MY JANUARY 8, 2023, QUESTION TO MY DULY-ELECTED UTAH LEGISLATORS: DO YOU BELIEVE THE STATE OF UTAH SHOULD ASSIST IN THE ESTABLISHMENT OF A 'UTAH TOMORROW SUPERFUND' THAT HELPS FINANCE STATEWIDE IMPROVEMENTS TO WATER QUALITY AND AIR QUALITY LEVELS, LAND CONSERVATION, ENERGY CONSERVATION, CRIME-DETERRENCE PROGRAMS, AND STATEWIDE PLANTING OF WATER-CONSERVING AND HARDY BOTANICAL TREES AND BUSHES OR WATER-CONSERVING AGRICULTURAL CROPS THAT CAN THRIVE IN SALT LAKE COUNTY, UTAH?

Dear Utah State Rep. Joel Briscoe, Utah State Senator Jenn Plumb, Salt Lake City Mayor Erin Mendenhall and City Council Members, Salt Lake County Council Member Arlyn Bradshaw, and Salt Lake County Mayor Jenny Wilson,

Do any of you believe the State of Utah, Salt Lake County Government, Salt Lake City Government, or the Utah Legislature should assist in the establishment of a proposed "Utah Tomorrow Superfund" that helps finance statewide improvements to water quality and air quality levels, reduced air pollution levels, land conservation and energy conservation, crime-deterrence programs, statewide planting of water-conserving and hardy botanical trees and bushes or water-conserving agricultural crops that can thrive on a year-round basis here in Salt Lake County or elsewhere in Utah, and expansion and improvements to Utah Transit Authority mass-transit services that help to make train cars and buses quieter and safer and more comfortable to ride in?

If so, do you also believe that the State of Utah, Salt Lake County, or the City of Salt Lake should invite the billionaires (see above online link) and millionaires of Utah, or nonprofit foundations funded by those wealthy Utahns, to play a leading role in helping to finance this urgently needed "Utah Tomorrow Superfund" bipartisan agenda?

Best Wishes,
John Kevin McMillan, youngest grandson of Murray (UT) former butcher shop owner Parley McMillan of Murray, Utah, and his devoted LDS member wife, Mrs. Alice Mae Pugh (maiden surname) McMillan of Murray.

October 4, 2022

Dear Very Honorable U.S. President Biden,

I appreciate your apparent support for safe-housing conditions for this particular permanently-teetotaling, clean-talking and non-profane, tobacco-free, vaping-free, tattoo-less, dependably civil and law-abiding and idealistic , very honest and morally straight, facially-cleanshaven (no beard, no mustache, no goatee), conscientious, non-gambling, gainfully-employed, public-safety-minded, public-health-minded, recently-certified-HIV-negative and disease-free, longtime-celibate and platonicly polite, permanently-jewelry-less, single adult white Anglo-Saxon gentleman with no criminal-conviction record--- myself.

As you may be aware, Mr. President, I am  a certified direct descendant of the Puritan Rev. William Brewster of the Mayflower and a former Texan who is now residing in the wonderful state of Utah. This is one very rare U.S. state where a high percentage of the adult residents age 21 or older lead permanently-alcohol-free, tobacco-free, non-vaping, marijuana-free, illicit-drug-free, facially-cleanshaven, clean-talking (no or only minimal profanity), tattoo-less, non-gambling, honest and law-abiding and polite lifestyles. I have a strong Utah heritage through my idealistic Botany Professor Father, Dr. Calvin McMillan, who was born and raised in Murray, Utah.

Ever since June 1, 2022, I have been residing alone as the rent-paying official tenant and the only occupant inside a fully-locked ninth-floor solo-occupancy studio apartment unit, Apt. 912, in a U.S. Department of Housing and Urban Development (HUD)-subsidized and HUD-inspected 11-story senior-citizen apartment complex in downtown Salt Lake City.
I live alone at the "Wasatch Manor" senior-citizen housing complex, 535 South 200 East---within five blocks of the Salt Lake City Police Department headquarters offices.

I have been living alone in three respective cities of Salt Lake County, Utah, ever since December 31, 2021---in two respective solo-occupancy "Extended Stay America" locked hotel rooms (in Salt Lake City and, later, in Sandy, Utah) and two respective solo-occupancy bolt-locked rental-apartment units (in Cottonwood Heights, Utah, and, ever since June 1, here at Wasatch Manor in downtown Salt Lake City).

Last year in my capacity as a self-identified continuous crimes victim and criminal law-complaint residing in Austin, Texas, I myself got the impression that possibly a highly-regarded member of the Austin Police Department may have been a bit concerned that you might possibly have had a critical outlook toward himself or his municipal law-enforcement agency. In the latter half of 2021, my assigned APD Sex Crimes Unit crime investigator for the Austin (TX) Police Department in 2021, Detective William Costello, politely requested of me on the telephone that I myself please refrain from ever again carbon-copying to "The President" (yourself, U.S. President Joe Biden) any e-mail letter I wrote that was primarily addressed to Detective Costello.

Mr. President, I strived to fully and immediately honor Detective Costello's very specific request that I NOT carbon-copy to you any e-mail letter from myself that was primarily addressed to Detective Costello.

I would be grateful to you, Mr. President, if you yourself would please share with each applicable law-enforcement agency with jurisdiction any factual information you may have obtained about my own current living conditions and my own current sleeping conditions (I always sleep alone on my own bed) inside my current fully-locked rental-apartment unit at a federally-monitored senior-citizen-housing complex in Utah.

Mr. President, I would also like to politely remind you about several of the written communications or phone messages that I have offered you so far in your tenure as our nation's often-great Chief of State. Those communications of mine to you included:
_________
--My  online question and comment that I submitted to you online on December 12, 2021, at your official White House website:
"Mr. President, are you aware that you have a golden opportunity to exercise your Presidential authority to insist on achieving what no predecessor of yours in The White House at any time since or including the late spring of 1987 has ever himself achieved?

"Mr. President, you have the legal authority in Washington, D.C., to lawfully and in a civil manner terminate continuous 24-hour-a-day electronic surveillance of me by a government agency or government-sponsored entity in Austin, Texas, that is flagrantly illegal.

"The continuous electronic surveillance of me is illegal for many reasons: I am permanently-alcohol-free (since 1990), non-stalking, and law-abiding; there are no pending criminal-law charges against me; I DO NOT have any involvement in illicit-drug-trafficking; I have NEVER consumed any marijuana on any occasion since 1984; I myself have NEVER in my entire life ever once consumed any illicit drug other than marijuana; I myself am NOT a crime suspect or suspected terrorist; and I myself am NOT an organized crime figure.

"Also, I myself very emphatically DO NOT agree to ever be subjected to continuous anonymous communications inflicting on me continuous noise pollution, continuous verbal harassment, continuous verbalized death threats, or continuous defiance of and contempt toward my own tobacco-free cleanshaven polite Anglo-Saxon single adult white male identity and my legal right to reflect that identity in my own life.

"As you of course know, Mr. President, it is flagrantly illegal for a government agency to sponsor continuous anonymous communications and accompanying noise pollution being inflicted on me during a multi-day, multi-month, multi-year, or multi-decade time period in which continuous electronic surveillance of me was already reportedly 'pre-authorized' in 1987 by a government agency---and possibly by a famous (or should I say infamous?) predecessor of yours, Mr. Ronald Reagan, during his days in The White House."
_____________
My online question I posed to you on November 13, 2021, at your official White House website:
"Mr. President, I'm sure you are very aware that inter-racial rapes (inter-racial sexual assaults) occur at an alarming frequency in the United States, including in Texas. Do you support a revision of federal law that will automatically classify any and all inter-racial rapes as hate crimes, including in cases in which the victim (myself, for instance) is a single adult white Anglo-Saxon non-Hispanic person of English, Scottish, and German ancestry (my own ethnic and racial identity)? Also, do you support revision of federal law that will automatically classify as a hate crime any conduct in which a perpetrator subjects another human being (myself, for instance) to sexual contact or personal injury or physical abuse or assault by physical contact during the latter's sleeping hours in a context in which the latter person is asleep and unconscious? The sanctity of sleep for each American citizen should and must be protected more diligently through our legal system and criminal-justice system, as I'm sure you will agree."

---My birthday-card message to yourself, Mr. President, that I wrote and submitted to you online at 9 p.m. Friday, November 12, 2021, at a Democratic Party website:
"I wish you the very best of medical health, very safe working conditions, and very safe living conditions throughout your entire first term of elective office as U.S. President. I also hope you are getting the full eight hours of restful and rejuvenating sleep every night that you need to fully protect and enhance your medical health and intellectual vitality throughout your entire first term of office as our nation's often-great Chief of State. Best Wishes
to you, First Lady Jill Biden, and your entire family this Holiday Season and New Year!"

----My detailed phone message I left on September 21, 2021, with a female Comment Line staff member of yours ("Operator 5") at the White House, as summarized by myself in a courtesy follow-up e-mail letter I wrote and sent to yourself, other government officials, and various news-media companies later that day:

From John Kevin McMillan, current criminal-law complainant and cited victim in Austin Police Department Sex Crimes Case 2021-2440624, a case that was opened by APD on September 1, 2021 and for which a forensic DNA-swabs anal-rape-evidence forensic medical exam was performed on me by an Austin SAFE Alliance forensic nurse in the early morning hours of Sept. 2, 2021, inside the ER of the Dell Seton Medical Center at The University of Texas, in central Austin.
My solo-occupancy efficiency-apartment unit rental-home address ever since June 21, 2019:
Pebble Creek Apartments (a Belco Equities-managed large gated-community complex), 8805 North Plaza Drive, Building 17, Apt. 2418, Austin, TX 78753.
Home phone: (512) 342-2295.
Cell phone: (512) 993-7305.

September 21, 2021

I just got off the phone at 2 p.m. Central Time today (Tuesday, September 21, 2021) after I spoke for several minutes with a female White House Comment Line staff member (Operator 5) for United States President Joe Biden in Washington, D.C.

In my comments to herself, I requested that President Biden please ask the Federal Bureau of Investigation Director to develop clear and precise guidelines for local police departments throughout the USA on how they can each very promptly identify whether an alleged felony home-invasion-crimes case or alleged felony sex-crimes case or alleged felony personal-injury-crimes case is, in fact, an alleged CONTINUOUS CRIMES case.

I also requested that President Biden please ask the FBI to assist the Austin Police Department here in Austin, Texas, in very thorough 24-hour-a-day law-enforcement-agency-sponsored electronic-technology infrared-camera video-surveillance of any and all portions of my current solo-occupancy rental efficiency apartment unit, Apt. 2418 of Building 17 at Pebble Creek Apartments, 8805 North Plaza Drive, in northeast Austin.

Any video image of any person (other than me) or any beast situated anywhere inside my double-bolt-locked and fully-locked apartment unit between the hours of 8 p.m. at nighttime and 8 a.m. in the morning is very convincing criminal-law evidence in a court of law that I myself was victimized by one or more alleged home-invasion-crimes perpetrators or illegal trespassers during that 12-hour period.

I have politely stated to my assigned investigator for my current APD Sex Crimes Case, first-rate APD Sex Crimes Unit Detective William Costello, that I believe that continuing electronic surveillance of my apartment unit is urgently needed in what I maintain to be an alleged continuous and continuing felony-crimes case in which I am the single adult white male longtime-celibate victim during my sleeping hours. I lead a permanently drinking-alcohol-free, permanently marijuana-free, lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-tattoo-less, facially-cleanshaven (no beard, no goatee, no mustache), platonicly polite, consistently clean-talking (no profanity by me in my everyday conversations with others) lifestyle.

I always sleep alone on my own bed, and I own the bed I sleep on. I have NEVER once had any invited guest or any authorized visitor inside my unit at night time, with the exception of any possible on-duty visit by the Austin-Travis County Emergency Medical Services staff (which has occurred on only one total occasion I can recall in the two-and-one-fourth-year period ever since I moved into my current unit on June 21, 2019) and on-duty visits to my unit by on-duty APD officers specifically accepting crime evidence from me or specifically accepting a lost-and-found-item from me that I had discovered outdoors on public property in north Austin.

I consistently check thoroughly each day and at nighttime to make sure that all of the apartment-management-team-identified points of entry into my current unit are fully and properly locked.

My "Comment Line" statement on the phone today to the female White House staff member was not audiotaped, she stated in response to a question from me. "It is summarized, and will get forwarded," she said.

When I asked the Comment Line staff member I spoke with to please offer me a summary of her notes from my comments, she replied that she was not able to provide me with that summary. She added that she had additional persons waiting to speak with her on the Comment Line this afternoon, and she needed to take her next call as soon as possible. Our phone conversation ended at that time.

---My online question I posed to you on April 22, 2021, at your official White House website:
"Mr. President, have you ever at any time in your first three months as our Chief of State ever once obtained any factual evidence from any credible source other than myself which indicates that I myself as a longtime-celibate, permanently-alcohol-free, gainfully-employed, single adult Anglo-Saxon gentleman, age 63, have been victimized inside my current rental-apartment unit in Austin, Texas, by one or more alleged home-invasion-crimes, alleged trespassing crimes, alleged sexual assault crimes, or alleged personal-injury-crimes?"
_________

---My online question I posed to you on March 1, 2021, at your official White House website:
"President Biden, do you support safe housing conditions for me during my sleeping hours as I lie alone on my own bed inside my current bolt-locked solo-occupancy efficiency rental-apartment unit at Pebble Creek Apartments in northeast Austin?"
"I am posing this question to you because I feel very hopeful you strongly support the legal right of longtime-celibate, law-abiding, permanently-drinking-alcohol-free, single adult American citizens residing alone inside a bolt-locked rental-apartment unit ---I myself being among those individuals---to live alone and sleep alone inside their unit in their capacity as the only approved tenant and only approved occupant inside their solo-occupancy rental-apartment unit in the USA.
"I also hope you strongly support the legal right of male adult tenants fitting the above description to sleep alone inside their own bolt-locked rental-apartment without anyone but that tenant ever being physically present anywhere inside his locked rental unit at any time during his own bedtime hours or sleeping hours at nighttime.
"I have always paid my full rent on time for my current solo-occupancy apt. unit in Austin that I have resided in ever since June 21, 2019, on two separate respective official apartment-management-team-approved 12-month lease agreements. My current lease agreement for my rental-apartment unit expires at 11:59 p.m. June 30, 2021."

---My online request I submitted to you on February 16, 2021, at your official White House website:
"Mr. President, I would appreciate any words of support you are willing to offer to the FBI about my high level of honesty and factual accuracy as a criminal-law complainant in Austin, Texas. I was very pleased today to speak with a polite female staff member for the FBI on the telephone. She stated to me that an FBI agent will contact me if the FBI decides to investigate my criminal-law complaint today to the FBI that the Austin Police Dept. Sex Crimes Unit ever since early 2012 has repeatedly over a multi-year period declined to authorize a forensic anal-rape-evidence and oral-rape-evidence DNA-swabs medical exam on me that I have repeatedly requested from APD. I am a self-identified home-invasion-crimes victim during my sleeping hours on a daily and year-round and multi-year basis in an alleged continuous and continuing sex-crimes case and alleged continuous and continuing personal-injury-crimes case in which I am the longtime-celibate-by-choice, permanently-alcohol-free, lifelong-tobacco-free, civil and law-abiding, gainfully-employed, single adult Anglo non-Hispanic male 63-year-old current complainant. I always sleep alone on my own bed. I never permit anyone but on-duty APD officers or, on one total occasion, on-duty EMS staff members after I had repeatedly vomited, to enter my current always-bolt-locked solo-occupancy apartment unit at nighttime."

______________________________
---My online question that I posed to you on Inauguration Day, January 20, 2021, at your official White House website shortly after you had been officially sworn into office that day as U.S. President:

"Are you willing to ask your FBI director today to authorize an immediate and comprehensive DNA-traces forensic medical exam on me ASAP that obtains forensic swabs of my anal cavity, behind, groin area, mouth, hips, legs, etc.?

"Full and comprehensive 190-day-or-longer retroactive DNA-traces processing of that entire FBI-obtained rape-evidence kit from me will be a life-saver for me. I can then press criminal-law charges through the FBI or Homeland Security or, at the state/local level, the Austin Police Department, Texas Rangers of the Texas Department of Public Safety state agency, Travis County Sheriff's Office, Travis County DA, State Comptroller's Office Criminal Investigations Division, Attorney General of Texas, or the Office of the Governor of Texas.

"I am a longtime celibate (including ever since I moved to N. Austin in Aug. 2001), permanently-drinking-alcohol-free, polite, clean-talking, single adult white gentleman. ANY DNA trace to anyone other me is virtual proof in a courtroom that that person raped me during my sleep.

"I seek to press criminal-law charges against any and all perpetrators of alleged home-invasion-crimes, hate crimes, personal-injury-crimes, sleep-harassment-crimes, pain-infliction crimes, thought-control-project-infliction crimes, 'deprogramming services'-related crimes, and alleged felony sex crimes involving organized-crime activities that have allegedly victimized me during my sleeping hours on a daily and year-round and multi-year basis as I lie ALONE on my own bed, asleep and unconscious, inside my current double-bolt-locked solo-occupancy efficiency apartment unit in NE Austin.

"I suspect that many of the alleged perpetrators are foreign citizens and may possibly be supported or employed by a foreign government.  Russia is the foreign nation where readership of my blogs about my being a self-identified continuous-home-invasion-crimes rape victim during my sleeping hours has been the highest."

Subject: re: my 1-9-23 Open Records complaint vs Austin (TX) Police Dept Public Information Office
January 9, 2023

Dear Open Records Complaints Investigators for the Attorney General of Texas state agency in Austin,

I was unable tonight to download for your state agency the text of my September 4, 2022, online Open Records request (below) that I had submitted online on that date last year to the Austin Police Department Public Information Office in Austin, Texas, at their official website.

I still have not received any written response from the Austin Police Department Public Information Office that provided me with any document responsive to my September 4, 2022, online public-information request (below) to Austin Police.

The exactly quoted text of that online request of mine to APD is provided directly below in its entirety as a supplement to my otherwise-complete online Open Records Complaint on this that I submitted to your State of Texas agency in Austin at about 10:30 p.m. Mountain Time tonight.

"I am seeking a copy of a record or statement currently on file with the Austin (TX) Police Department which confirms in writing that your municipal law-enforcement agency in September 2022 is continuing to maintain and fully protect the DNA-evidence integrity of any and all DNA-traceable items and other items in each of the three respective rape-evidence kits that were each obtained from me at my request by a forensic nurse inside a hospital emergency room in Austin in 2011 (two such kits obtained from me that year, on April 28 and on December 22) and in 2021 (on September 2), respectively. Those three rape-evidence kits on my behalf as the criminal-law complainant were for APD Sex Crimes Case Number 11-1180447;  APD Sex Crimes Case Number 11-3550615; and APD Sex Crimes Case Number 2021-2440624. My legal name is John Kevin McMillan. I was born on April 27, 1957, in Lincoln, Nebraska. I resided in Austin, Texas, on a continuous and uninterrupted basis from mid-March 1997 until December 31, 2021. I have resided in Salt Lake County, Utah, on a continuous and uninterrupted basis ever since December 31, 2021. My current home address and mailing address ever since June 1, 2022, is: Wasatch Manor, 535 South 200 East, Apt. 912, Ninth Floor, Salt Lake City, UT 84111. My current Utah Driver's License number is:....(omitted by me, John Kevin McMillan, from this follow-up e-mail letter for personal security reasons). My current home phone number is: (801) 355-0850. My cell phone number ever since August 2019: (512) 993-7305."

Subject: 1-21-23 Question for your GAO federal agency

January 21, 2023

Dear U.S. Government General Accountability Office officials in Washington, D.C.,

Do you have any record of any financial  payment that was made by the U.S. Government  to any federal-government employee or any contractor of the U.S. Government in any context that involved one or more visits since June 1, 2022, to---or entry into---a specific  rental-apartment unit, Apt. 912 on the ninth floor, at the Wasatch Manor apartment building at 535 South 200 East, in downtown Salt Lake City, Utah?

Ever since that date last year I myself  have resided alone as the rent-paying tenant and only occupant  inside my solo-occupancy market-rate studio  rental unit at the federally inspected and federally subsidized Wasatch Manor. Wasatch Manor is an 11-floor senior citizens apartment building in  Salt Lake City, Utah, zip code  84111.

Thank you in advance for your very helpful reply note to me on this.

Best Wishes,
John Kevin McMillan, 535 South 200 East, Apt. 912, Ninth Floor, Salt Lake City, Utah 84111.
My date of birth: 4-27-1957. My P.O.B.: Lincoln, Nebraska.

Subject: 1-23-23 PIR re: City of Austin (TX) Law Dept and me

I  received the following immediate online confirmation at 6:39 p.m. Mountain Time today (Monday) from the City Government of Austin---state capital city for Texas---that they have received the following online public information request from myself:
I lead a permanently illicit-drug-free, alcohol-free, tobacco-free, and non-vaping lifestyle. I am also consistently clean-talking, honest, conscientious, polite, and law-abiding, and I do not have any criminal-conviction record. I have a strong Utah heritage (my father was born and raised in Murray) and I became a permanent resident of Utah on January 1, 2023, after I had relocated to the Salt Lake City area from Texas on December 31, 2021.

Thank you for contacting the City of Austin. Your request was received in this office on 1/23/2023 and given the reference number C166664-012323 for tracking purposes. Your request will be forwarded to the relevant City departments to locate the information you seek.

Records Requested: "I am hereby requesting a copy of any and all emails, reports, memoranda, or other written communications generated, sent, Faxed, or mailed by any attorney, administrator, or other staff member in the City of Austin Law Department at any time from January 1, 2011, through the present that in each and every such case referred to me or to a public information request of mine at least once in any context.

"My legal name is John Kevin McMillan. My date of birth is April 27, 1957. I was born in Lincoln, Nebraska. I am the founder and only member of the still-one-member-only and non-proselytizing Progressive Prohibitionist Religion, a religion with very
strict membership-eligibility requirements. That one total religion of mine is not open to any prospective additional member for at least one year after I myself conclude that I have full and year-round access to fully reliable news and information in my own living and housing conditions.

"My most recent address when I lived in Austin was 8805 North Plaza Drive, Apt. 2418, Austin, Texas 78753. My e-mail address throughout the entire 12-year period of this request was and is today mcmillanj@att.net.

"My home phone number in Austin from the relevant period January 1, 2011, through mid-December 2021 was (512) 342-2295.

"My other addresses in Austin during the relevant time period were Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Building 3, Austin, TX 78759; Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Building 9, Austin, Texas 78759; and Village Oaks Apartments, Apt. 1609, Building 16, Austin, Texas 78759."

• A cost estimate/invoice

• A letter advising there is no responsive information for your request or that some/all the responsive information may or must be withheld by the City of Austin in accordance with the law

You will receive an email once your request is complete.

Again, thank you for contacting the City of Austin.
