A SURPRISE FOR ME TODAY IN AUSTIN: THE OFFICIAL DISTRICT 10 REP FOR ME ON AUSTIN CITY COUNCIL WHO REPORTEDLY HAS PROHIBITED ME FROM DIRECTLY CONTACTING HER OR HER STAFF, IS HERSELF A MEMBER OF THE WIDELY-RESPECTED 'CONGREGATION BETH ISRAEL' OF WEST AUSTIN


I obtained the above-cited factual information about religious-congregation affiliation this evening for the first time ever when I happened to run across a 2017 online account by a local Jewish media organization, "The Jewish Outlook".


That online account informed me for the first time ever that Dr. Alison Alter, my own duly-elected District 10 City Council member --- she being the only Council Member who primarily represents me and all other residents of the District 10 section of Austin at City Council meetings --- is herself a longtime member of Congregation Beth Israel.

According to several City of Austin officials whom I have spoken with, they are not aware of ANY OTHER recent case, under the current "Direct Representation by Geographical District of Austin" system, in which a resident of Austin has been prohibited from directly contacting his or her officially designated direct representative for that particular district who is also a voting member of the Austin City Council.

Congregation Beth Israel's synagogue is situated a matter of blocks from the campus of the University of Texas at Austin. 
Dr. Alter and her family reportedly joined Congregation Beth Israel shortly after they moved to Austin in 2011. 

Dr. Alison Alter is reportedly a Harvard University-trained and Stanford University-trained public policy expert.  She reportedly earned a PhD in political economy and government from Harvard. Her bachelor's degree, from Stanford, was in public policy. She is a former lecturer in international policy studies, political science, and public policy at Stanford University, according to the cited  "Jewish Outlook" online profile of Alison Alter.

That factual news to me today about Council Member Alter and her family being longtime members of Congregation Beth Israel in west Austin calls to mind a memorable comment to me about 30 years ago by an official of that Reform Judaism-affiliated local religious group.

In 1988 or 1987, during a polite phone call I made to Congregation Beth Israel's synagogue office in Austin from my parents' home in Westlake Hills, Rabbi-Emeritus Louis Firestein---who was situated inside that synagogue at the time---chose to take the call from me and posed the following unexpected question to me that day: "If you (John Kevin McMillan) could live your entire life all over again, would you want it to be like it is today?"

In a belated and hopefully-respectful reply to the late Rabbi-Emeritus Firestein, I can specifically and politely state that in the world of today I myself do not appreciate being prohibited by the City Government of Austin ever since March 9, 2017, from ever at any time directly contacting my duly-elected Council Member on the Austin City Council, District 10 rep Alison Alter, or any of the City Hall staff members whom Dr. Alter supervises, about any of my own public-policy-related concerns or  suggestions for the City Government of Austin.

I might add, though, that I of course have fully honored Council Member Alter's reported request through another City of Austin official that I myself permanently refrain from ever myself directly contacting either Council Member Alter or any of her staff members, or her husband, UT-Austin LBJ School of Public Affairs Professor and UT-Austin History Department Professor Jeremi Suri, about any subject or topic or issue of any type.

I myself am dependably civil and law-abiding and polite and tactfully honest, and I do not have any criminal-conviction record. I am also gainfully employed and permanently marijuana-free (ever since the late fall of 1984) and never-previously-addicted, lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, permanently drinking-alcohol-free (ever since the late summer of 1990) and never-previously-addicted, lifelong-tobacco-free, lifelong-tattoo-less, facially-cleanshaven (no beard, no mustache, no goatee), permanently jewelry-less and without any earrings or nostril rings or tongue-rings anywhere on my own body, and dependably clean-talking (no profanity or obscenities by me in my everyday conversations with others).


I am also the founder of a new and non-Christian and non-Judaistic "Honor Society" religion, the non-proselytizing "Progressive Prohibitionist Religion", with very stringent membership-eligibility requirements. In fact, I am the only approved current member of that fully-independent new religion that opposes thought-control projects, opposes medically-injurious noise pollution, opposes deprogramming projects, opposes vigilanteism, opposes anonymous communications violating the privacy of the individual being subjected to those anonymous communications against his wishes, opposes fraudulent or knowingly dishonest communications, opposes fraudulent or injurious medical services, opposes deliberately inflicted medical injury or medical harm to any person during a period when he is either asleep and unconscious or otherwise unconscious inside his own private residence, OPPOSES sexual-assault and other personal-injury-crimes, opposes the felony-crime of stalking, and opposes illegal forms of electronic surveillance of American citizens.

I would appreciate any legal assistance that the Yale Media Freedom and Information Access Clinic is willing to offer me.

I allege that the City Government of Austin in Austin, Texas, has allegedly disenfranchised me by denying me my First Amendment legal and Constitutional right to petition my duly-elected City Council member for the district of Austin in which I reside---District 10.

I am a tax-paying, dependably civil and law-abiding and honest, gainfully-employed, adult single gentleman and longtime Austin resident.  I might add that I myself do not have any criminal-conviction record, and there
are no pending criminal-law charges against me.

Despite all of this, on March 9, 2017, a designated representative for the City Government of Austin, Austin Police Department (APD) Senior Police Officer James Turner, visited my apartment unit in the District 10 section of Austin and informed me in person that I was myself prohibited from ever again directly contacting my District 10 representative on the City Council, Dr.
Alison Alter, or any of her staff members.

No reason for this request has been provided to me by the City Government of Austin at any time.

Officer Turner also warned me during that daytime visit he pursued on his own initiative to my apartment unit, that if I were to myself attempt to contact my duly-elected City Council member, Dr. Alter, or any of her staff members, or Dr. Alter's husband, University of Texas at Austin LBJ School of Public Affairs and History Department Professor Jeremi Suri, about any subject or
issue of any type, APD might arrest me and charge me with the alleged crime of harassment of one or more of those cited individuals, Officer Turner indicated.

I have since been informed by two or more City Government of Austin officials that they are not aware of any other resident of Austin who has been prohibited by the City from directly contacting his or her duly-elected
representative on the Austin City Council from their district of Austin.

I strongly suspect that the allegedly Unconstitutional defacto disenfranchisement action against me by the City Government of Austin was prompted by alleged religion-related antipathy and prejudice toward me and my one-member (myself, only) and non-Christian "Progressive Prohibitionist Religion", an implicitly-deistic, non-atheistic, prayer-less, and factual-minded new religion I myself founded in Texas that is
anti-drinking-alcohol, anti-tobacco, anti-marijuana, 
anti-illicit-drugs, anti-facial-hair, anti-tattoos, anti-rape-minded, anti-personal-injury-crimes-minded, opposed to thought-control projects, opposed to fraudulent communications, opposed to stalking, and very opposed
to anonymous communications violating the privacy rights of the person being subjected to those anonymous communications against his wishes.

I might add that I have legal-evidence documentation on behalf of my contention that the City Government of Austin under City Manager Spencer Cronk has refused to revoke the alleged disenfranchisement policy imposed on me by the City on March 9, 2017.

SOME SEMI-HUMOROUS,SEMI-TRAGIC ASPECTS OF AMERICAN LIFE TODAY:



---If you search for a new roommate, you must be prepared to spend about $20 per month throughout your search period for temporary enrollment in an online criminal-background-check service that helps you decide which of the dozens of respondents to your roommate-wanted posting are the ones you are willing to actually meet with in person for an actual exploratory interview.


--The well-intended American citizen would naturally like to report to his local police department any factual evidence he obtains that someone else in that city is allegedly consuming an illicit drug. However, it is virtually impossible for a law-abiding American citizen to know what heroin smells like or looks like, in order to report that it was, in fact, heroin that he just observed someone consuming on the streets of that city. 

--Vigilant Americans have an urgent need for an Illicit Drug Awareness workshop that would help them to immediately identify the appearance and scent or odor from each of the 20 leading illicit drugs being consumed in their own city, so that those vigilant Americans could then file an accurate crime report with their local police department. However, I myself have not heard of any city in the United States that currently offers a police-supervised "Drug-Sniffing Workshop" in which vigilant, law-abiding citizens attending that event learn about the appearance and odor from each of the most prevalent or injurious illicit drugs being consumed in their city. I would welcome the opportunity to attend an event of that type during my leisuretime, which would make it easier for me to file accurate anti-illicit-drug reports with my local law-enforcement agency during my leisuretime.

---Profanity is so widespread these days that some Americans attend church primarily because they want to be assured of a profanity-free time period at least once per week. "I attend church not to go to Heaven, but because I find it so hellish to be hearing profanity outside of this church all week. A profanity-free haven of this type is much appreciated, even if it only lasts an hour or two for me every week."

---Road rage by motorists is alarmingly common on the roadways of the United States these days. However, I myself cannot recall having heard about any "Road Rage Treatment Specialist" who actually provides therapeutic counseling services for motorists who are addicted to shouting at other motorists with the greatest of malevolence and apparent hatred.

---Americans take pride in their ability to identify emerging societal malaises. Despite this, it often seems that we are behind in actually providing a treatment or cure for the most recent emerging societal malaise. For instance, is there such a thing as a Road Rage Serial Behind-the-Wheel Killer, and if so, what should be the "treatment program" for that type of societal malaise, aside from getting the offender convicted in a court of law and then incarcerated?

 It seems likely that there have been cases of drivers who were blameworthy in one motor-vehicle accident that fatally injured another motorist, and who then repeat that hate crime or serial-homicide crime while behind the wheel a matter of days or weeks later.

Should the state penal code in Texas, for instance, cite "Serial Killer Behind the Wheel" as a category of hate crime for which punishment by the criminal justice system is authorized by that state?

This is a Texas Open Records request in which I seek to obtain from you a copy or photocopy or computer printout of any and all letters, reports, memoranda, notes, legal notes, handwritten notes, E-mail correspondence, or computer records that each refer at least once to myself, John Kevin McMillan of Austin, Texas, in any manner, and that, in each such applicable case, at any time since 12:01 a.m. March 1, 2011, were written or mailed or sent or received or forwarded or FAXed or e-mailed or compiled and kept on file by Texas A&M University System General Counsel Ray Bonilla or any other staff member or attorney or administrator or official employed in the Office of General Counsel of the Texas A&M University System headquarters offices in College Station, Texas.

This public-information request from myself was prompted in part by a very memorable two-page memorandum that your State of Texas-owned public university system kindly mailed to me earlier this century in response to a public-information request from myself

The two-page late 1990s signed memorandum was written by then-General Counsel Delmar Cain of your very influential statewide public university system.

General Counsel Cain in that memorandum on official Texas A&M University System stationery explored in writing whether Mr. Cain was willing to help myself, John Kevin McMillan of Austin, by General Counsel Cain on behalf of the Texas A&M University System filing a lawsuit in a court of law in Texas that might help put an end to the cited unwanted anonymous obscene communications allegedly victimizing myself, John Kevin McMillan, in Austin, Texas.

Mr. Cain's memorandum was in response to numerous E-mail letters or letters I had written and E-mailed or mailed to Texas A&M University System officials in the late 1990s that complained in writing about my being victimized during that multi-year period by alleged anonymous obscene communications in Austin, Texas.

Mr. Cain concluded in his two-page late 1990s memorandum I have kept on file in my own personal legal files inside my rental apartment unit in Austin, that Texas A&M University System General Counsel Cain would NOT be willing to assist me, he stated in writing.

Mr. Cain cited as his sole explanation for that decision by himself his own outlook that he questioned my level of "sincerity" (his wording) in regard to the content of my speeches before Austin City Council on behalf of my own non-Christian fully-independent new religion that were citedly aimed at helping to address the overall needs of Austin, General Counsel Cain stated in writing in that late 1990s memorandum exclusively focused on myself, John Kevin McMillan.

I have sent numerous E-mail letters to Texas A&M University System Assistant Chancellor David Rejino in recent years.

I have resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

I am the founder and only current approved member of a new and non-Christian quality-of-life-minded religion, the implicitly-deistic Progressive Prohibitionist Religion. I have referred to my involvement with that fully independent one total religion of mine in numerous public-policy-minded E-mail letters or letters that I wrote and sent to Texas A&M University System and Texas A&M University officials in College Station.

In recent E-mail correspondence of mine I have shared in the last several months with a rape-evidence DNA-swabs forensic exam advocate---a "Trisha Sheridan" employed as a faculty member at a Texas A&M University Nursing School in east Texas---I was very surprised one day to receive an automated notification through my AT&T E-mail service that a "block" had been imposed from her end that prevented me from successfully sending Professor Sheridan any additional E-mail letters referring to my civilly-stated criminal-law complaints.

I am referring to criminal-law complaints from myself, including numerous crime reports I have filed with the Austin Police Department over the last four-year period, in particular, about my being a victim of alleged continuous and continuing daily and year-round and multi-year anal-rape-crimes and alleged personal-injury crimes allegedly inflicted on me during my sleep by one or more alleged illegal intruders----this during periods when I myself was sleeping ALONE and lying ALONE on my own bed inside my bolt-locked bedroom of my bolt-locked rental apartment unit.

I have repeatedly informed law-enforcement agencies in Texas that I would WELCOME any and all forensic DNA-swab medical exams that any government agency or government-owned institution is willing to offer me at any time----including your own highly-regarded Texas A&M University System or any of your component institutions---that involves
DNA swabs on my own anus, buttocks, mouth, and nostrils, in particular.

I am a longtime celibate-by-choice, always-sober and permanently alcohol-free, single adult white gentleman.
