Dear City of Cottonwood Heights Officials Paula Melgar and Heather Sundquist,

Congratulations to each of you high-ranking officials of the City of Cottonwood Heights for your admirable year-round civic and cultural contributions on behalf of this prestigious municipality here in Salt Lake County, Utah.

I am a crime-prevention-minded and law-abiding and honest as well as pro-law-enforcement, vigilant, gainfully-employed, permanently-alcohol-free, anti-marijuana-minded, lifelong-tobacco-free, lifelong-tattoo-less, facially-cleanshaven (no beard, no mustache, no goatee), dependably clean-talking (no profanity verbalized by me in my everyday conversations with others), single adult male British-German-American lifelong citizen of the USA and current new resident of your much-admired city in Salt Lake County, Utah.

I am also the youngest biological son of Murray (UT) native, former LDS member, former LDS Elder, and University of Utah alumnus Dr. Calvin McMillan.

I am writing to each of you today in order to ask if either of you knows of anyone currently employed by the City Government of Cottonwood Heights who is also an official representative on behalf of your City with, or an officer or board member of, either the "Utah Council for Crime Prevention" or the "Utah Crime Prevention Association".

I would also appreciate obtaining from you the office phone number and e-mail address for each and every person employed by the City of Cottonwood Heights or the Cottonwood Heights Police Department who is also an official individual member of either the Utah Council for Crime Prevention or the Utah Crime Prevention Association.

I would greatly appreciate the opportunity to meet in person with and have a friendly crime-deterrence-theme conversation or dialogue with that City of Cottonwood Heights official or City of Cottonwood Heights certified peace officer.

Also, I would appreciate learning from either of you whether you know of any certified peace officer or other employee of the Cottonwood Heights Police Department or some other department of the City of Cottonwood Heights who has received an award for contributions he or she made toward crime prevention in this city---or in some other city of Utah, or on a statewide basis here in Utah, for that matter.

Also, please let me know if either of you happens to know of any for-profit business or non-profit group in Cottonwood Heights that helps private citizens here in this city to protect their own safety inside their locked private residence.

Thank you in advance, Ms. Melgar and Ms. Sundquist, for your very kind willingness to send me a prompt reply note on this.

Finally, I would appreciate obtaining from either of you the name of the current City Government of Cottonwood Heights official (if any) who serves as an official or unofficial liaison to residents of this city who are age 65 or older. I mention this because I myself turn age 65 on April 27, 2022; and health insurance coverage for me by Medicare officially begins for me on April 1, 2022.

Sincerely and Best Wishes,

Nebraska native and University of Minnesota Graduate School of Journalism and Mass Communications alumnus John Kevin McMillan.

Dear Officials of the Utah Council for Crime Prevention or Utah Crime Prevention Association,

Congratulations on the noble contributions toward crime-deterrence in Utah that your noble statewide group has made!

With help from your life-saving group, many thousands of Utahns each year are presumably benefitting  from their NOT being victimized by personal-injury crimes.

I am writing today to find out whether your non-profit group accepts financial donations from members of the general public such as myself. Also, do private citizens such as myself have the option of applying to become full-fledged individual dues-paying members of your organization?

I am also writing you today to find out if you have any recent report for your group that cites examples of recent successes you have had at helping to lower the home-invasion-crimes rate or sexual-assault-crimes rate or overall personal-injury-crimes rate here in Utah.

Finally, I would like to ask you for the name and contact information for the highest-ranking official of the State Government of Utah or the highest-ranking county government official in Salt Lake County, Utah, who is a member of your board of directors or who is officially cited as being either a part-time or full-time crime-prevention expert or crime-prevention peace officer.

As a former full-time employee of the Texas Department of Public Safety in Austin, I would welcome the opportunity to treat that State of Utah official to lunch and a friendly conversation inside a first-rate restaurant here in Salt Lake County, Utah.

Sincerely and Best Wishes,
new Salt Lake County resident John Kevin McMillan.

March 30, 2022

Dear Utah Department of Public Safety Sgt. and Public Information Officer Cameron Roden,

Thank you for your March 29 reply letter (below) to me in which you point out that outreach officers for the Utah Department of Public Safety frequently provide "crime deterrent messages, presentations, and meetings to the public".

I also appreciated your statement that you invite me to "please let me (Sgt. Roden) know if there are certain areas (of crime deterrence) that you (permanently-teetotaling, lifelong-tobacco-free, lifelong-tattoo-less, single adult white Anglo-Saxon male resident John Kevin McMillan of Cottonwood Heights, Utah)  have in mind."

Home-Invasion Crimes involving the flagrantly illegal entry by one or more perpetrators into a locked private residence in Utah pose a particular concern to me.

As I'm sure you are very aware, home-invasion crimes in Utah, including outrageous crimes of that type that are repeatedly inflicted on a cited victim over a multi-day or multi-week or multi-month period, are often accompanied by personal-injury crimes----hate crimes, aggravated assault, sexual-assault crimes, kidnapping, human-trafficking, hostage-taking, attempted homicide, or homicide, for instance.
Those home-invasion-related personal-injury crimes brutally and at any hour of the day or night terrorize and victimize a homeowner or apartment tenant or officially-approved occupant, including when he or she is asleep and unconscious and lying alone on his own bed inside his or her locked private residence in Utah.

Sgt. Roden, do you know of any specific program or service currently provided or sponsored by the Utah DPS that is aimed at preventing home-invasion crimes here in the Beehive State?

Thank you again for your friendly reply letter. I hope to hear from you soon.

Sincerely and Best Wishes,
former Texas DPS full-time employee and current Salt Lake County, Utah, resident John Kevin McMillan.

Thank you for your questions. The Utah Highway Patrol and the Utah State Bureau of Investigation have multiple outreach officers with several different areas of emphasis. These officers frequently provide crime deterrent messages, presentations, and meetings to the public. Of course, every Trooper and agent do what they can to deter crime on a daily basis as well. We tend to stick to the topics and areas where we have jurisdiction, but we support as much as we can with allied enforcement agencies and divisions.

As far as the local agencies are concerned, some agencies have people assigned to community-oriented policing, and some do not. You would need to connect with specific agencies to find out.

Please let me know if there are certain areas that you have in mind.

Thanks

Dear Utah DPS Public Information Official Cameron Roden,

Thank you again for your very recent friendly reply letters to me in regard to a public-safety and law-enforcement issue I had cited to you. As you may recall, I had asked you whether it is legal in Utah for a motorist to drive his motor vehicle with a pet dog on that motorist's lap.

Does your state law-enforcement agency currently employ a full-time or part-time certified peace officer or other staff member who primarily or exclusively promotes crime prevention and crime deterrence here in Utah?

Also, do you know of any other state agency in Utah or any local law-enforcement agency in Utah that currently employs a part-time or full-time crime-prevention (or crime-deterrence) officer or staff member?

I was reminded to pose these questions to you after I spoke on the telephone this Monday morning, March 28, with a polite female support-staff supervisor for the Cottonwood Heights (UT) Police Department who stated her name as "Candy".

Candy stated to me that she herself is not aware of any specially designated officer for that municipal law-enforcement agency whose duties primarily or exclusively are focused on crime prevention. "They (each of the officers of the Cottonwood Heights Police Department) all do the crime prevention...," Candy added.

Candy also stated to me at about 10:41 a.m. Mountain Time this Monday, March 28, that I myself would need to speak with her department's Assistant Police Chief, Paul Brenneman, for authoritative information in regard to whether there are any officially designated crime-prevention officers currently employed by that municipal law-enforcement agency in Salt Lake County, Utah.

Candy then forwarded my phone call to the telephone-service extension for Assistant Chief Brenneman. I then responded to a recorded-message voice-mail greeting from himself by leaving a polite voice mail message requesting a return phone call from Assistant Chief Brenneman on the above-cited subject.

Utah DPS Official Roden, I hope to hear from you soon about this important crime-deterrence-related issue currently facing numerous law-enforcement agencies in Utah.

Sincerely and Best Wishes,

Subject: 3-29-22 re: crime prevention officers of Utah

March 29, 2022

Sincerely and Best Wishes,
former Texas DPS full-time employee and current Salt Lake County resident John Kevin McMillan. My date of birth: 4-27-1957. My place of birth: Lincoln, Nebraska.

Dear City of Cottonwood Heights officials,

This morning at about 8 a.m. Mountain Time I photo-documented for you this crime evidence of alleged vandalism and alleged criminal mischief from illegal graffiti on a street light pole owned and operated by the City Government of Cottonwood Heights.

The graffiti is on a pole in front of a Zions Bank location at the intersection of Fort Union Boulevard and Highland Drive in Cottonwood Heights.

It is possible that crime evidence of this type in front of a bank may also comprise a federal offense. The placement of the graffiti at this specific location, accompanied by the scathing hostility of the message ("RAt Junk" or "RAt Dunk" ) in this graffiti, conveys a deplorable possibly anarchist contempt toward any and all banking institutions in American society.

Thank you in advance for your very kind willingness to investigate and press criminal-law charges against any and all individuals who allegedly had any role in perpetration of these crimes in your highly-regarded city.

Best Wishes,
former Texas DPS full-time employee and New Utahn John Kevin McMillan....
