of the fact that in her role as an attorney representing the UT System she could not help me in any way, Officer Puente said.
UT System Assistant Police Chief Puente added that the issues cited in my numerous E-mail letters to General Counsel Fredericks did not refer to or relate to the UT System or any component institution of the UT System, or to any individual or organization affiliated with or employed by or registered with any UT System institution, and all of the cited legal issues found in my letters to Mrs. Fredericks were in fact outside of the jurisdiction of the UT System or any of its component institutions, Officer Puente also stated to me with emphasis.
----In our December 20, 2012, phone call that he made to me at my residential phone line inside my apartment unit, UT System Police Department Assistant Director Puente responded to a polite question from myself by stating that he will "look into" whether UT System could possibly help provide me with non-psychiatric medical testing aimed at obtaining pertinent medical evidence about my having been victimized by personal injury crimes during my sleep and also by anal-rape crimes during my sleep on a daily and frequent and year-round basis inside my private bedroom of my bolt-locked apartment unit in Building 3 at Wind River Crossing Apartments.
At no time did UT System Assistant Police Chief Puente ever state to me that the UT System would definitely be willing to help provide me with non-psychiatric medical testing, including DNA-swab medical testing, of the type I sought. Nor did UT System Assistant Police Chief Puente ever make any follow-up phone call to me in which he stated to me that he had discussed that medical-testing request of mine with other UT System administrators and had himself received a response from them on that.
---UT System Assistant Police Chief Ruben Puente volunteered to me with emphasis in one or both of those two phone calls he made to me in December 2012 that the UT System Police Department is one of the largest police departments in the entire state of Texas and employs a very large number of police officers, he stated.
Officer Ruben Puente then added, with no apparent context to his comment, that if I myself or anyone else inside my apartment unit were to ever pursue any allegedly illegal conduct for which the UT System Police Department did in fact have jurisdiction, "We (UT System Police) would have a whole team of UT System police officers making an official visit to your apartment unit at the drop of a hat" (approximate quote), UT System Assistant Police Chief Ruben Puente stated to me.
That surprising comment from him appeared to convey a possible warning to me--this despite my being a consistently civil and law-abiding and very honorable single adult gentleman, a point he never disputed in any of his comments to me that he made in two separate phone calls he made to me in December 2012---that the UT System Police Department might at some future date potentially arrest me or someone else inside my apartment unit and press criminal-law charges against me or that other individual in a court of law at some future date, Officer Puente apparently indicated. I might add that I would of course welcome ANY police arrest of any person other than myself who is himself or herself somehow ever situated in or allegedly illegally entering or breaking into Apartment 325, and who is ever himself or herself suspected by the UT System Police Department or APD of allegedly violating the law in any way.
----"Good luck on the investigation, OR LACK THEREOF, by the Austin Police Department" (near-exact or exact quote), UT System Assistant Police Chief Puente stated to me toward the end of my phone conversation with him on December 31, 2012.
I vividly recall the exact phrase "the investigation, or LACK THEREOF, by the Austin Police Department," that UT System Police Officer Puente used in his comment to me on that. The "OR LACK THEREOF" appeared to suggest to me that UT System Police Department Assistant Director Puente was possibly skeptical about the level of integrity and the level of competence or professionalism that the Austin Police Department had exhibited in responding to my numerous alleged-anal-rape crime reports to APD over a multi-month period.
----After I specifically stated to UT System Police Department Assistant Director Puente in our December 31, 2012, phone conversation, that I myself was alarmed by rumors I had heard to the effect that "Professor Guy Howard Miller" of the UT-Austin History Department had himself allegedly violated my own privacy rights or allegedly harassed me in some manner unbeknownst to myself, even though I myself had already permanently rejected Professor Miller in 1986 in a mutually-agreed-upon mutual-rejection that occurred on the telephone during a local phone conversation I had with Professor Miller from my parents' home at 418 Ridgewood Road in Westlake Hills, Officer Puente indicated to me through his response on the telephone that he was not aware of ANY alleged current involvement in my own life or living conditions by the cited "Guy Howard Miller," Officer Puente stated or indicated to me in that December 31, 2012, phone conversation.
I hope that this additional factual statement about my two total phone conversations I had in late December 2012 with UT System Assistant Police Chief Ruben Puente, are helpful to each of you.

I would like to share with each of you very diligent and honorable Public Integrity Unit officials a surprising reply E-mail letter about APD that I received from an official of the Commission on Accreditation of Law Enforcement Agencies.
I hope this additional information below, which also includes APD Sex Crimes Unit Detective David Silva's assertions to me (see last letter, below) on the telephone that the Attorney General of Texas prohibits additional DNA-swab forensic medical testing on me, will strike you as pertinent on my behalf.
Incidentally, I neglected to mention to each of you in an E-mail letter I sent you earlier today that when University of Texas System Assistant Police Chief Ruben Puente made an unsolicited phone call to my Wind River Crossing apartment unit on December 20, 2012, Officer Puente on his own initiative volunteered to me early in that phone conversation: "I (Officer Ruben Puente) work for the Governor (Rick Perry)" (exact quote)."
In that apparently local phone conversation, I neglected to myself ask UT System Police Officer Puente to please explain that particular statement he had made to me on the phone.
It seems to me that UT System Police Officer Puente works for the taxpayers of Texas, the University of Texas System Board of Regents, and for the Chancellor of the University of Texas System. I still to this day do not understand why Officer Ruben Puente, the second-highest-ranking officer of the UT System Police Department, chose to identify himself to me on the telephone as someone who "works for the Governor" of Texas.
It is possible that Officer Puente's "disclosure" to me about his close professional relationship with Governor Rick Perry was possibly designed to impress me or even intimidate me.
In fact, one private attorney in Houston whom I consulted by telephone shortly after either or both of the two December 2012 phone calls I received from UT System Police Officer Puente---- that private attorney being John Mayer of Ross Banks Law Firm in Houston----did helpfully volunteer to me on the phone that I myself might have the option of myself filing a criminal-law charge against UT System Police Officer Ruben Puente for "official suppression."
I am nearly certain, at least, that that was the legal term that Mr. Mayer cited to me in that legal consultation I had with him on the telephone. Mr. Mayer was referring to allegedly illegal conduct by a government official in Texas (in this case, UT System Assistant Police Chief Officer Puente) that was allegedly designed to intimidate me and allegedly discourage me from asserting my own legal rights through crime reports from myself to his own State of Texas-owned institution (UT System and UT System component institutions), attorney John Mayer apparently indicated in one of my phone calls I made to his law firm's hotline service.
I made that long-distance telephone call to Mr. Mayer's Ross Banks law firm in Houston in connection with my being a paying individual member of the Texas Legal Protection Plan legal-aid service. That law firm in Houston provided a hotline legal-consultation service to TLPP members during that time period in 2011 and 2012. Each of those consultations of mine with Mr. Mayer were paid for by TLPP, a Westlake Hills-based legal-aid service....

I hope that the following 2013 E-mail letter of mine to Kami, then a female work supervisor of mine at Denny's Lakeline franchise restaurant near Lakeline Mall in Williamson County, Texas, will contain some helpful information for each of you relating to this alleged continuous-and-continuing felony-personal-injury-crimes-and-alleged-continuous--and-continuing felony-anal-rape-crimes-during-my-sleep case in which I am definitely the victim on a daily and year-round and multi-year basis inside my bolt-locked rental apartment unit at Wind River Crossing Apartments in Austin, Texas.
Please note, in regard to an item below, that the name of the UT System Police Department officer who made an unsolicited and first-time-ever phone call to me at my home phone number inside my apartment unit on December 20, 2012, about the cited alleged continuous-and-continuing-felony-personal-injury-and-anal-rape-crimes case in which I am the victim on a daily and year-round basis, is: UT System Police Officer Ruben Puente, the self-identified second-highest-ranking official of the University of Texas System Administration Police Department in Austin, Texas.
UT System Police Officer Ruben Puente stated to me in that unexpected and unsolicited phone call he made to me on December 20, 2012, that he is Assistant Director of the University of Texas System Police Department. He also stated to me that his office phone number with the UT System Police Department is: (512) 499-4686.
Also in that first-time-ever phone call of December 20, 2012, that Officer Puente made to me at apartment unit, he stated the following other information, according to factual legal notes I jotted down during that phone conversation in a legal-notes notebook of mine:
---General Counsel Francie Frederick of the UT System Administration (who was herself a virtual next-door neighbor of my own parents, Dr. Calvin and Mrs. Phyllis McMillan, along Ridgewood Road in Westlake Hills, Texas, and, after my parents passed away, a virtual next-door neighbor of my oldest brother, Kent Neal McMillan, and his wife, Sara McMillan, who themselves continue to reside together ... in Westlake Hills) "does not know I'm (Officer Ruben Puente) calling you (John Kevin McMillan)," Officer Puente stated (a verbatim quote on this).
---Officer Ruben repeatedly asked me in that December 20, 2012, phone conversation if I would myself be willing to do a favor for him, as a courtesy to him, by myself refraining from ever again contacting UT System General Counsel Francie Frederick at any time or in any context, UT System Assistant Police Department Director Ruben Puente repeatedly emphasized to me in that December 20, 2012, phone call he made to me.
---The University of Texas System does not have ANY jurisdiction over any of the criminal-law complaints or any of the criminal-law issues I have shared or stated in writing through E-mail letters I've sent to General Counsel Francie Frederick and others in recent years that referred to myself being a cited victim of personal-injury crimes inside my own bolt-locked apartment unit and other matters, UT System Police Officer Puente emphasized to me in that December 20, 2012, phone call.
---"The situation you're (John Kevin McMillan of Austin) having to endure is something outside of our jurisdiction" (an exact verbatim quote of an emphatic comment that UT System Police Officer Puente made to me in that December 20, 2012, phone call he made on his own initiative to my home phone number of (512) 342-2295 in Apartment 325 at Wind River Crossing Apartments in northwest Austin.
----It would be acceptable to UT System Police Officer Puente for myself, John Kevin McMillan, to ask an attorney on my own behalf to contact UT System General Counsel Francie Frederick about this matter, Officer Puente stated to me in response to a polite question from myself in that surprising December 20, 2012, phone call he made to me.
----It is acceptable for me myself, John Kevin McMillan, to make a phone call per se to UT System Police Officer Puente at a future date, if I so wish, he stated.
---"2013 should be a great year for you (near-exact quote)," UT System Police Officer Ruben Puente stated to me (a quote I am recalling from memory at this time), with Officer Puente apparently hinting from the context of his undisclosed prediction that possibly my own ability to experience a "great year" for myself in 2013 might be partly or largely contingent on whether I myself fully honor Officer Puente's emphatic request in that phone call that I myself should refrain from ever again calling or writing to any of the component institutions of the University of Texas System or the UT System Administration in any context, Officer Puente indicated. He also stated to me that no person employed by any component institution of the UT System or by UT System has any current involvement in any aspect of my own life or my own living conditions, UT System Police Officer Ruben Puente stated.
On December 31, 2012, I made a courtesy phone call to Officer Puente at his cited official UT System Police Department phone number he had shared with me on the phone on December 20, 2012.
When I left a polite Dec. 31, 2012, phone message with Officer Puente, he promptly returned my phone message through a return phone call he made to me at about 11:18 a.m. that same day (December 31, 2012).
In that December 31, 2012, return phone call that Officer Ruben Puente made to me, he stated to me the following, according to my legal notes from that date and time:
---"APD (Austin Police Department) has jurisdiction (over the crime case in which you, John Kevin McMillan, are the self-identified victim)."
--I should myself strive to myself not include UT System General Counsel Francie Frederick or any other UT System official in any future E-mail letters I write and send to anyone, Officer Puente emphasized to me in that December 31, 2012, return phone call he made to me.
---"Does the (any) component (institution of the UT System) need to know about this (crime case)? Maybe not," Officer Puente emphatically stated to me in that return phone call he made to me on December 31, 2012.
----I should myself please refrain from writing and sending to UT System Police Officer Ruben Puente any follow-up letter or any follow-up e-mail letter that refers to any statement he himself ever made to me in either that December 31, 2012, phone call he made to me, or in the December 20, 2012, phone call he made to me at my apartment unit, he said.

Officer Puente emphasized to me that it would not be appropriate for me to ever again contact Francie Frederick or her husband in any context, whether at their home address in Westlake Hills, Texas, or at her UT System Office of General Counsel workplace, in particular, Officer Puente indicated as he sought to clarify and expand the scope of his December 20, 2012, request to me that I never again contact Francie Frederick in any context or at any time.
I might add that I believe it was during the December 31, 2012, phone conversation that UT System Police Officer Puente advised me to myself please refrain from ever again contacting "The Daily Texan" student newspaper or any other organization or department affiliated with UT-Austin or any other UT System component institution, Officer Puente advised. He did not cite any clear reason for making that particular request of myself.

More infrared motion-sensitive photos taken from inside my bolt-locked apartment unit (Apartment 325 at Wind River Crossing Apartments) in the period ever since or including early February 2012. Please note that several of the male persons in these photos look a bit like me. However, if you use a zoom lens to look closer, you will find traits such as webbed feet, mangled hands, other deformities, or, in some cases, finer facial features than I myself have.
I do not claim that all of these are of an alleged intruder or trespasser. I only claim that some or several of these photos are definitely of someone OTHER than myself. I never have any invited overnight guest inside my apartment ,and I NEVER have any invited late-night guest inside my apartment after midnight. I almost always go to bed after midnight, though I am trying to get to bed earlier these days.
Thank you again, Kami, for very kindly inviting me to send you as many possible criminal-law items on my behalf as I feel might be helpful toward my pressing successful criminal-law charges on this as soon as possible.

The Sunset Valley (TX) Police Department investigator who called me by telephone stated to me as his surprising opening comment to me that he wanted to know if I have any reason to suspect or believe that a cited member of his own municipal police department, Officer Josh Simon, has had any alleged involvement in the alleged personal injury crimes and anal rape crimes allegedly victimizing me during my sleep on a daily and year-round and continuing basis inside my bolt-locked apartment unit at Wind River Crossing.
Josh Simon when not working for the Sunset Valley Police Department is reportedly employed as the only security guard for the Wind River Crossing apartment complex where I've been a tenant ever since August 2001, including ever since January 2002 in Apartment 325----a top-floor, vaulted-ceiling apartment unit in Building 3 of Wind River Crossing. Josh Simon is one of the tenants at Wind River Crossing Apartments, from what I understand.
Thank you again, Kami, you have greatly boosted my hopes of triggering an actual and thorough and professional criminal-law investigation of my allegations about alleged illegal trespassers victimizing myself during my sleep inside Apartment 325 at Wind River Crossing.
I was the only approved occupant in Apartment 325 from the afternoon of May 31, 2011, through April 26, 2013. My current roommate moved into Apartment 325 on April 27, 2013 ---my birthday, as it turned out. He is ...(an) older man, and he sleeps in a separate room from myself (the living room, where he has a bed of his own) inside this four-room (albeit one-bedroom) rental apartment unit at Wind River Crossing.
