Travis County (TX) District Attorney's Office in Austin, Texas, Publicly Discloses Names of Two Attorneys on their Staff Who Have Each Reviewed Criminal-Law Complaints of Mine to Their Government Law Office

 This online link above is to a copyrighted and January 1, 2021-dated "Austin Chronicle" online report that highlighted prosecuting attorney Jackie Wood of the Travis County DA's Office.

It is noteworthy that Assistant DA Jackie Wood was cited  first in the string of four Travis County District Attorney's Office carbon-copy recipients in the March 10, 2023, public-information-request-related e-mail  reply letter to me from a paralegal for that DA's Office, Ms. Sara  Guerra Winn. That reply letter was in response to my January 16, 2023, e-mail public information request to the Travis County District Attorney's Office in Austin---a request focused on me.


One of the four cited recipients of the March 10, 2023, email reply letter to me from Ms. Guerra Winn is Travis County DA's Office Legal Secretary Ashley Zamarron. The job title of carbon-copy recipient "Isabella Salinas" has not yet been identified by me through my initial online  Google search today.

The March 10, 2023, e-mail reply letter provided me with an attachment containing  the text of a January 3, 2021, email note  (farther below) from District Attorney Jose Garza in response to a January 2, 2021, email I had written and sent to Mr. Garza.

Ms. Guerra  Winn, I received yesterday in my individual mailbox in Salt Lake City, Utah, a September 15, 2023, three-page hard-copy reply  letter addressed and mailed to me  from State of Texas Assistant Attorney General Jahnna Ward of the Education and Enforcement Section of the Texas Attorney General's Office  Open Records Division in Austin. 


Travis County Assistant County Attorney Matthew Entsminger in Austin  was the only individual directly cited in that letter  as a carbon-copy recipient and provided the  only signature in that three-page letter.


The September 15 letter to me from Ms. Ward of the Texas Attorney General's Office  stated  that "The (Travis County) district attorney's office has submitted to this office the enclosed certification (by Mr. Entsminger)  that all existing information responsive to your (January 16, 2023-generated e-mail public information) request (to the DA's Office in Austin) has been made available to you...."


Ms. Guerra Winn, I apologize for having either failed to properly upload the document or documents you yourself  provided me or having myself  failed to  fully review  the documents from you that were apparently visible on my computer screen.


Ms. Guerra Winn and the official Travis County DA Open Records Coordinator, would either of  you please confirm for me (if true)  that the only responsive  documents actually written by a staff member in your DA's Office in Austin that referred to me (documents  also provided farther below) are:

----What prompted Mr. Kellison of your DA's Office in Austin to specifically state to me on the telephone on April 6, 2021, that he wanted me to "hire a criminal-defense attorney" to represent me in planned communications with the DA's Office in Austin in the above-cited context in which I myself would be the cited criminal-law complainant?

Each of my 10 or more requests of mine over a multi-year period ever since early 2012 for a forensic rape-exam on myself have been denied by either APD, hospital emergency-room physicians, or the Austin SAFE Alliance on each of those 10 or more separate occasions.

Dear Utah State Legislators and other State Government of Utah officials,


I would like to share with each of you  the above online link to a proposed new state law for the State Government of New York  that was submitted to the New York Legislature earlier this year.


That proposed new state law for the "Empire State" would classify the second separate occasion by a crime suspect of "Resisting Arrest" in that state as a Felony Crime.


I am very hopeful that  our sagacious Utah Legislature in early 2024 or during a possible Special Session in 2023 will consider approving  a similarly worded new state law for Utah.


That approval of a new state law of this type for Utah can significantly reduce the number of Utahn municipal police officers, Utahn sheriff's deputies, and Utah DPS law enforcement officers per year  who are injured by crime suspects here in Utah.


I also feel sure that the  proposed new state law for Utah can also significantly reduce the incidence of crime suspects in Utah who get injured when a peace officer is attempting to approach them or  handcuff them or after the suspects were handcuffed or while those suspects are being transported to a jail by that peace officer.


I hope this follow-up letter proves to be helpful to each of you very honorable Utah State Legislators.

Best Wishes to you in your very influential role  for the Utah DPS as your crime-fighting organization reviews changing statewide demographics for Utah resulting from  recent influxes of new residents---many of them African-American, as I'm sure your state agency is very aware --- from other  U.S. states.


Sgt. Roden, has your noble statewide law-enforcement agency for Utah compiled and issued to the news media any recent report on the total percentage of all "Resisting Arrest" municipal law-enforcement crime cases in Utah during the most recent applicable six-month period, one-year period, five-year period, 10-year period, and 20-year period, respectively,  in which the crime suspect charged with "Resisting Arrest" was identified by police in Utah as African-American?


How does that percentage compare with the total combined  percentage of African-Americans who reside or resided during each of those applicable time periods in one or more municipalities of Utah that maintain or maintained  a municipal police department?


Aside from African Americans, do you know of any other racial group currently  in Utah that possibly accounts for a disproportionately high percentage of all of the "Resisting Arrest" cases here in the Beehive State?


Has  the Utah DPS officially confirmed in writing in a recent DPS report that African-American crime suspects in Utah account for a disproportionately high percentage of all the crime suspects in this state who were charged with "Resisting Arrest" when a municipal  police officer in Utah arrested them or attempted to arrest them?


Also, what percentage of the  "Resisting Arrest" cases in Utah in which the suspect injured or fatally injured  a municipal law-enforcement officer involved a crime suspect who was African-American?


Have your Utah DPS statewide reports compiled any recent statistics on the percentage of all of the "Resisting Arrest" cases in Utah in which a crime suspect who  exchanged gunfire with a  municipal police officer was himself or herself (the suspect) African-American?


Do you yourself believe that the total incidence of "Resisting Arrest" in Utah would decline significantly  if any and all "Resisting Arrest" cases  that occur here in Utah were automatically  classified by the Utah Legislature as a felony crime?


Finally, Sgt. Roden, do you have any reason to believe that violence or threatened violence  against municipal  police officers in Utah could be dramatically reduced  if all secondary-level students and post-secondary students  in our state were each and every school year  required to watch and then pass a special pop quiz on their campus? 

I am referring to a pop quiz specifically about a fact-filled and  educational videotape those students had just watched which advised  them to "Never Resist the Police Officer In Utah Who Is Attempting to Arrest You".

The 'Housing Issue' and 'State Issue' Cited to Me in 2021 by a Hispanic Female Reporter Intern for the 'Austin American-Statesman' Daily Newspaper in Austin, Texas, and by Congressman Lloyd Doggett of Austin

 The exactly quoted voice mail message I received on April 16, 2021, from Laura Morales, a reporter intern for "The Austin American-Statesman"  daily newspaper in Austin, Texas:


"Hi, Mr. uh, McMillan, my name is Laura Morales, from the "Austin American-Statesman"'. I'm just calling you back, um, based on a call you gave us about a housing issue. I would be very interested in getting to know a little bit more about what you're facing. So if you could please call me back to (210) 780-0152, I would greatly appreciate any information, and a little bit more explanation about the recent voice mail that you left with one of our reporters. Um, so, yeah, any information would be greatly appreciated. Have a nice day. Bye-bye."''


During that same approximate time period in 2021, a female staff member for U.S. Congressman Lloyd Doggett of Austin, Texas, informed me on my cell phone that there appeared to be a "State Issue" in regard to my own housing conditions in Austin, Texas, that I had  complained about to herself.

 This exactly quoted text (below) comes from an April 16, 2021, E-mail letter of mine I wrote and sent from my solo-occupancy rental apartment unit at Pebble Creek Apartments in northeast Austin, Texas, to numerous law-enforcement agencies, other government agencies, and media companies:


" The following (below) is the exact verbatim text of a very unexpected and much-appreciated recorded voice mail message I received and listened to on my home phone line this Friday evening, April 16, 2021, inside my current rental-apartment unit. The voice-mail message to me was the first-ever oral communication or written communication I can recall having ever received from any staff member of "The Austin American-Statesman" that was in direct response to a statement of mine to the Statesman staff about safe-housing issues for me in Austin.


"The voice-mail messages of mine I had left with that very influential daily newspaper on April 13, 2021, had stated, among other things, that I myself 'assume' that 'American-Statesman' Executive Editor John Bridges supports safe housing conditions for me, including during my sleeping hours, inside my current solo-occupancy bolt-locked rental-apartment unit in northeast Austin.  


The return voice-mail message to me from the 'Statesman' that I listened to this evening for the first time was apparently from a female reporting intern for the 'Austin American-Statesman' general-circulation daily newspaper that is reportedly owned by Gannett media company of McLean, Virginia:

I am a gainfully employed, permanently alcohol-free, lifelong-single, white male adult constituent of each of you very honorable members of the Utah Legislature.


I am also a lifelong abstainer from any and all tobacco products and vaping products.


I am writing  today to (ask) each of you very influential  state legislators to please author or sponsor a proposed new state law for Utah that authorizes any employer in Utah to prefer to hire job applicants who each  sign a notarized  statement declaring that they have  not consumed any tobacco product or any vaping product at any time in the most recent 12-month period through the present.

The notarized statement could also state on behalf of each of those job applicants in Utah that they are very  committed to continuing their own permanent  abstention from any and all tobacco and vaping products on a  lifelong basis.

Smokers average a 31% higher sick-leave rate compared to non-smokers, and take, on average, almost three more sick days per year than non-smokers according to the journal Addiction. Such lost time wreaks havoc on employee earnings and employer scheduling, especially for businesses with shift-based workers....


"Tobacco use is a primary cause of presenteeism, otherwise known as lost productivity when workers are on the job, but are less effective. One of the most visible forms of presenteeism? Smoking breaks. Some workers average 8 minutes a day per smoke break, but for high tobacco use industries like construction, the average smoking worker took a total of 73 minutes worth of smoking breaks per day."


Utah State Rep. Briscoe and Utah State Senator Plumb, I hope to soon receive a reply letter from each of you in regard to whether you are willing to author, sponsor, or co-sponsor a proposed new state law of this type for  the upcoming session of the Utah State Legislature.
