MY E-MAILED REQUEST FOR ASSISTANCE FROM SCOTLAND YARD IN LONDON, ENGLAND, ON MY ATTEMPTED ONLINE PUBLIC-INFORMATION REQUEST TO THAT GLOBALLY-ADMIRED NATIONAL LAW-ENFORCEMENT AGENCY

Subject: Fw: 3-31-20 follow-up to Scotland Yard re: my public-information request application
CORRECTION: I just now discovered in my computer system records that the MOST recently edited and updated version of my online statement below for your law-enforcement agency was in fact the following:
"I am baffled to this very day by an unsolicited oral statement that my often-candid father, Dr. Calvin McMillan, made to me on the telephone in the summer of 1991, during a multi-month period in which I resided in Cuero, Texas, as a full-time reporter for the 'Victoria (TX) Advocate' daily newspaper. In that long-distance phone call I made to Father's home in Westlake Hills (TX) from my solo-occupancy rental home in Cuero, he volunteered to me at the start of our conversation that he was dismayed by a 'British media company' that Father said had reportedly been very unethical. I myself never signed any employment agreement with any British media company. In 1988, Father in another unsolicited statement of indignation very emphatically stated to me, Mother, my brother Kent, his wife, and my sister Julie and her husband inside Father's and Mother's Westlake Hills (TX) home, that Father was outraged by 'these idiots (sic) who insist on broadcasting everything all over the world!'"
___
I apologize for any inconvenience that this correction has caused your government agency in London.
I hope to hear from you soon.
Best Wishes,
from public-information requestor John Kevin McMillan of Austin, Texas, USA.

Subject: 3-31-20 follow-up to Scotland Yard re: my public-information request application
Dear Scotland Yard officials in London,
I have downloaded my current driver's license from a nearby Fed-Ex location, and this evening here in Austin (TX) I was about to add that to my otherwise-complete online public-information request to your law-enforcement agency today. However, I suddenly discovered that all of the data I had typed into my entire application for pertinent information from your globally-admired law-enforcement agency had somehow been erased.
Below is the most recent online statement I attempted to offer to your law-enforcement agency in order to provide you with a primary cited reason why I sought to submit this public-information request to Scotland Yard:
"I am baffled to this day by an unsolicited statement my often-candid father in Austin (TX), Dr. Calvin McMillan, made to me on the telephone in the summer of 1991, during a mulit-month period in which I resided in Cuero, Texas, as a full-time reporter for the 'Victoria (TX) Advocate' daily newspaper. I myself never signed any employment agreement with any British media company. In 1988, Father in another unsolicited statement of indignation did very emphatically state to me and Mother and my brother Kent and my sister Julie and her husband Dean inside Father's and Mother's Westlake Hills (TX) home that Father was appalled by 'these idiots (sic) who insist on broadcasting everything all over the world!'"
Unfortunately, the above statement was apparently also lost today. I am reluctant to re-enter the information for my application, since there seems to be a current flaw in the system that erases my application at the very end.
I would welcome a phone call from your law-enforcement agency in London. I will gladly provide you with any and all information you need in order to clarify that my request for information from you is fully authentic and fully honest and fully accurate.

Subject: 3-31-20 urgent need for a COVID-19 Hotline here in Austin
Dear Highly Influential Government Officials here in Austin,
I'm very hopeful that the City of Austin will be willing to consider following the City of San Antonio's lead on this.
A very tentative rough-notes report for each of you based on some brief phone calls I made today during my leisuretime:
I learned recently that the City Government of San Antonio----unlike our state-capital city of Austin----exclusively finances and offers a 6-day-per-week fully-bilingual-at-all-times (Spanish-and-English) Coronavirus-Information Hotline. There is no delay time involved if a a Spanish-speaking person calling that City of San Antonio hotline wishes to speak with a hotline staff member fluent in Spanish.
The phone number for San Antonio's hotline service exclusively focused on coronavirus-related information is: (210) 207-5779.
The City of San Antonio's COVID-19 hotline is designed to serve San Antonio residents. The coronavirus-related government-imposed restrictions and guidelines in San Antonio differ from those in Austin, a female staff member for that San Antonio hotline politely explained to me on the phone today.
One female staff member for the San Antonio hotline stated to me on the phone today that "We (at our San Antonio COVID-19 hotline service) can't take no (coronavirus) calls from Austin (residents)."
Here in Austin, there is no local hotline service focused exclusively on coronavirus-related issues facing residents of this state-capital city. However, I was told on the phone today by an Austin 311 staff member that Austin residents can call either the 211 (or) 311 service 24 hours per day for coronavirus-related information they need.
I have been told by 311 staff members here in Austin that if a Spanish-speaking person calls 311 with coronavirus-related questions, there might be a bit of delay time on that, since the 311 staff member might not speak Spanish and might have to contact a Spanish-speaking person affiliated with the City of Austin to respond to the caller's questions in Spanish.
According to Jessica, a staff member for San Antonio's COVID-19 hotline who spoke with me this afternoon and who hung up her end of the phone line as I stated to her appreciatively that San Antonio is "ahead of Austin" in this category, their COVID-19 hotline in San Antonio accepts phone calls Monday through Friday, 8 a.m. to 7 p.m.; and offers additional hours of service on the weekend. Jessica stated to me that their COVID-19 hotline's Saturday hours are 8:30 a.m. to 4 p.m.
However, online I found the hours for Saturday listed at the official City of San Antonio website as 8:30 a.m. to 4:30 p.m. The official City of San Antonio website also states that their COVID-19 hotline offers service on Sundays from 8:30 a.m. to 4:30 p.m. My hastily-written handwritten notes from today do not state whether Jessica also cited Sunday hours for their hotline, and since she hung up on me as I praised her own City Government I have decided not to call her back for clarification on that point.
Jessica during our phone conversation had requested and obtained contact information from me after I had clearly explained to her early in our conversation that I was seeking to obtain information that might be helpful toward estabishing a similar type of hotline service in Austin for residents of this state-capital city.
Jessica explained to me on the phone this afternoon that their City of San Antonio COVID-19 hotline offers information and referrals to persons seeking a coronavirus test who do not have a primary-care physician, San Antonio residents who do have a primary-care physician (PCP) are referred by that hotline service to their PCP in regard to their request for a coronavirus test.
Their City of San Antonio-financed COVID-19 hotline also offers related information for senior citizens, including assistance with food and meals, Jessica stated.
In addition, that San Antonio hotline service offers information about which businesses are exempt from government-ordered closing requirements in San Antonio and which are closed by government order, Jessica said.
The City of San Antonio hotline also offers travel-related guidelines, Jessica stated to me on the phone today.

MY GRATITUDE TO MISS MELBA SCHUMANN AND MR. BERNIE OWEN OF AUSTIN, TEXAS
I will always be grateful to the former teachers of mine at Stephen F. Austin High School and O. Henry Junior High School who were willing to meet me for a meal and friendly conversation inside a restaurant in Austin in 1986, 1988, and in the 1990s.
Melba Schumann, the very polite and very slender German-American lady and apparent native of New Braunfels, Texas, in 1988 very kindly met me for a meal and conversation inside a locally owned restaurant in the Tarrytown section of Austin.
One of the questions I wish I had asked Miss Schumann was whether she was glad she chose to become a Spanish teacher, rather than a German teacher, in a public school in Texas.
It seems likely that Miss Schumann was fluent in German, since she grew up in New Braunfels and no doubt studied German very diligently there.
However, Miss Schumann may have decided to teach Spanish instead because there was lot more demand for Spanish teachers in Texas than for German teachers.
I should make a friendly phone call to Mrs. Julia Mellenbruch, a wonderfully friendly retired Spanish teacher from Stephen F. Austin High School, and ask her whether Miss Schumann ever told Mrs. Mellenbruch what prompted Miss Schumann to teach Spanish, rather than German, in a public school in Texas.
Miss Schumann was very devoted to the Roman Catholic Church and attended a Catholic Church in west Austin diligently for many years, from what I understood.
Looking back, I also wonder why Miss Schumann decided against pursuing a teaching career at a Catholic-owned school in Texas.
Once again, I wish I had posed that question to Miss Schumann during our one-to-one meeting inside a locally owned restaurant in the Tarrytown section of Austin in 1988.
Another friendly former teacher of mine from the Austin Independent School District who very generously found the time to meet with me for a meal and conversation in the 1980s or 1990s was Bernie Owen, a native of Indiana and very proud alumnus of Purdue University.
Purdue was a private university in Indiana that Mr Owen in the 1970s during his classroom lectures at Austin High frequently praised to me and my classmates for Purdue's outstanding International Studies program, he emphasized repeatedly inside our classroom.
In the summer of 1986, Mr. Owen and his polite Texan banker son, Danny Owen, met me for an outdoor patio lunchtime meal at a restaurant along Lake Austin Boulevard in Austin, with Mr. Owen volunteering to me that Jeane Kirkpatrick, a female leading political adviser to President Reagan at that time, was the embodiment of the difference between wisdom and erudition, Mr. Owen stated.
That lady was very well educated and erudite, Mr. Owen commented, but she lacked actual wisdom, he emphasized to me during our friendly get-together at restaurant.
The same Mr. Owen in the 1990s met me for a one-to-one meal and conversation I had with him inside a Kentucky Fried Chicken chain restaurant along Barton Springs Boulevard in Austin.
"When are you (John McMillan) going to figure out that no one from your own past is going to help you?" Mr. Owen candidly asked me at one point during our meal together.
I appreciated Mr. Owen's willingness to address that subject. However, I don't remember having specifically stated to Mr. Owen that I expected any particular person from my past to help me with any cited challenge I was encountering at that time.

It is an alleged continuous-felony-crimes case in which I am the single Anglo male longtime-celibate self-identified victim during my sleeping hours as I lie ALONE, asleep and unconscious and probably also snoring, on my own bed inside my current always-bolt-locked-and-fully-locked efficiency apartment unit in Austin, Texas.
I have been living alone ever since June 21, 2019, inside a comfortable-during-my-non-sleeping-hours, solo-occupancy, always-bolt-locked and always-fully-locked, rental efficiency apartment unit in north Austin.
During my conscious or waking hours, I never with my own eyes ever at any time have seen any intruder or trespasser or uninvited guest anywhere inside my current solo-occupancy and always-fully-locked apartment at Pebble Creek Apartments in north Austin. I never permit anyone to enter my bolt-locked and fully-locked-and-secured apartment at nighttime, with the sole exception of on-duty APD officers.
I am a native of Lincoln, Nebraska, and my date of birth is April 27, 1957. I am an longtime celibate-by-choice, always-sober, law-abiding, gainfully-employed, single-by-choice, white male Anglo-Saxon American citizen of primarily English ancestry and partly Scottish and German ancestry.
I am a certified direct descendant of the Rev. William Brewster, head chaplain on the Mayflower----himself a great Puritan religious leader who later served as a leading religious adviser to British Plymouth Colony Governor William Bradford in what is now the U.S. state or Commonwealth of Massachusetts.
I would appreciate it if any of your noble groups would please contact the Austin (TX) Police Department for me and politely share with APD Chief of Staff Troy Gay any factual information or unconfirmed reports or anonymous communications you or any of your staff members or members have obtained or heard or are privy to in regard to this crime case, APD Case 16-1340923, that has apparently baffled and bewildered APD detectives in this state-capital city for the last several consecutive years.
One of the barriers to investigation that APD officers have repeatedly cited to me is their inability to identify any possible additional or previously-unidentified point of entry into my bolt-locked and fully-secured apartment unit. This same cited issue has been directly cited to me by APD officers at several previous respective rental-apartment units of mine in Austin ---including in 2011 for APD cases 11-1180447 and 11-3550615, when I resided in Apartment 325 of Building 3 at Wind River Crossing Apartments, 11411 Research Boulevard, in northwest Austin.
For each of those two Alleged-Sex Crimes APD cases from 2011, forensic-DNA-traces rape-evidence kits from me were obtained by APD for processing, without any full 190-day retroactive processing of either of those two rape-evidence kits from me having been pursued by APD in a context for which I was later provided with written confirmation of retroactive processing ---- official verification that I had requested earlier this year (or possibly last year) through a Texas Open Records request I submitted to APD.
The e-mail address for APD Chief of Staff Troy Gay is: "troy.gay.austintexas.gov".

The phone number for APD Chief of Staff Gay, who is also an APD Assistant Chief of Police, is: (512) 974-5030.
APD Chief of Staff Gay is based in the office of the APD Chief of Police at APD Headquarters in downtown Austin. This helps explain why Chief of Staff Gay's office phone number is the same as the office phone number for the also-highly-regarded APD Chief Brian Manley.
Any reply notes to myself from any of you in regard to any aspect of this would also be greatly appreciated.
With Friendly Best Wishes,

Dear Austin (TX) Police Department (APD) Chief of Staff Troy Gay and Austin Police Department Chief Brian Manley,
Thank you again for your very kind willingness to accept from me and review the multi-document written appeal I've recently submitted to each of you highest-ranking APD officials in regard to allegedly unprofessional conduct toward me by Austin Police Department Sex Crimes Unit head administrator Sergeant Sandra Benningfield.
Among other things, in my written appeal to each of you I've politely complained that APD Sgt. Benningfield as head of her APD unit repeatedly declined on numerous occasions over a multi-year period to authorize any forensic DNA-traces rape-evidence medical exam on me that I had requested from APD. I also politely complained to each of you that despite my being a victim in an alleged CONTINUOUS sex-crimes case in Austin, APD Sgt. Benningfield apparently failed to order any full 190-day retroactive processing on ANY of the numerous total DNA-traces that were each obtained from me at my request for APD Sex Crimes Unit cases 11-1180447 and 11-3550615, respectively.
I have also stated to each of you APD officials in writing that ever since Feb. 6 or Feb. 7, 2020, APD Sergeant Sandra Benningfield has reportedly imposed a policy on behalf of her entire APD Sex Crimes Unit of their declining as of that month and year to directly accept from me any additional motion-sensitive infrared-camera crime-evidence surveillance photos obtained on my own behalf for APD Case 16-1340923.
I am referring to crime-evidence photos obtained for me in January 2020, February 2020, and March 2020 of alleged illegal home-invasion-crimes perpetrators and alleged illegal trespassers and alleged illegal personal-injury-crimes perpetrators situated inside my current bedroom during my sleeping hours as I lie ALONE---asleep and unconscious and probably snoring--- on my own bed inside my solo-occupancy (only me) and always-bolt-locked-and-fully-locked current efficiency apartment unit (Apt. 2418). My current apartment---an apartment unit for which I am the ONLY official rent-paying tenant and the ONLY management-team-approved occupant---is situated on the second floor of Building 17 at the very large and gated-community "Pebble Creek Apartments", 8805 North Plaza Drive, in north Austin.
I am writing today to each of you two honorable and highest-ranking APD officials in order to respectfully request that you please consider interviewing my most recent previous congressman of earlier this century, Republican Congressman Michael McCaul of Westlake Hills Texas, in regard to this particular former constituent of his---myself--and my cited living conditions or housing conditions in Austin.
As longtime chair of the U.S. House Homeland Security Committee, Congressman McCaul is very familiar with my own living conditions and housing conditions in Austin. Earlier this century, in fact, U.S. Rep. McCaul politely invited me to submit e-mails to him using an official e-mail address ("mccaul.casework@mail.house.gov") that designated each of my e-mail letters as "casework" items for him and his staff to take action on.
I am asking either of you APD officials to please interview the very knowledgeable Rep. McCaul or any current or recent prior members of his staff, to find out whether Rep. McCaul or they themselves are aware of any factual evidence or unconfirmed reports or rumors of alleged possible violation of one or more federal laws --- or of the state penal code of Texas --- by one or more persons allegedly victimizing me in Austin, Texas, and in Travis County, Texas.
I was reminded today to make this polite request of each of you APD officials. It seems to me that the following exactly quoted portions of a December 1, 2015, signed reply letter I received from Congressman McCaul of the Austin area of Texas (full text of that reply letter to me is also offered further below in previous e-mail correspondence I wrote and sent to himself) clearly indicate that Rep. McCaul may himself be aware of one or more alleged criminal activities victimizing me in a context in which APD has legal authority to investigate:
"Congress of the United States
"House of Representatives
"Washington, DC 20515-4310
"December 1, 2015
"John McMillan
"Village Oaks Apartments
"10926 Jollyville Road, Building 9, Apt. 902
"Austin, Texas 78759
"Dear Mr. McMillan:
"Thank you for contacting Congressman McCaul's office regarding your issue.
"Members of Congress do not investigate allegations of crimes. If you believe that you have credible evidence of violations of federal law, you should contact the local branch office of the FBI for information or assistance. In the event the FBI finds evidence of a prosecutable violation of federal criminal statutes, the case will be presented to the United States Attorney's Office.
"...a Member of Congress may request information or a status report and or urge prompt consideration of a matter on behalf of a constituent needing assistance with a federal agency. A Member of Congress does not investigate allegations of crimes or mistreatment as described in the email you sent to staff in my office....
"I appreciate the opportunity to be of assistance.
"Sincerely,

Congressman McCaul,
Some factual corrections for you in regard to the following sentence I hastily wrote and sent to you earlier today as part of my most recent crime report for you, WITH THOSE CORRECTIONS BEING DESIGNATED AT THIS TIME THROUGH ALL-CAPITALIZED WORDS I AM HEREBY INSERTING, BOTH IN THE MIDDLE OF THE FOLLOWING SENTENCE AND AT THE END OF THE FOLLOWING SENTENCE:
"I might add with emphasis that in the entire period ever since April 28, 2011, when I began filing crime reports with APD on a frequent basis about the alleged home-invasion crimes and alleged personal-injury crimes allegedly victimizing me inside my bolt-locked apartment unit DURING MY SLEEPING HOURS, no relative of mine, ONLY ONE TOTAL COWORKER OF MINE OR PROFESSIONAL ASSOCIATE OF MINE (VILLAGE OAKS APARTMENTS-MANAGEMENT-TEAM-APPROVED OFFICIAL ROOMMATE "BRADY KEITH HARVILLE", WHO WHILE LIVING WITH ME IN APT. 1609 AT VILLAGE OAKS APARTMENTS ---WHICH HE DID FROM SEPT 5, 2017, THROUGH HIS MOVE-OUT DATE OF FEBRUARY 28, 2018--- WAS HIMSELF A WAITSTAFF COWORKER OF MINE UNTIL FEB. 4, 2018, OR FEB. 5, 2018, INSIDE THE CORPORATE-OWNED "OUTBACK STEAKHOUSE" NEAR DUVAL AND RESEARCH BOULEVARD IN NORTHWEST AUSTIN), no former roommate of mine, and no current or former friend or acquaintance of mine OTHER THAN MY ROOMMATE DURING THAT TIME PERIOD, has been or WAS OR is CURRENTLY authorized BY ME to be situated anywhere inside my LOCKED OR BOLT-LOCKED RENTAL apartment unit AT ANY TIME DURING PERIODS WHEN I MYSELF WAS OR AM ASLEEP AND UNCONSCIOUS AND LYING (ALONE, AS ALWAYS) ON MY OWN BED."
I hope this correction and clarification are helpful to you, Congressman McCaul.
I value having the finest possible credibility for you and your colleagues in the United States Congress as you yourself attempt to decide whether you plan to invite me to testify at a Congressional hearing in Washington, D.C., about my being a self-identified victim of alleged continuous daily-and-year-round-and-multi-year personal-injury crimes in Austin, Texas, for which no law-enforcement agency anywhere in the United States ever at any time pursued any legal actions or crime-deterrence measures to protect my own personal safety and medical health during my sleeping hours.
Sincerely and Best Wishes,
from Texas Congressional District 10 resident John Kevin McMillan.

McCaul may himself be aware of one or more alleged criminal activities victimizing me in a context in which APD has legal authority to investigate:

Subject: correction: Fw: 6-21-18 Urgent question from constituent McMillan
June 21, 2018

To: Republican Congressman Michael McCaul, you being the very influential and powerful Chairman of the U.S. House Committee on Homeland Security and my own duly-elected official representative in the U.S. House of Representatives.
Dear Congressman McCaul,
As an honest and law-abiding, gainfully-employed, permanently-drinking-alcohol-free, single adult Anglo male constituent of yours in northwest Austin, I want to thank you again for having directly invited me on May 25, 2018, to provide you with crime reports about my being a victim of alleged continuous personal-injury crimes inside my bolt-locked rental apartment unit in Austin, Texas.
That crime evidence, you have kindly indicated to me in writing on Dec. 1, 2015, can serve as a basis for a "federal intervention" on my own behalf, as you appeared to indicate in writing in a signed official reply letter you wrote and mailed to me. That same official December 1, 2015, reply letter from you was directly addressed to myself at my cited apartment unit address during that time period. I have since moved to another apartment unit, Apartment 1609 in Building 16, at this same apartment complex.
Your 2015 reply letter also kindly volunteered the possibility that I myself may have been subjected to possible alleged "mistreatment" in Austin, Texas, you helpfully stated in writing.
I am writing you today, Congressman McCaul, to politely ask you which public policy actions or legal actions --- such as your inviting the Federal Bureau of Investigation to contact the Austin Police Department in Austin, Texas, about this very alarming continuous-crimes case in which I am the self-identified victim --- you have decided to pursue on my own behalf.

_________
In regard to the alleged continuous-and-continuing alleged felony crimes victimizing me on a daily and year-round and multi-year basis, including at present, I am referring to alleged anal-rape crimes and other alleged personal-injury-crimes and deliberate-sleep-disruption-infliction harassment crimes allegedly inflicted on me during my sleeping hours, as I lie alone on my own bed, by one or more illegal intruders unbeknownst to myself inside my bolt-locked apartment unit in northwest Austin.
Today, for instance, after I had gone to bed alone (as always) at about 11 p.m. Wednesday, I was awakened abruptly in the middle of my sleep at about 12:43 a.m., 2:25 a.m., 4:47 a.m., and 6:45 a.m., each time with an unpleasant vibrating sensation in my anus and an urgent need to urinate. Each time, I visited my bathroom in order to urinate. My being robbed of sleep every night by alleged illegal intruders unbeknownst to me has generally also involved my being awakened with an unpleasant nasal-inhalant sensation, even though I myself never take nasal inhalants, and a ringing sensation in my eardrums that I did not have when I had gone to bed earlier that night.
As you know, Congressman, I myself NEVER have any invited overnight guest inside my apartment unit, I ALWAYS sleep alone on my own bed in a partitioned section of the living room, and I NEVER have any invited late-night guest inside my apartment unit. I am a longtime celibate-by-choice, single-by-choice Anglo gentleman, and I have been celibate, with ZERO sexual contact or intimate physical contact between myself or any other human being (or any animal, for that matter), on a continuous and uninterrupted basis throughout any and all of my own conscious or waking hours, regardless of where I was situated or resided or traveled to, ever since and including the day I moved to northwest Austin in August 2001.
I might add with emphasis that in the entire period ever since April 28, 2011, when I began filing crime reports with APD on a frequent basis about the alleged home-invasion crimes and alleged personal-injury crimes allegedly victimizing me inside my bolt-locked apartment unit, no relative of mine, no coworker of mine or professional associate of mine, no former roommate of mine, and no current or former friend or acquaintance of mine, has been or is authorized to be situated anywhere inside my apartment unit.
Ever since March 1, 2018, when an apartment-management-team-approved official revision of my lease agreement for my current rental-apartment unit became effective, I have been the only approved tenant and only approved resident inside the Apartment 1609 unit where I reside at Village Oaks Apartments, 10926 Jollyville Road, in Austin.
In that regard, I paid a fee to have the keys to the front door of this apartment changed in early March 2018 by the polite management team here, several days after my most recent roommate moved out permanently.
That most recent roommate of mine, who stated his full legal name as "Brady Keith Harville", had his name officially removed from the lease agreement upon his request and moved out permanently on February 28, 2018, after about six months of rooming with me in Apartment 1609. Brady Harville declined to provide me with a forwarding address for himself when he moved out or at any time since then. However, he did provide that information about himself to the apartment management team at this apartment complex (Village Oaks), from what they have politely told me.
I have never had any conversation with Brady Harville or ever met with him or ever heard from him or ever directly saw him or ever received any written communication from him on any occasion since February 28, 2018. I might add that he has chosen not to send me any reply letter in response politely-stated e-mail letters from me in which I have asked him in writing to please send me the rent-related and utlities-related money he still owes me and that he had agreed to pay me.
Brady Harville still to this day owes me exactly $595 in unpaid rent and late fees he directly incurred from his not paying any of his share of the rent that was due February 1, 2018, and he also still owes me more than $219.79 from his share of utility bills over a multi-month period that he had agreed to pay me and that were applicable to periods when he did in fact reside with me as my one total official apartment-management-team-approved roommate here in Apartment 1609.
Village Oaks Apartments are reportedly owned and managed by two separate for-profit corporations that are each headquartered at the same street address in Newton, Massachusetts.
The Austin Police Department in recent months has not contacted me about my sleeping conditions inside my apartment unit. APD did send me a recent reply note in response to a public-information request I submitted to APD; and that reply note stated that APD has not obtained a "warrant" on behalf of surveillancing the interior of my apartment unit.
I myself have repeatedly over a multi-year period directly informed the Austin Police Department that I as a law-abiding gentleman sleeping ALONE on my own bed of course welcome any APD-provided (or, I might add at this time, any FBI-provided) electronic surveillance of my own bedroom or, more recently, my own partitioned bed area, that APD is willing to provide me.
This would be based on the very clear prior understanding that any crime evidence APD ever obtains at any time from any such continuous electronic surveillance or other surveillance of my own bedroom or bed area, respectively, would result in APD very promptly filing criminal-law charges against an actual crime suspect who is accused, among other things, of having illegally trespassed inside my bedroom or bed area, and of having had illegal physical contact with me, and of having allegedly injured me or wounded me or sexually assaulted me during my sleep as I lay alone, unconscious and probably also snoring, on a bed that I myself own inside my rental apartment unit.
Thank you in advance, Congressman McCaul, for your prompt and very helpful reply letter to me about this very alarming legal-liability issue currently facing the City Government of Austin, Travis County Government, the Texas Legislature, and the U.S. Government.

DAS IST GUT! THE FOREIGN OFFICE OF THE NATIONAL GOVERNMENT OF GERMANY POLITELY ACCEPTS FROM ME TODAY AN ONLINE QUESTION:
Das Ist Gut! (I studied German through Berlitz instruction tapes in 1989, when I resided in Big Spring, Texas, and was a full-time reporter for "The Big Spring Herald" daily newspaper; and I especially enjoyed learning the phrase Das Ist Gut!' in German from that Berlitz tape. I also attended a German lesson or two that was taught by a female instructor in Big Spring who was also an official of the American Red Cross non-profit organization in Big Spring, with the only one other student present in and attending that German class having been Troyce Wolf, a State Bar of Texas-member attorney and Big Spring native.)
The national Government of Germany today politely accepted from me a letter of inquiry that I submitted to their national government's Federal Foreign Office at their official German Government website address of:
https://www.auswaertiges-amt.de/action/en/101100/action/- .
The German Government's immediate computer-generated confirmation at their website stated:
"Success
"Your request has been sent successfully".
I also received an e-mail confirmation note today from the German Government under the courageous leadership of Prime Minister Angela Merkel:

Each day we receive many emails and letters. Unfortunately, we cannot respond individually to every inquiry or investigate every complaint we receive. We carefully review all correspondence and we will contact you if we need additional information.
The Housing Section enforces federally-protected rights in five primary areas: 1) housing; 2) public accommodations, such as hotels and restaurants; 3) religious land use; 4) credit; and 5) financial and civil obligations of military personnel.
The Section generally becomes involved in matters that may affect groups of people. We share responsibility for enforcing certain laws with other government agencies, and those agencies may handle complaints that affect only one person.
For example, if your complaint relates to discrimination in housing, you may want to file a complaint with the Department of Housing and Urban Development (“HUD”): http://www.hud.gov/program_offices/fair_housing_equal_opp/online-complaint.
(Please note that you have one year to file a complaint with HUD.)
If your complaint relates to discrimination in lending, you may want to file complaints with HUD and with the Consumer Financial Protection Bureau: http://www.consumerfinance.gov/complaint/. For more information about the Housing Section and our work, please visit our web page: www.justice.gov/crt/housing-and-civil-enforcement-section.
If your question or concern does not relate to this Section’s area of work, you may wish to review the Civil Rights Division’s web page to consider whether another section within the Division may be better able to assist you: http://www.justice.gov/crt.
For your convenience, we have attached a list of resources that you may find helpful.
You also may wish to consult a private attorney to determine what claims, if any, you may have under other federal and state laws.
If you do not have an attorney, you may find your state bar association or local legal assistance agency helpful in locating an attorney to discuss your complaint: http://www.findlegalhelp.org or www.lsc.gov/find-legal-aid.
Sincerely,
Sameena Shina Majeed

March 27, 2020
Dear Ms. Frischen in the Office of General Counsel at the Texas Department of Public Safety (DPS) headquarters offices in north Austin,
This is a courtesy follow-up note to politely remind you that your Texas DPS Office of General Counsel here in Austin has apparently failed to meet the 10-working-days deadline imposed by the Texas Legislature for providing me with a written response to my February 21, 2020, e-mail public-information request (below) to your State of Texas law-enforcement agency.
I apparently have not received any reply letter from your widely-admired state law-enforcement agency in response to the above-cited public-information request.
If I don't receive a reply note from your Office of General Counsel by 5 p.m. Monday, March 30, 2020, I will have no choice but to file a civilly-worded legal complaint against your state agency through the Attorney General of Texas.
I hope to hear from you soon.
With Friendly Best Wishes,
from former Texas DPS full-time employee John Kevin McMillan.

Dear Open Records Coordinator for the Texas Department of Public Safety,
This is a Texas Open Records request in which I seek to obtain from you copies of 10 separate very recent photo images that I myself had e-mailed to your state-law enforcement agency's Texas Rangers Division during the two-month period from December 21, 2020, through the present, and that each appear to contain an image of someone other than myself apparently having been physically present inside the bedroom of my current solo-occupancy and always-bolt-locked and fully-secured efficiency apartment unit in north Austin.
My legal name is "John Kevin McMillan". I am a longtime celibate-by-choice, single-by-choice, gainfully-employed Anglo gentleman, and I live alone.
I might add with polite emphasis that I NEVER permit ANYONE other than on-duty Austin Police Department officers to enter my current always-bolt-locked and always-fully-secured rental apartment unit at any time during the nighttime or early-morning hours.
I might also add with polite emphasis that as of the late afternoon of my move-in-date here of June 21, 2019, I never with my own eyes ever once definitely saw any person other than myself who was himself or herself physically present anywhere inside my bedroom of my current efficiency rental unit at any time during my own conscious hours.
I was born on April 27, 1957, at Lincoln, Nebraska. I have been a resident of Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.
I was a full-time employee of your state agency's Motor Carrier Bureau in north Austin from October 1997 through October 1998.
I am predominantly English in ancestry, and also part-Scottish and part-German in ancestry. I am a white and light-skinned Anglo-Saxon single gentleman. I am approximately 6-feet tall and of medium build. My arms and legs and thighs are NOT heavily muscular or massive in size. I do not have ANY tattoo anywhere on my own body. I NEVER wear any jewelry, with the possible exception of the watch I wear on my left wrist. My ears and nose and mouth have never been pierced. My weight has generally been between 210 pounds and 205 pounds throughout the most recent two-month period. I am not morbidly obese. My nostrils DO NOT flare. My facial features are not flat. My eyes are not tiny in width or slanted. My eyebrows are thick-----NOT THIN. I have NEVER had any mustache or beard on my own face at any time during the most recent six-month period. My hair color THROUGHOUT THE MOST RECENT SIX-MONTH PERIOD, AT LEAST, HAS ALWAYS BEEN and continues to be light brown and gray---NOT black or dark brown. My hair follicles on my head are thin in texture, not thick in texture. I have a bald spot on my head; and my hairline has receded quite a bit in the most recent three-year period.
My facial features and skin complexion have also aged significantly in the nine-year time period ever since I submitted my first-ever Sex Crimes criminal-law complaint with the Austin Police Department---on the morning of April 28, 2011---that actually resulted in my obtaining an APD-authorized forensic medical-evidence DNA-traces rape-evidence exam on myself inside a hospital in Austin, Texas. No arrest of any crime suspect by APD was made in connection with that crime report from myself for APD Case 11-1180447.
I have been and continue to be THE ONLY rent-paying official tenant and ONLY management-team-approved occupant ever since my move-in-date of June 21, 2019, inside my current solo-occupancy apartment unit, Apartment 2418 in Building 17 near the northeastern corner of Pebble Creek Apartments, a large and gated-community complex at 8805 North Plaza Drive in north Austin.
My current 12-month signed lease-agreement with the management team here clearly states that I am the ONLY tenant and ONLY occupant on my current lease for Apartment 2418 here at this complex.
To assist you in your search for photo images responsive to this public-information request, I am providing you, below, with the texts of some very recent e-mail letters I sent to your state agency's Texas Rangers Division that each referred to attachments of recently-obtained photo-images or recently-obtained photo images I emailed to the Texas Rangers along with those letters:

Subject: 2-4-2020 special thank-you to TEXAS RANGERS re: APD case 16-1340923
I am very grateful to the Austin-based Texas Rangers Division of the Texas Department of Public Safety state agency for their very helpful and potentially life-saving willingness to accept (below) from me today eight very recent crime-evidence infrared motion-sensitive camera-generated photo images that were each obtained for me very recently during my sleeping hours of allegedly illegal trespassers inside my one total of bedroom of my current solo-occupancy efficiency apartment unit in Austin District 4---the district for which Austin City Council member Greg Casar, a resident of that district, is currently my official City Government of Austin representative on the City Council.
I have emphasized to the Texas Rangers that I insist on myself pressing criminal-law charges against any and all persons other than myself --- regardless of who they are --- who are ever determined to have been physically present ANYWHERE inside my current always-bolt-locked and always-fully-secured solo-occupancy efficiency apartment unit at any time during my own sleeping hours or my own napping hours.
I am the ONLY apartment-management-team-approved official tenant for my current unit at Pebble Creek Apartment in north Austin, and I am also the only management-team-approved occupant in this rental-housing unit.
I always sleep ALONE on a bed I myself own inside my bolt-locked apartment unit. I am a longtime-celibate-by-choice (this on a continuous and uninterrupted basis ever since and including the day I moved to northern Austin in August 2001), single-by-choice, gainfully-employed, permanently-drinking-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984) and anti-marijuana-minded, lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free and anti-tobacco-minded, lifelong-tattoo-less, facially-cleanshaven (no beard, no mustache, no goatee ever on me), consistently clean-talking (no profanity by me in my everyday conversations with others), platonicly polite, permanently jewelry-less, lawfully non-Christian and implicitly deistic, white Anglo-Saxon gentleman of English, Scottish, and German ancestry.
I would welcome a reply note from any of you on any aspect of this.
Sincerely and Best Wishes,
longstanding criminal-law complainant John Kevin McMillan in regard to Austin Police Department Sex Crimes Case 16-1340923, with the APD Sex Crimes Unit in 2019 and in early January 2020 having accepted eight total respective flashdrives of additional photo-images crime evidence from me for that alleged continuous-and-continuing-daily-and-year-round-and-multi-year felony-crimes case in which I am the self-identified victim.
No DNA-traces forensic medical exam has ever been authorized for me at any time by APD for this particular very alarming and outrageous continuous personal-injury-crimes-and-sex-crimes case that was originally activated through a crime report of mine to APD in 2016.
Throughout all of calendar year 2016, I resided as either a rent-paying tenant or a rent-paying approved occupant in a locked bedroom of my own inside a two-bedroom apartment I shared with one total management-approved roommate in Building 9 at Village Oaks Apartments, a Northland property in northwest Austin.

Subject: 2-4-20 more spy-camera crime-evidence photos from my bedroom of current apt.
February 4, 2020
Dear Texas Rangers Division Crime Investigators for the Texas Department of Public Safety state law-enforcement agency in Austin,
I wish to again politely emphasize to your very influential and much-admired State of Texas law-enforcement agency here in Austin that I myself ALWAYS sleep or nap alone on my own bed here in Austin.
I might add that during my own conscious or waking hours, I have never once seen anyone other than myself anywhere inside my bedroom of my current bolt-locked solo-occupancy efficiency apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive, in north Austin. And in the entire multi-month period in which I have resided inside my current unit, Apt. 2418 at Pebble Creek, I have never at any time permitted any relative of mine, any coworker of mine, any work supervisor of mine, any neighbor of mine, or any personal acquaintance of mine or friend of mine, or any religious group, to enter my apartment unit at any time.
The ONLY persons I have permitted to enter my apartment unit have been an on-duty investigator for the Texas Department of Family and Protective Services, Ms. Diana McGeehan, who interviewed me here during that one total visit by herself for DFPS Case 7292-2668; on-duty pest-control-services employees on a contact with the apartment management team here at this complex; on-duty maintenance staff members for this complex; on-duty Grande Communications technicians who over a multi-day period helped me to set up my cable TV service, landline-telephone service, and internet service at this complex where Grande holds an exclusive contract with the management team here for media services of those types for any and all tenants here; several respective on-duty APD officers; and, on June 21, 2019, only, two on-duty male staff members for Austin Affordable Moving company, one of them Anglo and the other gentleman an African-American assigned by Austin Affordable Moving to perform that service for me, who moved my belongings into this new unit, and whom I paid in full for their very helpful assistance on that.
NO ONE should ever be anywhere inside my current bolt-locked apartment unit during my bedtime or sleeping hours. In fact, the ONLY persons I have permitted to enter my current bolt-locked apartment unit at nighttime have solely and exclusively been on-duty Austin Police Department officers.
This is a follow-up letter to previous spy-camera photos I have sent in recent weeks to your noble law-enforcement agency in connection with Austin (TX) Police Department (APD) Sex Crimes Case 16-1340923.
I wish to emphasize that my own hair color is gray and brown, not black; I have not dyed my hair on any occasion in many months; I am a light-skinned white Anglo-Saxon gentleman of English, Scottish, and German ancestry; my nostrils do not flare; I am of medium build and I DO NOT have massive leg muscles, thighs, or arm muscles; I DO NOT have any tattoo anywhere on my body; I am 62 years old and weigh about 210 pounds; I am about 6-feet tall; my eyebrows are thick (not thin); and my eyes are oval-shaped and NOT slanted or very very slender and tiny in width.
That is a very alarming and major felony-crimes case in which APD ---- several years after that crime case was first activated in 2016 with help from ADT video clips I myself obtained and paid for of alleged intruders during my sleeping hours inside my locked and fully-secured private bedroom of a Village Oaks Apartments rental unit, Apartment 902, that I shared during that multi-month time period with a Northland employee, Brett Andrew Meyer, at 10926 Jollyville Road in northwest Austin, with Village Oaks being a Northland property, and the for-profit Northland realty corporation reportedly being headquartered in Newton, Mass. ----- still has not arrested any actual crime suspect.
Each of the spy-camera photos I have sent to your Texas Rangers law-enforcement agency in recent weeks were obtained for me during my bedtime hours. All these photos I am sending you today were obtained for me in either the latter half of 2019 or early 2020 by one or two of the new motion-sensitive, infrared hunter's cameras that I purchased separately in 2019 at an Academy store in northwest Austin in 2019. The two video cards I am using with my two total hunter's cameras at present were also purchased brand-new by me in 2019 here in Austin.
The crime-evidence photos I previously sent you in a recent prior week, along with the photos that I am sending to you today, were each obtained during my sleeping hours at nighttime or my napping hours as I lay alone, asleep and unconscious, on my own bed inside my always-bolt-locked and always-fully-secured current solo-occupancy (myself, only) efficiency apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive, in the District 4 section of Austin.
I very politely and very emphatically insist on my legal right to press criminal-law charges --- including home-invasion-crime chargers, trespassing charges, assault by physical contact charges, deliberate-sleep-ruination-charges or harassment charges relating to frequent interruption of my sleep that has been very injurious to me, charges of illegal and unauthorized "medical" services, such as unwanted "nasal inhalants" (I DO NOT use or own any nasal inhalants) or unwanted anal-vibration services (I DO NOT own any vibrator of any type, and do NOT want any anal-vibrator inserted anywhere into my anus during my sleeping hours) or unwanted hydration services that I very emphatically did NOT authorize (I have had to urinate several times per night, after being awakened abruptly in the middle of my sleep without any intruder visible), alleged-personal-injury crimes charges, and criminal charges referring to alleged sexual assault crimes allegedly being inflicted on me against my wishes --- against any person who is ever determined by a law-enforcement agency to have been physically present anywhere inside my current always-bolt-locked apartment unit at any time during my sleeping or napping hours.
I was specifically informed in person at between 5 p.m. and 5:30 p.m. Tuesday, January 28, 2020, by Miranda Vasquez, an assistant manager at Pebble Creek Apartments, who herself confirmed that information after checking briefly with this complex's General Manager, Juan Acosta, who was seated inside his office while I was myself inside their management team office main office area in order to pay my monthly rent in full for February 2020, that there are only three total possible "points of entry" into my current apartment unit, Ms. Vasquez stated. Ms. Vasquez politely added, in response to a question from me during my visit to her management team office on January 28, that she is not aware of any case that has ever occurred anywhere at this complex in which any wall of any apartment unit anywhere at this entire complex has ever moved outward or inward or ever been found to be in motion at any time.
I maintain that one or more hidden or secret points of entry into my bolt-locked and fully-secured apartment unit have, in fact, allegedly been used by alleged home-invasion-crimes perpetrators allegedly victimizing me during my sleeping hours inside my current efficiency apartment unit at Pebble Creek Apartments. My motion-sensitive infrared spy-camera photos have shown protrusions emanating from a wall of my bedroom and higher-level movement a matter of inches from a wall of my bedroom, and have also shown a wall of my bedroom illuminated or glowing, even though all my lights were turned off.
The City Council member who represents me on the City Council is District 4 representative Greg Casar, a Hispanic gentleman who also resides in District 4. Council Member Casar has not indicated to me at any time that he questions my own accuracy or integrity as a gainfully employed and law-abiding single adult Anglo male criminal-law complainant here in Austin.
I am very hopeful that your integrity-minded Texas Rangers will please officially authorize for me or obtain for me what will be my first-ever DNA forensic exam on myself since 2011 in this alleged felony crimes case that I have repeatedly informed the Austin Police Department is, in fact, a continuous and continuing personal-injury-crimes and anal-rape crimes and illegal-nasal-inhalant-infliction-crimes case and illegal-hydration-case in which I am the victim and complainant.
As a former full-time DPS employee of very fine integrity and a gentleman who myself does not have any criminal-conviction record, I also welcome any opportunity to myself visit your Texas Rangers complex for an interview with a crime investigator for your very influential state law-enforcement agency.
I hereby politely insist on my legal right to myself file charges through your Texas Rangers Division of the DPS if there is any evidence of alleged obstruction of justice by any law-enforcement agency or any government official, regardless of whether that public official currently holds the position of Chief of State for the U.S. Government, who has allegedly had any role in blocking or impairing or interfering with investigation of this alleged continuous-felony-crimes case by a reputable law-enforcement agency with jurisdiction or possible jurisdiction.
In regard to our current Chief of State, I would like to respectfully point out that Donald Trump in recent months has repeatedly refused to send me any reply letter I requested from him which would have stated to me whether President Trump supports safe housing conditions for me inside my then-current apartment unit in Austin, Texas.
I am a longtime celibate single adult Anglo gentleman, and I am a longtime permanent abstainer from drinking alcohol, marijuana, and any and all of the other illicit drugs. I have not had ANY sexual contact with anyone or any intimate physical contact with anyone at any time during any of my own waking or conscious hours at any time since or including the day in August 2001 when I moved to the northern section of Austin after moving out of an efficiency apartment unit I had resided in near the University of Texas at Austin campus.
Please do not hesitate to contact me if you need any additional information or documentation from me.
Thank you in advance for your helpful reply letter or reply phone call to me on this.
Sincerely and Best Wishes,
John Kevin McMillan, criminal-law complainant and a former state agency employee who is also myself a former full-time employee of the Texas Board of Pardons and Paroles state agency in Austin.
