 I am very glad I filed this online  Consumer Complaint with the Federal Communications Commission (FCC) agency at its official U.S. Government website at 2:05 a.m. today (Tuesday, August 22, 2023):


"I oppose anti-White bias in hiring of actors  for TV commercials

"I am outraged by the defacto theft of millions of dollars in recent years that would normally have been paid to white non-Hispanic actors and white Hispanic actors and Asian actors seeking employment in television commercials in the USA. That alleged theft is occurring because the white non-Hispanic, white Hispanic, and Asian TV commercial actors in the USA are being denied job opportunities on television.

 "The flagrant violations of those American actors' civil rights is occurring because corporate and television network  sponsors of television commercials have been allegedly guilty of very severe reverse racism that flagrantly over-represents African-American actors on American television commercials."

I respectfully urge the Salt Lake City Council to please establish a special tradition of offering special recognition each month to one City Council-endorsed "Restaurant of the Month"  in this state-capital city that meets the following criteria:

--It is a family-friendly, sanitary, safety-minded restaurant that offers nutritious and healthful menu options.

---It highlights elegance, clarity, and beauty of vocalization in the background singing from the sound system of that restaurant.

--It offers background music low enough in volume that  guests can enjoy having a calm and pleasant conversation with their dining companions at their dining table  inside the restaurant.

---It  highlights clean language and lack of profanity and a devotion to civility and obedience of the law  in the background music that guests can hear inside that restaurant.

---It highlights creativity and a sublime evocation of philanthropic human sentiment in the background lyrics being sung in the background sound system.

---It highlights professional singers whose singing voices indicate that they lead tobacco-free lifestyles and their vocal cords are not irritated or scratched.

----It highlights a variety of ethnic and racial backgrounds---- including white non-Hispanic singers who are American citizens, Hispanic singers, Latin American singers, Jewish singers, Italian singers, English singers, Scottish singers, Canadian singers, Australian singers,  Asian-American singers, etc., through the background sound system in that restaurant.

----It  conveys an emphatic  opposition to any and all racial hegemony, racial monopoly, racial bullying, or racial  malice in the  background music  of a restaurant where the menu itself reflects a multi-racial or multi-national heritage or a primary  racial identity heritage significantly different from than that of the background sound system singers.

---If it is a foreign-cuisine restaurant, it offers background music that is sublimely  complementary to the nationality or ethnicity of the foreign cuisine featured in that restaurant.

I hope this proposed new monthly awards tradition appeals to each of you City of Salt Lake City officials.

  Among the questions I look forward to answering on that inevitable future day when the LDS-owned "Deseret News" of Salt Lake City, Utah, requests an interview with me for a feature story:

---"Does it surprise you that no one here in Salt Lake County, Utah,  has ever asked you whether your own Northern European ancestry is primarily English?"

---"Do you recall the content of the friendly  letters that Queen Elizabeth II wrote and mailed to you during her lifetime?"

---"After you learned that there is no British Consulate in Salt Lake City, did you ever write to the British Government to request that they reconsider their decision not to have an embassy here in this state-capital city for Utah?"

---"Do you know what prompted a male British Consulate representative in Houston, Texas, to state to you in late 1988 or 1989 when you called his British Government office  from your home phone inside your duplex apartment in Big Spring, Texas, that 'Even if you were to visit Great Britain, the voices would still continue in Great Britain, so your trip to England would not help you at all, I'm afraid."

---"Did anyone ever state to you at any time during the 1970s, 1980s, 1990s, 2000s, 2010s, or 2020s that they knew which male person or female person or group of persons allegedly prevented you from receiving friendly unsolicited phone calls from law-abiding and honest white politely masculine adult men your age or younger?"

---"One of your Utah native father's sayings during your childhood in another state was: 'Never put off until tomorrow what you can accomplish today'. Do you think the Industriousness theme we all associate with our beloved  Beehive State played a role in your Father's lifelong determination to stay busy and live life to the fullest?"

---"You have been quoted as saying that you smile a lot more around and feel much calmer around  natural-blond-haired politely masculine hygienic white  gentlemen than any other type of white gentlemen. Do you attribute this to the many very fine blond white gentlemen you became acquainted with in the 1960s, including your schoolmate at Hillside Elementary School in Berkeley, California, a white gentleman named 'Graham' who helped you to dramatically improve your high-speed jump-roping skills when you attended second grade at Hillside in the 1960s?"

---"In view of your own drug-free, alcohol-free, tobacco-free, nonvaping, tattoo-less, non-profane, jewelry-less, civil and law-abiding,  non-gambling lifestyle, do you ever experience culture shock from what Salt Lake City has turned into this century?"

---"Has anyone in Utah ever told you that you would make  a very fine Mormon if you converted to The Church of Jesus Christ of Latter-day Saints?"

---"Does anyone ever ask you about the ancestors  of yours, apparently including a lady on my the "Pugh" side of your family genealogy,  who were there at Nauvoo, Illinois, with Prophet Joseph Smith in the 19th Century? It must feel a bit exhilarating yet, at the same time, very saddening, for you to know that through your ancestors you were right there with LDS Prophet Smith at Nauvoo. Do you ever fantasize about yourself entering a time tunnel so you could personally help to save the life of LDS President Smith at Nauvoo?"

---"You have been quoted as saying that you get along better with Anglo-Saxon adult men younger in age than yourself than the older adult Anglo-Saxon men. Could you elaborate on why you feel more comfortable with the adult Anglo-Saxon men younger in age than yourself?"

---"You have stated that you put more emphasis on friendly inter-generational personal platonic relationships than do the age-group-based congregations of the LDS Church these days. Could you explain why you are a leading proponent of intergenerational platonic relationships here in Utah?"

---"You have been quoted as saying that in your personal life, you have much stricter criteria on who you agree to associate with than most subscribers of Christianity have. You have stated, for instance, that you prefer to associate with white adult men who do not have any criminal conviction record. Could you please elaborate on that 'No Convicts In My Personal Life' lifestyle  you have chosen to pursue that is quite different from the Christian emphasis on inclusiveness toward all. As I'm sure you are aware, we Christians seek to help save as many  souls as possible in order to  get more souls into Heaven."

---"Did you ever feel disappointed by the many people who failed to acknowledge that you yourself are a lifelong single gentleman who has been completely celibate ever since one total day in 1995, when you resided in Baytown, Texas?"

---"So you know why it is that of the hundreds of work supervisors you have worked under  in a variety of temp jobs and permanent jobs you held ever since May of 1987, only one total work supervisor, Dr. Madalyn Murray O'Hair, the famous editor in chief of the American Atheist magazine in Austin, Texas, was heard by you stating inside your and that supervisor's 

workplace that that work supervisor of yours  "can't handle the voices!", which was  followed in Dr. O'Hair's case by her very loud and emphatic request to a female assistant of hers, Robin Murray, to "Get him (yourself, John McMillan) out of here!," accompanied by your abrupt dismissal from that publication minutes later."

---"Do you ever wonder why American Atheist leader Dr. Madalyn Murray O'Hair stated to you in 1990,  during a local phone call you made  while unemployed to her magazine  office  from your parents'  home in Westlake Hills, Texas, that Dr. O'Hair refused to consider hiring you for a proofreading job at that time  because 'it will take many years to cure you of your very severe case of mental illness', Dr. O'Hair stated."

---"Your biological older brother Dr. Michael Kim McMillan of California wrote and mailed to  you a personal letter earlier this century in which he advised you to 'develop a dialogue with Mormons, since the Mormons oppose thought control projects.' Do you agree with the many observers  who say that LDS members are the ones who helped you the most in your own life during the period ever since May of 1987? And my follow-up question, of course, is how do you plan to befriend The Church of Jesus Christ of Latter-day Saints and thereby express your gratitude to the Church?"

---"Some observers have pointed out that during the 34-year period January 1988 until December 31, 2021, when you were being persecuted in Texas, our polite and idealistic and wholesome  Mormon Missionaries were among the very few adult younger gentlemen age 19 or older who agreed to meet with you for lunch during your leisuretime in Texas. Do you plan to make a financial donation toward a Mormon Missionaries College Scholarship Fund after Texan interference in your life finally ends?"

---"It is a well known fact that then- "Texas Monthly" Story Assignment Editor John Borders told you in 1999 or 2000 during a local phone call you made to his office from your State of Texas agency workplace in Austin  that '...An unethical media company is harassing you in Austin these days". Have you ever obtained the name of that unethical media company in order to file a lawsuit against it?"

---"Continuous Noise Pollution is a subject that is on the minds of many Utahns these days. Do you believe that Utah Attorney General Sean Reyes should take the initiative to file a lawsuit on your and other Utahns' behalf against any media entity subjecting thousands of Utahns to unwanted  continuous noise pollution?"

---"You have been quoted as saying that Henry Kellison, Executive Assistant to Travis County District Attorney Jose Garza, stated to you on the telephone in 2021, when you were still stranded in Austin, Texas, and made a courtesy follow-up call to Mr. Kellison, that 'You are the complainant in a home invasion crimes case. You are not the defendant, you are the complainant."

Dear Utah State Representative Joel Briscoe and Utah State Senator as well as first-rate medical physician Dr. Jen Plumb,

It is great to sense  that each of you state officials  who directly represent me in the Utah Legislature are strong supporters of effective preventive-medicine  services for all Utahns.

The following is a key exactly quoted statement in a copyrighted November 15, 2022, online report by the American Lung Association (see online  link at bottom of this  letter):

"The 2022 'State of Lung Cancer' report shows that only 2% of Utah residents who are eligible have been screened for lung cancer. The American Lung Association’s 5th annual report, released today, highlights the toll of lung cancer in Utah and examines key indicators including new cases, survival, early diagnosis, surgical treatment, lack of treatment and screening rates."

The same 2022 report stated that only five U.S. states ranked lower than Utah in their level of participation in lung-cancer screening.

"Lung cancer screening with annual low-dose CT scans for those at high risk can reduce the lung cancer death rate by up to 20 percent. Nationally, only 5.8 percent of those at high risk were screened,"  the report stated.

State Rep. Briscoe and State Senator Plumb, do either of you honorable State of Utah legislators believe the Utah Legislature should allocate funds toward establishment of a statewide Lung Cancer Screening Benefits Education  Program aimed at persuading more of the applicable Utahn  ladies and men to agree to promptly get an imaging test on their own lungs?

Also, do either of you currently plan to author or sponsor a bill during the next Legislative session that  helps to increase the percentage of all applicable Utahns who have access to or are able to afford getting a screening test for lung cancer?

Dear Utah Department of Health and Human Services Executive Director Tracy S. Gruber,

Do you agree with me that the percentage of Utahns age 30 or older who do not consume any drinking alcohol, any tobacco, any vaping product, any marijuana, or any  illicit drug of any type in an entire  calendar year has declined significantly in the most recent 10-year period?

If so, to what do you attribute this shocking decline that has occurred here in Utah?

Also, do you agree with me that the growing percentage of Utahns age 30 or older who DO consume the above-cited  dangerous  substances on a frequent basis  poses a very alarming public health threat to our entire Beehive State?

Ms. Gruber, do you also agree with me that under these circumstances in which there has been a massive  influx into Utah by new residents age 30 or older who consume alcohol, tobacco, and illicit drugs on a year-round basis, there is an urgent need for an annual  "Solidarity With Alcohol-free and Tobacco-free Utahns March" to the Utah State Capitol building?

Dear City of Salt Lake City and State of Utah Officials,

Do any of you believe there should  be an "American Inversion Layer Polluted Cities Association" , "American Cities Against Inversion Layer Air  Pollution", or "Inversion Layer Air Pollution Abatement Association"  in which the City of Salt Lake City, Utah, is a participating member?

The advantage to Salt Lake City and the State of Utah  would be through the sharing with other municipal and state  governments  of information and strategies on how to reduce Inversion Layer Air Pollution in this state capital city and metro area  for Utah.

It is possible that some of the other inversion-layer-polluted city in the USA has been more successful than Salt Lake City has been at significantly reducing air pollution levels---and that city government might have related insights and information  it is willing to offer the City of Salt Lake City.

The proposed new multi-city  organization could employ one or more  full-time Inversion Layer  Air Pollution Abatement Experts who would offer consulting services to each member city  requesting that assistance.
