Dear Austin Police Department Chief of Staff Troy Gay and Texas Rangers Division Crime Investigators for the Texas Department of Public Safety state law-enforcement agency in Austin and Investigators for the Federal Bureau of Investigation, the Governor's Child Sex Trafficking Team Crime Investigators,

I would like to call your attention to the very alarming point that the alleged daily and year-round and allegedly continuing human-trafficking crimes and alleged anal-rape-crimes involving illegal home-invasion-crimes perpetrators allegedly physically present inside my own bedroom during my sleeping hours as I lie alone on my own bed, have, in fact, continued.

As always, I welcome any interviews with myself in regard to the still-unsolved APD Sex Crimes and Personal Injury Crimes Case
16-1340923---an alleged continuous-and-still-continuing-sex-crimes case involving alleged human trafficking on a daily and year-round basis to which I am being victimized my sleeping hours while being held unconscious by alleged trespassers allegedly deploying illegal nasal inhalants and illegal oral inhalants.

I also welcome any and all DNA-trace forensic medical exams on me that any law-enforcement agency with jurisdiction is willing to authorize for me at any time, and any opportunity for me to hand over to a law-enforcement agency with jurisdiction flashdrives containing crime-evidence photo images obtained in 2020 from the video cards inside my two total current surveillance cameras inside my current bedroom.

As you know, I am a very strong criminal-law complainant for numerous reasons, including the very noteworthy fact that I am a longtime celibate Anglo non-Hispanic gentleman and I do not have any criminal-conviction record. Also, in the entire time in which I have began residing alone in my current apartment unit in the afternoon of June 21, 2019, I have never at any time knowingly permitted or authorized any person to enter my unit other than on-duty apartment-complex maintenance team members; on-duty Austin Police Department officers; an on-duty investigator for the Texas Department of Family and Protective Services; on-duty technicians for Grande Communications of San Marcos, Texas; and on-duty pest-control staff members visiting my unit through a contractual agreement they have with the management team here at Pebble Creek Apartments.

AT NO TIME AND ON NO OCCASION AFTER I MOVED MY BELONGINGS INTO MY CURRENT SOLO-OCCUPANCY UNIT AND GOT SETTLED IN HERE IN THE LATE AFTERNOON OF JUNE 21, 2019, HAVE I EVER PERMITTED ANY PERSON TO ENTER MY CURRENT UNIT OTHER THAN THE ABOVE-CITED STRICTLY-ON-DUTY PROFESSIONAL SERVICES STAFF MEMBERS.

I have never at any time on any occasion ever once permitted any current or former associate of mine, any current or former neighbor of mine, any former roommate of mine or former housemate of mine, any current or former friend of mine, any former classmate of mine, any current or former acquaintance of mine, any current or former relative of mine, any current or former work supervisor of mine, any current or former coworker of mine, any religious group representative, any civic group representative, any political-group representative, or anyone else to enter my current apartment unit after the late afternoon of my move-in date, with the sole specifically-cited exceptions that are stated above.

The six attached motion-sensitive infrared-camera-generated photos of alleged home-invasion-crimes perpetrators were each obtained for me earlier this morning, April 30, 2020, during my sleeping hours by a surveillance camera of mine situated inside my bedroom of my current always-fully-secured efficiency apartment. I purchased that particular camera at an Academy store in northwest Austin in December 2019, and I have full documentation for that purchase.

There has never been any sign of any break-in into my current always-bolt-locked and always-fully-locked solo-occupancy apartment unit in which I am the only rent-paying tenant and the only occupant. The polite management team at my current apartment complex, Pebble Creek Apartments, has stated to me that they are not aware of any possible point of entry into my apartment unit other than the front door, the sliding glass window, and my kitchen window.

The paperwork left behind for me yesterday by a Pebble Creek Apartments maintenance staff member who visited my apartment unit yesterday for a maintenance issue I had cited, did not state to me in writing that he had identified any additional possible point of entry into my unit. Yesterday morning I had left a courtesy note in front of my door politely asking that maintenance staff member to also please state in writing for me whether during his visit yesterday he was able to identify any other possible point of entry into my apartment unit other than the three total possible points of entry that have been directly cited to me by the management team. I had left that courtesy note based on my having discussed this security-related issue with the management team, including in writing, in a prior month. The management team had politely assured me that at the first available opportunity they will have my current apartment unit inspected for any additional possible point of entry---an inspection that, when it does occur here, will be greatly appreciated by me.

Please note from the attached infrared motion-sensitive crime-evidence photos that were each obtained for me during my bedtime hours early this morning show one or more apparent male persons who, depending on the photo, have nostrils that are NOT shaped like mine are either bigger or smaller than my own, have eyebrows more thin in width or smaller in length than my own, have facial features and a head flatter in shape than mine, have a mouth not shaped like my own, have hand gestures or facial expressions that are NOT like mine, have thighs significantly more massive in size than mine, have leg muscles much bigger in size than mine, have a physique more slender in the abdomen than myself, and who appear to be either younger in age or older in age than myself.

Unfortunately, my computer system only permits me to send six photos per e-mail, so some of the traits noted above may not be apparent in the eight photos I send you at this time.

I need to politely emphasize that I myself am not Jewish or Italian in ancestry. I might also emphasize I am NOT Hispanic or American Indian or Asian Indian or East Asian or Asian or African in ancestry. I myself am of English, Scottish, and German ancestry. I might add that I myself have never consumed any tobacco product or ever vaped on any occasion in my entire life, which has a bearing on my own facial complexion and features. I might add that I have not consumed any drinking alcohol on any occasion since the late summer of 1990. I have not consumed any illicit drug since the late fall of 1984, and the only illicit drug I have ever consumed in my entire life was marijuana. I am NOT a current or previous drug addict or current or previous alcohol addict.

I do not wear any jewelry other than a watch that has a striped watchband design that appears to be very different from the watchbands worn by individuals in the featured photos obtained for me this morning during my sleeping hours. Also, I have NO tattoo anywhere on my own body.

I allege that the alleged home-invasion crimes perpetrators possibly are trafficked by or employed by a flagrantly unethical and allegedly-law-breaking media company that has allegedly replicated my current bedroom in order to generate false representations of what is occurring inside my bedroom and to then substitute those fraudulent photos for the photo images that my actual surveillance camera I own and use inside MY bedroom either would have generated or did generate.

Another possibility is that the alleged home-invasion crimes perpetrators inside my current always-fully-locked solo-occupancy apartment have allegedly moved me off my bed while holding my unconscious, such as through nasal inhalants or oral inhalants allegedly inflicted on me against my wishes during my sleeping hours. I ALWAYS SLEEP ALONE ON MY OWN BED, AND I NEVER WITH MY OWN EYES EVER SEE ANYONE BUT MYSELF EVER SITUATED ON OR TOUCHING MY OWN BED INSIDE MY CURRENT BEDROOM OF MY EFFICIENCY APARTMENT UNIT AT PEBBLE CREEK APARTMENTS, 8805 NORTH PLAZA DRIVE, APT. 2418 (a second-floor unit in Building 17, with Building 17 situated in the far northeastern corner of this large gated-community complex in north Austin).

I am currently heavier in weight than usual, with my weight being 220 at present, though I of course am very determined to pursue dieting and exercise in order to lose weight in a healthy manner. I weighed 208 pounds before the COVID-19 crisis that resulted in my being temporarily laid off from two of my three restaurant jobs.

I do NOT have any relationship with any arts and entertainment company, any news media company, or media company other than The New York Times (I'm a current subscriber to The New York Times top-stories online-news service), Google, AT&T, Nextdoor.com, Craigslist, and Grande Communications. Grande Communications holds a monopoly agreement with my current apartment complex, Pebble Creek Apartments, so I was myself required to obtain my Internet, telephone, and cable television service through Grande Communications of San Marcos, Texas, in order to obtain those types of media services at as a rent-paying official tenant living alone here at Pebble Creek Apartments.

I do have cell phone service through AT&T, which began for me in the summer of 2019, and AT&T has kindly permitted me to continue using my longstanding e-mail address of mcmillanj@att.net in my e-mail communications. The current primary internet provider for me is Grande Communications. If I move to another complex when my current lease agreement ends (which occurs at 11:59 p.m. June 30), I plan to resume relying on AT&T as my primary internet service and multi-media services provider.

I appreciate the very helpful comment to me on the telephone in the late 1990s, I believe it was, by Austin-based FBI Agent Rick Copelin (sp?) that even if a media company or entertainment company (such as a television company or movie company) had an alleged intrusive involvement in my own living conditions in Austin, that media company would be fully responsible for any and all illegal conduct toward me that anyone employed by that media company ever allegedly committed at any time, FBI Agent Copelin stated to me as a very helpful legal assurance he offered me on the telephone.

FBI Agent Copelin also stated to me in that same telephone conversation that the FBI on its own initiative would take the lead in investigating and assisting in criminal prosecution of any law-breaking media company or any law-breaking "entertainment-industry" company that allegedly sponsored commission of any alleged felony crime victimizing myself in Austin, Texas, he assured me.

I need to also emphasize to your law-enforcement agencies that I myself have been completely celibate throughout any and all of my own conscious or waking hours, regardless of where I visited or was situated or resided, ever since and including the day when I moved to the northern section of Austin in August 2001. I have had ZERO intimate physical contact and ZERO sexual contact between myself and any other human being (or any animal or beast, for that matter) throughout that entire period ever since and including the day I moved to the northern section of Austin in August 2001.

Any evidence of any person OTHER than myself somehow being physically present inside my current bedroom is very strong crime evidence that that person was also an alleged personal-injury-crimes perpetrator. In the entire time ever since I had gotten moved into my current apartment unit on June 21, 2019, I have never once with my own eyes seen any person other than myself inside my bedroom.

I did have one total occasion last year inside my current bedroom---an incident I informed Austin Police Department about--- in which I was suddenly awakened in the middle of my sleep and to my shock observed what appeared to be a very tall very slender man, possibly Hispanic or African-American, standing beside what appeared to possibly be either a small child or possibly a very short adult person who appeared to resemble a Hispanic adult busser coworker of mine from one of my three total respective restaurant workplaces at that time. I did mention to APD that the very tall, very slender darker-skinned man appeared to resemble a coworker of mine or possible work supervisor of mine from one of my three restaurant workplaces. But I did neglected to mention to APD that the short male person resembled a male Hispanic busser coworker of mine at one of my workplaces at that time. I did also mention in writing to APD that possibly the images I saw from my bed were possibly a mirage of some type in the middle of the night.

I immediately fell back asleep after that shocking moment, which occurred possibly under the influence of a nasal inhalant to which I might have been subjected by alleged intruders in order to hold me unconscious. I frequently am awakened with an unpleasant nasal-inhalant sensation in my nostrils.

I hope this crime report is helpful to the Austin Police Department, the Texas Rangers Division of the DPS, the Child Sex Trafficking Unit of the Office of the Governor of Texas, and the Human Trafficking Unit of the Attorney General of Texas.

Please do not hesitate to call me or write to me if you have any follow-up questions for me on this.

Subject: 4-28-20 strategy idea: Pledge to Offer semiannual Presidential Award for Most Promising Energy-Efficient Invention

Dear Democratic Party Presidential Candidate Joe Biden,

If you can convince the American people that you have a very creative and inspired and optimistic people-friendly leadership style, this will give you the clear advantage on Election Day in November.
One possible way to communicate your inspirational style of Presidential leadership:
Pledge that if elected, you will confer a semiannual Presidential Award every six months for the new invention or current scientific research project that holds the most promise for helping to promote energy efficiency while reducing fossil fuel consumption in the United States.
I will be very pleased, Mr. Biden, if this campaign-strategy follow-up letter helps you to win the majority of Electoral College votes in the Presidential Election this year.
Best Wishes from a supporter of yours in Austin, Texas,
John Kevin McMillan.

April 24, 2020

Dear District 1 Austin City Council Member Natasha Harper-Madison,

Thank you again for your consistently prompt and friendly reply notes to me, including several nice e-mail reply messages you have sent me that directly and specifically referred to an issue I had cited to you in writing. I greatly appreciate your strong support for safe and comfortable housing conditions for all Austin residents, including myself.

As I mentioned to you in a phone message I attempted to leave for you on April 8, 2020, at your official City of Austin office phone number, I have several times asked my duly-elected City Council member, Council Member Greg Casar, to sponsor a City Council resolution honoring all of the 311 telephone-referral-and-information service staff members here.

Since Council Member Casar apparently chose not to take action on that, I am hoping that one of more of you people-friendly and very influential Austin City Council Members (I would have normally included the District 9 Council member in the cc's list for this, but I was asked by an Austin Police Department officer in March 2017, during a surprise visit he made to my apartment unit, to myself refrain from directly writing to or directly calling that particular current Council member, who coincidentally is a reported member of a local religious group that does itself politely accept e-mails from me) will be willing to author or co-sponsor a City Council resolution a bit like the rough draft below (my hope being that a supervisor for Austin 311 service and a reference librarian for Austin Public Library will be wiling to check the accuracy of all of the factual information in this resolution, and offer any suggestions for revision or additional information to cite in this much-deserved resolution praising the entire local 311 staff):

WHEREAS, prompt and year-round access to pertinent and accurate authoritative factual information, including about medical issues, is crucial for all Austin residents of today; and

WHEREAS, the 311 information and referral service of the City Government of Austin is currently providing a 24-hour-a-day hotline-type information and referral service for any and all Austinites victimized by or having questions or concerns about the COVID-19 virus; and

WHEREAS, the current COVID-19 medical crisis makes it doubly imperative that all Austinites have immediate access at any and all times of the day or night to pertinent factual information; and

WHEREAS, the 311 staff for the City of Austin offer diligent and consistently polite and high-caliber factual information and referral services on a 24-hour-day and year-round basis; and

WHEREAS, the City of Austin has offered the 311 telephone-information-and-referral service ever since 2001 for Austin residents seeking to make a non-emergency call to the Austin Police Department, with the polite Austin 311 staff member Mason having provided that factual information on the telephone at 1:12 pm. Friday, April 24, 2020;

WHEREAS, the 311 staff for the City of Austin often provide an initial point of contact for Austin residents with a need to contact the Austin Police Department, Austin Fire Department, or Austin-Travis County Emergency Medical Services (EMS), with a noteworthy percentage of all 311 calls being very promptly transferred by a 311 staff member to a 911 emergency-services dispatcher for the City of Austin; and

WHEREAS, victims of crime and persons reporting evidence of crime in alleged continuous-crimes cases, alleged human-trafficking cases, alleged-sex-trafficking cases, and other types of crime often rely on the Austin 311 telephone information and referral service for an initial point of contact with the Austin Police Department and other law-enforcement agencies with jurisdiction; and

WHEREAS, the noble 311 staff for the City of Austin have a major role in saving thousands of lives each year in the greater Austin area through their dependably 24-hour-a-day-and-every-day-of-the-year news and information service; and

WHEREAS, many thousands of the Austin-based U.S. Government employees, State Government of Texas employees, Travis County Government employees, and City of Austin employees, and many UT-Austin employees and students, Austin Community College employees and students, Austin Independent School District employees and students, and many local businesses and homeowners and apartment tenants rely on the Austin 311 service on a daily and year-round basis, including during periods when the Texas Legislature is in session here in Austin;

THEREFORE, BE IT RESOLVED, THAT THE AUSTIN CITY COUNCIL AND MAYOR OF AUSTIN HEREBY PRAISE THE ENTIRE STAFF OF THE AUSTIN 311 INFORMATION AND REFERRAL SERVICE FOR THE NOBLE AND VERY CRUCIAL SERVICE THEY PROVIDE THROUGHOUT EACH YEAR IN THIS STATE-CAPITAL CITY OF TEXAS.

Subject: 4-28-20 campaign-strategy ideas for Mr. Biden re: mass transportation

April 28, 2020

Dear Mr. Biden,

One campaign strategy that could be very effective for you is if you publicly advocate the urgent need for additional intra-urban-area or intra-city or intra-town public bus transportation services in cities and towns, including suburbs, that do not currently offer that option.

For smaller towns and suburbs, you could recommend the option of a smaller-capacity bus---a minibus----with that bus also having the capacity to hold bicycles placed in a proper bicycle rack in front of that attached to that bus.

Another good strategy would be for you to cite the total percentage of all American cities and towns of today that DO NOT offer any municipal or county-run intra-city or intra-county or intra-urban-area bus service. That statistic would be shocking to many American voters, and would offer yet another indictment of the deplorably negligent record of President Trump on mass-transportation.

On a related note, the American Public Transportation Association reports that  "45% of Americans have no access to public transportation".

One intent of mass-transportation-related public-policy recommendations from you would be to help demonstrate that you want to make our entire nation as pedestrian-friendly and bicyclist-friendly and fuel-efficient-mass-transportation-friendly as possible, and to thereby significantly reduce total consumption of fossil fuels throughout the United States.
You could also make the point that regardless of whether voters agree with President Trump's absurd statements that there is no Global Warming Effect, in his opinion, conserving fossil fuels at present is very beneficial to protecting access to fossil fuels for future generations in the United States and throughout the entire world.

"If we over-consume fossil fuels during the current period, we ROB YOUR CHILDREN AND GRANDCHILDREN OF ACCESS TO FOSSIL FUELS," You could very persuasively declare in a televised speech.

Mr. Biden, I hope that this campaign-strategy letter is also helpful to you.

Sincerely and Best Wishes,

John Kevin McMillan,

Dear Mr. Biden,

Another campaign strategy that that can boost voters' confidence in you will be your keen affinity you exhibit toward your ancestral homeland of Ireland.

Today I reviewed one online post that pointed out that Ireland, a heavily Catholic nation, has a more enlightened policy toward a woman's legal right to have an abortion than does the Republican Party in the United States.

When you highlight Ireland at its most rational and progressive, this can be a big advantage for you partly because American voters associate you with Irish heritage.

Your strategic highlighting of "the best" of Ireland, so to speak, will also cleverly address concerns by many American voters that a candidate for President with Irish heritage might be "superstitious" and "take their orders from the Catholic Church", so to speak.

If you could cite several or numerous points of keen affinity or enthusiasm you have toward Ireland and the Irish people, as well as toward honorable Irish-Americans, this could give you a very big advantage over President Trump.

Many Americans adore the image of Ireland as a place to rejoice in the springtime---a season of the year in Ireland so legendary that it has even inspired a popular brand of underarm deodorant in the United States, called "Irish Spring" (registered trademark brand name) as I'm sure you are very aware. Irish Spring "Speedstick" underarm deodorant is distributed by Colgate-Palmolive Company of New York City, New York.

Another advantage to your being perceived as Irish in the Presidential campaign: American voters admire an underdog, and many of those same voters identify the people of Ireland as a courageous "underdog" nationality who had endured the humiliation of the Irish Potato Famine in an earlier century.

I also sense that if you highlight the admirable ZEAL AND EXUBERANT, ENERGETIC, 'NEVER-SAY-DIE' FEISTINESS AND COMPETITIVENESS of the Irish people WITHOUT calling attention to any negative aspect of that zeal, this will be EXTREMELY SUCCESSFUL FOR YOU IN THE CAMPAIGN.

However, it could be harmful to you in the campaign if American voters become preoccupied with unflattering stereotypes of Ireland, Irish citizens, and Irish Americans that they might unfairly associate with you yourself. Many American voters continue (to) believe---whether rightly or wrongly----that Irish people can be very militant or combative or violent or crude or volatile or excessively stubborn or petty, or xenophobic toward and hostile toward the British.

You can be very successful if you convince American voters that you represent the "BEST of the Irish heritage, without the 'WORST' of the Irish heritage as perceived by many American voters".

I think American voters will be charmed if you were to declare during a campaign speech that "I (Joe Biden) am so keen on Irish cooking that I crave the taste of Mulligan Stew."

If you convince voters that you are very pleased with cultural contributions by the primary foreign nation that voters associate you with---Ireland---this will appeal greatly to them. It might even be helpful if you could point out that you have ways in which you and your wife inside your family home take a traditional Irish recipe and you and your wife add flavor to that Irish dish using an American twist to that culinary item. This would help to demonstrate to American voters that you are also INNOVATIVE, EVEN AS YOU EMBRACE IRISH HERITAGE.

It's also worth emphasizing that in your campaign you need to make it very clear to voters that you have taken a strong stand opposing Irish Mafia activities in the United States and in Ireland. If voters associate you with law-enforcement and obedience of the law, this will help you a lot in the polls on Election Day.

It would also help if you could cite some of your all-time favorite figures from Irish cultural and political history. This would demonstrate to voters that you have a truly in-depth scholarly knowledge of Ireland and are inspired by the contributions of those great figures from Irish history.

Your Ethnic Heritage Advantage, as it might be called, is very strong. President Trump, despite his German ancestry, has only rarely praised Germany or the political leadership of Germany. He has repeatedly chosen to offend the German people and the German government in almost every conceivable way. My recollection is, in fact, that some Germans have even compared Donald Trump to the infamous German dictator Adolph Hitler.

By contrast, I myself have never heard of any Irish political leaders or Irish citizens who have publicly expressed contempt for or hostility toward your role as a nationwide political leader in the United States.

Many voters distrust a political leader who exhibits a contempt toward his own ethnic or racial heritage. Conversely, American voters ARE likely to trust a political leader who exhibits a keen affinity toward one or more of the foreign nations of his ancestry, and toward traditions relating to his ethnic or racial identity.

Mr. Biden, I hope this campaign strategy of highlighting the best about (the) Ireland that you yourself know will help you to win the election.

Sincerely and Best Wishes from a supporter of yours in Austin, Texas,
John Kevin McMillan, an American citizen of English, Scottish, and German ancestry.

MY BIRTHDAY MESSAGE TODAY TO THE BRITISH GOVERNMENT HOME SECRETARY AND BRITISH PRIME MINISTER BORIS JOHNSON

April 27, 2020

Dear Admirable Home Secretary for Great Britain in London, England,
As a law-abiding, non-stalking, anti-home-invasion-crimes-minded American citizen of primarily English ancestry, I would like to thank Great Britain for your courageously humane democratic nation's very kind interest in my own living conditions during my sleeping hours inside my bolt-locked apartment unit in Austin, Texas, USA.
I will always be very grateful for the empathetic reply letter I received from your office on behalf of British Prime Minister Theresa May in the last several years.

I also appreciate the nice reply e-mail letter I received this year from Scotland Yard that invited me to submit a public-information request about myself to that globally-admired British law-enforcement agency in London. I attempted several times to provide all requested information and submit that request online, but for some reason the official British Government website I had entered for doing that (or possibly it was my own personal computer system) would repeatedly prevent me from then actually submitting that request online to Scotland Yard. I will attempt again this week to complete and submit that online public-information request to Scotland Yard.

If I ever gain access to my sizable lifelong cumulative financial wealth that is still to this day apparently in an undisclosed savings account of an undisclosed financial institution---financial wealth of mine that an older relative of mine, Kent Neal McMillan of Central Texas, in 1994 informed me about for the first time ever during a long-distance personal phone call not charged to my newspaper employer that I had made to Kent's and his wife's home from my newspaper employer office at the "Snyder Daily News" newsroom in Snyder, Texas---I will look forward to taking a vacation in England and Scotland.

I will especially enjoy experiencing the pleasure sleeping alone on a bed inside a locked hotel room in your country WITHOUT any person other than myself ever being allowed into my locked hotel room by any support-staff member or manager or owner of that hotel or any law-enforcement agency or media company or other business entity or civic group or religious group or political group, and WITHOUT any person or persons having any physical contact with me or sexual contact with me during my sleeping hours.

I am a longtime celibate gentleman, I lead an always-sober law-abiding lifestyle in which I do not consume any drinking alcohol or any marijuana or any other illicit drug, and I always sleep alone.

I have repeatedly complained in writing over a multi-year period to the U.S. President, Donald Trump----himself a world-famous realtor----about my being victimized in Austin, Texas, by home invasion crimes perpetrators.

President Trump has chosen to ignore my requests for assistance from himself in ensuring that the Federal Bureau of Investigation of the U.S. Government will help prevent ANYONE OTHER THAN ME from being physically present in or somehow entering any portion of the interior of my current always-bolt-locked and always-fully-locked solo-occupancy efficiency apartment unit in Austin during my sleeping hours. I am the ONLY cited tenant and ONLY cited occupant on the current official 12-month lease agreement for my current efficiency apartment at Pebble Creek Apartments, 8805 North Plaza Drive in north Austin, and my current lease expires at 11:59 p.m. June 30, 2020.

I also want to take this opportunity to wish British Prime Minister Boris Johnson the very best of health throughout the remainder of 2020 and beyond. It is great news to read today that he has recovered fully from the coronavirus and is able to resume his duties with full vigor and full focus on his duties in the Office of the Prime Minister of Great Britain.

Sincerely and Best Wishes,
John Kevin McMillan, a law-abiding, gainfully-employed, single adult gentleman and American citizen of English, Scottish, and German ancestry.

MY APRIL 27, 2020, CAMPAIGN-STRATEGY LETTER FOR DEMOCRATIC PARTY PRESIDENTIAL CANDIDATE JOE BIDEN OF DELAWARE

Subject: 4-27-20 campaign strategy letter for Joe Biden

April 27, 2020

Dear Mr. Biden,

I read online this Sunday night that crime experts say that a history of deliberately setting fires can be a possible warning sign that someone might later become a serial killer. I obtained that information by Googling "warning signs of a serial killer" or some similar phrase.

This is one example of why I recommend that you consistently highlight and promote your own refreshingly pro-active style toward addressing public-safety issues in very specific terms that will greatly impress voters. You could urge the federal government to establish a nationwide database about any and all persons who are ever suspected or having deliberately set a fire, regardless of whether they were actually convicted of the crime of arson.

I also recommend that you highlight your own pro-active style toward crime-deterrence by urging the federal government to either establish or expand upon any current nationwide computer database containing factual information about any and all persons in the United States who have ever been suspected of cruelty toward animals or have been formally charged with a crime involving alleged cruelty toward animals.

According to a fascinating and first-rate blog I read tonight, a history of arson and a history of cruelty toward animals are two of the "Red Flags" that identify a possible current serial killer or possible potential future serial killer.

At present, I respectfully question whether the U.S. Government has assigned high enough priority to development of a fully-up-to-date database containing factual information and unconfirmed reports about any and all CURRENT OR EXPECTED FUTURE SUSPECTS FOR SERIAL HOMICIDE in the United States.
I strongly believe, Mr. Biden, that if you can convince American voters that you will be much more effective than President Trump has been at deterring violent crimes such as serial homicide----one of the most feared categories of crime, along with the terrifying and also heinous crime of mass homicide---this will significantly boost your own chances of winning the majority of Electoral College votes in the November 2020 General Election.

I hope this additional campaign-strategy letter is helpful to you.

Incidentally, I hope you won't mind my mentioning again that I feel very strongly that if you make a public pledge to yourself lead a completely and permanently drinking-alcohol-free lifestyle throughout the remainder of the Presidential campaign and throughout your entire four-year term of office as President, this will be very, very reassuring to voters.

If they feel 100 percent sure that you will be sober at all times, and with a much better mind for Presidential leadership and public-policy-minded governance than Donald Trump has, this will greatly enhance the confidence of voters when they cast their ballot for yourself at the polls in November.

I feel that you could make your public "I WILL ALWAYS BE ALCOHOL-FREE" PLEDGE in a context that---FAR FROM MAKING YOU APPEAR TO "COPY" OR "IMITATE" Mr. TRUMP ---- ACTUALLY HIGHLIGHTS YOUR ADMIRABLE DIFFERENCES FROM Mr. TRUMP'S STYLE OF PRESIDENTIAL LEADERSHIP.

IN THAT CONTEXT, WITH YOUR MANY DIFFERENCES FROM Mr. TRUMP BEING BRILLIANTLY EMPHASIZED, YOU COULD THEN PUBLICLY PLEDGE THAT YOU YOURSELF ARE VERY DETERMINED TO NEVER HAVE A NON-SOBER MOMENT,  AND TO ALWAYS BE FULLY HONORABLE AND LAW-ABIDING AT ALL TIMES, IN YOUR CAPACITY AS CHIEF OF STATE AND, BEFORE THEN, AS A DEMOCRATIC PARTY CANDIDATE FOR U.S. PRESIDENT.

Sincerely and Best Wishes,

John Kevin McMillan.

MY APRIL 25, 2020, CAMPAIGN-STRATEGY ADVICE FOR DEMOCRATIC PRESIDENTIAL CANDIDATE JOE BIDEN: EMPHASIZE PRESIDENT TRUMP's VERY WEAK RECORD ON SOLAR POWER

Subject: 4-25-20 Proposed Campaign Strategy: Emphasize Pres. Trump's very weak record on Solar Power

  https://www.rollingstone.com/politics/politics-features/trumps-war-on-solar-power-968511/

April 25, 2020
Dear Mr. Biden,
I would like to call your attention to the above link to an April 3, 2020, online apparently- 2020-copyright-date "Rolling Stone" magazine article that offers a compelling indictment of President Trump's policies and conduct toward the solar power industry.

"Rolling Stone" is a New York City, New York-based publication.

Mr. Biden, I predict that the following very alarming statement in that article, if it gets publicized in the Presidential campaign, will alienate and infuriate millions of Americans, including many of the Republicans who have expressed doubts about Mr. Trump's level of competence as Chief of State:
"In early 2018, the Trump administration imposed steep tariffs on foreign solar panels. Trump’s tariffs are estimated to have blocked 10.5 gigawatts of solar capacity from coming on line, enough to power 1.8 million homes with carbon-free energy, according to the SEIA. U.S. prices for solar panels are now among the highest in the world."

The same article also contained the following very noteworthy statement about solar power's potential for our country:
"If we have any hope of significantly confronting the climate crisis, solar is a linchpin technology. In the U.S. alone, solar deployment has already reduced carbon output by the equivalent of planting 1.3 billion trees. Mark Jacobson, a professor of engineering at Stanford University, has modeled how America can reach zero emissions by 2050 with massive deployment of existing solar and wind technologies. Following his road map, America would need to install 2,000 gigawatts of solar by 2050 — a huge leap from our current 75 gigawatts of U.S. capacity."

The above "Rolling Stone" article was written by Tim Dickinson. The headline of the above online article I glanced through tonight was: "Trump's War on Solar: Expanding access to renewable energy is the key to a future free of fossil fuels. So why are we moving so slowly?"

Another very influential media company,  "Forbes" magazine---a publication that many Republicans and conservative
Democrats admire-----offers a similarly unflattering online evaluation of President Trump's record on solar power.

The headline for the online "Forbes" article by James Ellsmoor, dated February 24, 2019, states as follows:
"Under Trump's Tariffs, The US Lost 20,000 Solar Energy Jobs". The article, incidentally, presumably had the copyright date of 2019.

All of this suggests that in your campaign speeches and in your televised debates with President Trump, your own superior record on Solar Power will help you persuade millions of currently-undecided voters to choose you over Mr. Trump when they head to the polls on Election Day.

Mr. Biden, I hope this campaign-strategy letter for you and your campaign staff will prove to be helpful to you.

With Friendly Best Wishes,

John Kevin McMillan, a supporter of yours in Austin, Texas.

WHEREAS, the City of Austin has offered the 311 telephone-information-and-referral service ever since 2001 for Austin residents seeking to make a non-emergency call to the Austin Police Department, with the polite Austin 311 staff member Mason having provided that factual information on the telephone at 1:12 pm. Friday, April 24, 2020;

WHEREAS, many thousands of the Austin-based U.S. Government employees, State Government of Texas employees, Travis County Government employees, and City of Austin employees, and many UT-Austin employees and students, Austin Community College employees and students, Austin Independent School District employees and students, and many local businesses and homeowners and apartment tenants rely on the Austin 311 service on a daily and year-round basis, including during periods when the Texas Legislature is in session here in Austin;

Subject: 4-24-20 Urgent Need for weekly&monthly reports to media on Suicide Attempt stats/Actual Suicide stats for entire city, county, state, entire nation

April 24, 2020
Dear Very Distinguished and Influential City of Austin officials, Travis County officials, State of Texas officials, and U.S. Government officials and Civic and Cultural Leaders,

As founder and the only current approved member of the politely-non-Christian and public-safety-minded as well as drinking-alcohol-free, anti-tobacco, anti-marijuana, anti-illicit-drugs-minded "Progressive Prohibitionist Religion", I would like urge our city, county, state, and federal governments to establish a tradition during this COVID-19 crisis period of each week and each month compiling and publicizing both attempted-suicide statistics and actual suicide statistics for our entire city, county, state, and nation, respectively. That weekly and monthly warning from each and every level of government, including our regional governments, can help to warn as many Americans as possible about the increased risk of firearms-related suicides during this nationwide and global pandemic.

I also feel very strongly that a very concerned State of the Union televised address by our current Chief of State, U.S. President Donald Trump, can help to save hundreds or thousands of lives if Mr. Trump urges all Americans, no matter how severe their current financial problems or medical problems or anxieties and fears about COVID-19 may be, to remain optimistic and strive to pursue a healthy lifestyle, including a dietary lifestyle that is good for their medical health.

In his televised State of the Union address, President Trump should also ask all Americans to make sure that any and all guns they own --- if they own a gun---are kept stored at all times in a fully locked closet or fully-locked display case inside their home, and that only one or two designated members of that household, each of them adult members of that household, have access to that key.

Below is a plea I wrote and posted today at nextdoor.com for the benefit of other residents of north Austin in this state capital city for Texas:

"PLEASE CALL 911 AND ASK AN AUSTIN POLICE OFFICER TO DO A POLITE WELFARE CHECK (WELL-BEING CHECK) ON ANYONE YOU KNOW OF DURING THIS COVID-19 CRISIS WHO MIGHT HAVE ACCESS TO A GUN AND MIGHT POSSIBLY BE AT RISK OF ATTEMPTING TO COMMIT SUICIDE
"Below are two noteworthy paragraphs from the April 22, 2020, online article entitled 'Coronavirus Disease 2019 (COVID-19) and Firearms in the United States: Will an Epidemic of Suicide Follow?' The article was written by Rebekah Mannix, MD, MPH; Lois K. Lee, MD, MPH; and Eric W. Fleegler, MD, MPH.
"The article is published online in the authoritative weekly professional medical journal 'Annals of Internal Medicine' (registered trademark name):
"Since February 2020, as U.S. public health efforts have focused on containing the spread of coronavirus disease 2019 (COVID-19), gun sales in the country have skyrocketed. In March, more than 2.5 million firearms were sold, including 1.5 million handguns. In the best of times, increased gun ownership is associated with a heightened risk for firearm-related suicide. These are not the best of times. The United States faces an unprecedented combination of a public health and economic disaster. The physical distancing necessary to curb transmission of severe acute respiratory syndrome coronavirus 2 has disrupted social networks. Many people live in isolation, and the mental health of the population will likely suffer. Combined, these forces create a climate with the potential to increase firearm-related suicides...."

'"The heightened gun sales (nationwide) in March 2020 represent an 85% increase compared with March 2019. These are the highest firearm sales ever recorded in the United States. Persons who purchase handguns have a 22-fold higher rate of firearm-related suicide within the first year than those who did not purchase a handgun. Among men, for every 10 percentage points increase in household firearm ownership rates at the state level, there is an increase in firearm suicides of 3.1 per 100 000 persons. Decreased gun restrictions and increased access to firearms are associated with higher firearm-related suicide. On the individual level, the presence of a firearm in a home is associated with a 2- to 10-times greater risk for suicide than in a home without a firearm. This risk applies to all household members, not just the gun owner, and persists for years after the purchase of the firearms."

I hope this public-policy-minded letter is helpful to each of you government officials and other civic leaders and cultural leaders.

Sincerely and Best Wishes,
John Kevin McMillan.
