Dear City Manager Ott and Assistant City Manager McDonald,
A respectful FYI to each of you very influential City Government of Austin officials on the following (below) letter of mine that was primarily addressed to officials of the Austin Police Department.
As always, I myself welcome any and all City of Austin-ordered DNA swabs on my own body (my anus, my buttocks, my mouth, my genitals, my groin area, my nostrils, my legs, my hips, etc.) that you are willing to officially authorize for me in connection with this alleged continuous felony personal-injury crimes case and alleged continuous anal-rape crimes case in which I am definitely the victim during my sleep (I always sleep alone, and I snore) on a daily and year-round basis inside my bolt-locked top-floor, vaulted-ceiling one-bedroom apartment unit at a NW Austin apartment complex, Wind River Crossing, that is reportedly owned and managed by "Westdale," a for-profit corporation headquartered in Dallas, Texas.
Sincerely and Best Wishes,
criminal-law complainant John Kevin McMillan, a longtime celibate-by-choice (I have been completely celibate throughout all of my waking or conscious hours anywhere and everywhere in Austin and the entire Austin area, for that matter, and anywhere and everywhere in Central Texas, for that matter, ever since December 1979), teetotaling and permanently-drinking-alcohol-free, permanently marijuana-free and permanently illicit-drug-free, single adult gentleman of British and German ancestry who myself lives alone at Wind River Crossing.

...(To) Austin Police Department-assigned "Liaison" Officer James Turner, a certified police officer who is yourself legally authorized to accept criminal-law evidence and forward that evidence to crime investigators for APD, and your first-rate new supervisor, Austin Police Department Assistant Chief Troy Gay.
January 31, 2013
Dear APD Officer Turner and Assistant APD Chief Gay,
Thank you again for your very kind interest in my repeated and numerous criminal-law reports I have filed with the Austin Police Department ever since the morning of April 28, 2011, about myself being a victim of alleged personal-injury crimes and alleged anal-rape crimes during my sleep inside my bolt-locked apartment unit.
Those numerous crime reports of that type which I have filed with APD ever since and including April 28, 2011, have also indicated that I am the victim of alleged willful and deliberate and repeated and year-round sleep-disruption and sleep-deprivation-infliction crimes or sleep-ruination crimes that also comprise defacto personal-injury crimes---all of this as I lie alone unconscious on my orthopedic bed----on a daily and year-round and multi-year basis inside my bolt-locked one-bedroom apartment unit that I rent, Apartment 325, at Wind River Crossing Apartments in northwest Austin.
Officer Turner and Assistant Chief Gay, I am writing you tonight to report to your highly-regarded APD that I received an unexpected phone call from the Sunset Valley (TX) Police Department to my residential phone line inside my bolt-locked apartment unit at about 3 p.m. on Tuesday, January 22, 2013.
The professionally polite and articulate phone caller, Lt. Richard Andreucci of the Sunset Valley Police Department in Sunset Valley, Texas, began that Jan. 22 phone conversation he initiated by asking me a question.
Lt. Andreucci in a very straightforward manner stated to me that he wanted to know if I (John Kevin McMillan of Austin, Texas) am myself somehow alleging that Officer Josh Simon of the Sunset Valley Police Department has allegedly ever at any time illegally entered the apartment unit I rent in northwest Austin and has allegedly also had any alleged illegal physical contact with me during my bedtime hours inside my apartment unit.
In that brief January 22 phone conversation, I politely replied to the unexpected question from Lt. Andreucci by stating that I myself have no reason to believe or suspect that Officer Josh Simon of the Sunset Valley Police Department has had any alleged involvement of any type in the alleged repeated illegal break-ins into my bolt-locked apartment unit during my bedtime hours, or in the alleged repeated anal-rape crimes also allegedly victimizing me during my sleep on a daily and year-round basis inside my bolt-locked apartment unit.
The Sunset Valley Police Officer Josh Simon to whom Lt. Andreucci referred on his own initiative in our January 22 phone conversation reportedly resides off-duty at and performs work duties at the very same apartment complex as myself, the Westdale-owned and Westdale-managed Wind River Crossing Apartments at 11411 Research Boulevard in northwest Austin. Westdale is a for-profit corporation reportedly headquartered in Dallas, Texas.
A polite female member of the management team at Wind River Crossing Apartments confirmed for me earlier this month on the telephone that Officer Josh Simon of the Sunset Valley Police Department is currently employed by Wind River Crossing's management team as the assigned security guard for Wind River Crossing Apartments.
Wind River Crossing is a very large apartment complex with at least 16 separate buildings that I myself know of on the grounds of this complex, each of them containing numerous individual apartment units, without there being any management-provided electronic surveillance of any portion of this complex anywhere on the grounds of this complex, from what the management team here informed me in writing in a recent prior month.
I hope that this follow-up strictly-factual report is helpful to your crime-deterrence-minded municipal law-enforcement agency in Austin, Texas.
As always, I would myself welcome any and all forensic medical testing and accompanying DNA swabs on my own body or on my current bedsheets I sleep on inside my apartment unit that the Austin Police Department or any other law-enforcement agency, such as the first-rate and helpful Sunset Valley Police Department or the Texas Department of Public Safety state agency or the Office of the Attorney General of Texas or the U.S. Department of Justice federal agency or the FBI or the Harris County Sheriff's Office or the City of Dallas Police Department or the Dallas County DA's Office or Travis County DA's Office, is willing to officially authorize at any time. I myself have not received any law-enforcement-agency-authorized DNA swabs on any part of my own body on any occasion since the morning of April 28, 2011----April 28, 2011, having been the most recent occasion when APD in Austin, Texas, was willing to officially order DNA swabs on my own body in any context.
Sincerely and Best Wishes,
John Kevin McMillan, a gainfully employed, longtime celibate-by-choice, permanently-drinking-alcohol-free and permanently-illicit-drug-free, facially-cleanshaven (no beard, no mustache, no goatee), lifelong-tattoo-less, jewlery-less, clean-talking, single adult gentleman.
I'm also a consistently civil and law-abiding and honest and factually-diligent criminal-law complainant and self-identified continuous personal-injury-crimes victim during my sleep as well as continuous anal-rape crimes victim during my sleep (I ALWAYS sleep alone, I NEVER have any invited overnight guest or any invited late-night guest after midnight, and I snore) inside my bolt-locked one-bedroom apartment unit at Wind River Crossing.

PS. I would also like to mention to each of you distinguished APD officials the following additional factual information that might be pertinent for your law-enforcement agency in Austin:
I myself have resided alone on a continuous and uninterrupted basis in Apartment 325 of Building 3 at Wind River Crossing ever since the afternoon of May 31, 2011.
The one-bedroom apartment unit in which I reside is a top-floor as well as second-floor, vaulted-ceiling, one-bedroom apartment unit with an approximately 7-foot-tall sliding glass door that leads directly into my private bedroom from an outdoor balcony.
That very large sliding glass door extends across nearly the entire length of my private bedroom. The outdoor balcony abutting my sliding glass door and also abutting the front door to my apartment unit is a balcony that any alleged law-breaking trespasser could easily reach merely by climbing an outdoor open-air staircase for this section of Building 3 at Wind River Crossing.
I myself keep that cited sliding glass door locked at all times.
There is currently no gate code required for anyone seeking to enter the grounds of Wind River Crossing Apartments.
I have been and continue to be the only landlord-approved tenant or leasee or occupant in Apartment 325 at Wind River Crossing on a continuous and uninterrupted basis ever since the afternoon of May 31, 2011. I previously resided alone in Apartment 325 on a continuous and uninterrupted basis from January 2002 through April 15, 2011.
I have repeatedly and politely mentioned to your Austin Police Department in several of my crime reports I've filed with Officer James Turner and APD that the anal pain I very suddenly experience when I am abruptly awakened on my orthopedic bed in the middle of my sleep is anal pain so unpleasant or severe that it generally takes me 30 minutes to an hour before the anal pain subsides enough for me to be able to fall back to sleep on my orthopedic Swedish bed inside my private bedroom of my bolt-locked apartment.
On each of those occasions when I suffer that severe and very abrupt anal pain immediately after I am awakened on my bed in the middle of my sleep, I politely devote some thought to my wanting to myself immediately call 311 or 911 and file a crime report on the telephone in which I request an immediate on-site crime investigation by APD officers at my bolt-locked apartment unit.
However, I always recall on those occasions that APD Officer Robert Broomhall (APD Badge Number 4839), one of the most recent APD officers to visit my bolt-locked apartment in response to an anal-rape-related crime report from myself, in the early morning hours of Monday, December 10, 2012, emphatically warned me from the front doorstep of my apartment unit that if I make any additional 311 call or 911 call to APD in which I allege that I have myself been anally raped, APD will put me in Austin State Hospital as an involuntary psychiatric patient against my wishes, Officer Broomhall very emphatically warned me in person during that very memorable visit he made to the front-doorstep of my apartment unit.
APD Officer Broomhall and a colleague of his who stood beside him, an APD Officer Will whose Badge Number is 4932, walked away from the front doorstep of my apartment unit at 6:35 a.m. that Monday, December 10, 2012. The visit to my apartment unit by those two APD officers had been prompted by my APD crime report 12-3450361, which I had filed on the telephone through a 311 phone call I made at roughly 6:20 a.m. Monday, December 10, 2012.
