(Editor's Note: Ms. Taylor Barton, Constituent Services liaison for Missouri Governor Jay Nixon, politely stated to John Kevin McMillan of Austin, Texas, on the telephone on Feb. 29, 2016, that Mr. McMillan's online inquiry to Governor Nixon a matter of hours before had not mentioned that Mr. McMillan's cited organization of affiliation is the "Progressive Prohibitionist Religion," she said. Ms. Barton also mentioned that the online inquiry from Mr. McMillan of Sunday night, Feb. 28, had stated that Mr. McMillan is a former resident of Missouri who attended Washington University in St. Louis for two academic years.
Ms. Barton also stated in that phone conversation that Mr. McMillan's Feb. 28, 2016, online inquiry had posed the question to Missouri Governor Nixon: "If I relocate to the St. Louis area, would I enjoy greater and more extensive privacy rights than I have experienced in Austin (Texas) for many years?" (approximate quote).
No copy of the exact verbatim text of the online inquiry from Mr. McMillan to Governor Nixon was provided automatically to Mr. McMillan by any automated system for that very distinguished Governor of Missouri. --- jkm)

A very distinguished and first-rate attorney member of the State Bar of Texas advised me yesterday that I have the legal option of requesting a hearing with you at City Hall in downtown Austin.

I would also like to politely remind you, Mr. Ott, that in your very influential capacity as City Manager of Austin you did co-sign for a check to St. David's Medical Center to help pay for a doctor-ordered forensic rape-evidence medical exam on me that was conducted there during a visit of mine to that hospital's emergency room that began on the night of Dec. 21, 2011, and extended into the early morning hours of Dec. 22, 2011. That forensic rape-evidence exam on me was conducted by a female forensic nurse for APD Sex Crimes Case 11-3550615, with myself the complainant and cited victim in that case. (And you later chose NOT to ask APD to actually process the DNA-swab evidence from that particular late Dec. 2011 rape-evidence kit, a rape-evidence kit that still to this very day is reportedly being maintained as is at an APD substation in Austin --- parenthetical addition and clarification added on 2-29-16 by jkm to this 2015 legal letter to City Manager Ott.)

I know of no state in the nation where acoustical issues are taken seriously. If it is quiet you seek, then I think you will have to relocate.
As one who spent 24 years searching out some of the most remote (quiet) locations in North America with the intended purpose of making professional quality sound recordings for the Cornell Lab of Ornithology, the quietest location I ever found was the region in extreme southwestern Oregon.
There are many very sparsely populated areas in this country (not the least of which are areas in your home state of Texas), but what makes this area (in Oregon) so unique is that it is even devoid of commercial air traffic given the fact this location doesn't even lie in a direct line between any two major population centers (this includes flights destined to or originating in Hawaii or the Orient). Quiet you will find, but employment would be another matter if that is a concern.
Oh, and not surprisingly, this region of Oregon is virtually uninhabited except right along the Pacific Ocean, and even then, this portion of the coast is very deserted. One can find private land for sale at the edge of this relatively huge area of pristine quietness. Except for the small towns of Brookings, and Gold Beach, Oregon (combined population of about 8,000), it is a five hour drive to any population center of any size from this region of extreme SW Oregon.

This is a Texas Open Records request in which I seek to obtain from you a copy of any applicable document or documents on file with the Travis County Attorney's Office in Austin that cites or indicates any current legal barrier or any current legal restriction to myself, John Kevin McMillan of Austin, permanently and irrevocably excluding my most recent officially-cited roommate, a "Sandjaja Utama" who also stated that he was "a citizen of Indonesia," from all aspects of my own life and all aspects of my own living conditions as well as all aspects of my own sleeping conditions (I always sleep ALONE on a bed that I own inside my bolt-locked apartment unit) on a 24-hour-a-day and year-round and lifelong basis.
The cited individual, "Sandjaja Utama" as he called himself, moved out of Apartment 325 at Wind River Crossing on May 31, 2011, and his name was permanently removed from my lease agreement with Wind River Crossing on that very same date. The management team at Wind River Crossing has helpfully confirmed that for me, and they have also helpfully confirmed for me in writing that Sandjaja Utama is NOT authorized to be anywhere on the premises of Apartment 325 at any time.
In my current 11-month contract agreement that I have with the Westdale-owned and Westdale-managed Wind River Crossing Apartments, a contract that began on October 1, 2012, the name "Sandjaja Utama" does not appear anywhere on that contract. I myself, John Kevin McMillan of Austin, am the only cited leasee and contract holder in that current apartment contract that I have with Wind River Crossing Apartments in northwest Austin.
During the period since the afternoon of May 31, 2011, I have never once spoken with Sandjaja Utama or made any phone call to him on any occasion. Also during the entire period ever since the afternoon of May 31, 2011, I have never once met with Sandjaja Utama, never once agreed to meet with him on any occasion, and never once sent him any written communication on any occasion.
I was advised several months ago by the Austin Police Department that it is not necessary for me to write and send or mail a formal rejection letter to Sandjaja Utama, since I could simply call the Austin Police Department and file a criminal-law complaint against Sandjaja Utama if that individual ever at any time attempted or attempts to contact me or communicate with me in any context, the Austin Police Department has assured me.
The Sandjaja Utama to whom I refer repeatedly stated to me in 2011 that he is himself a member of the Roman Catholic Church in Austin, Texas.
I myself am a lifelong NON-Christian gentleman, and there is no circumstance in which I would ever at any time ever agree to convert to Christianity. I am not a member of the Roman Catholic Church. Nor am I myself formally affiliated with the Roman Catholic Church. (I might add, however, that I greatly appreciate the kindness and generosity toward myself that several Roman Catholic churches in Texas and in Massachusetts, respectively, have expressed toward me in prior periods of my life in which my own employment-derived income was minimal and my personal finances were very, very weak.)
I am very incompatible with rejectee Sandjaja Utama from numerous vantage points, and I am very civil and very adamant about lawfully and in a civil manner EXCLUDING him from all aspects of my own life and career.
I am a longtime celibate-by-choice, psychologically healthy, teetotaling (permanently alcohol-free), non-smoking, platonically-polite and people-friendly, single adult gentleman, and I always sleep alone on a bed that I own inside my bolt-locked apartment unit at Wind River Crossing. The most recent occasion in Austin, Texas, or anywhere else in the entire Austin area in which I ever had any mutual-consent sex with any other human being anywhere in this entire metro area of Central Texas was December of 1979.

Wind River Crossing apartments are situated at 11411 Research Boulevard in northwest Austin, and the owner of this apartment complex is a for-profit corporation (Westdale Properties, or some similar name) that is reportedly headquartered along Commerce Street in Dallas, Texas.
I mentioned to you on the phone today that these alleged sex crimes involving alleged continuous anal-sex rape of myself and alleged continuous sexual torture of myself and alleged continuous molestation of myself and alleged continuous physical abuse of myself during my nocturnal slumber on my Swedish bed---a bed on which I have ALWAYS slept alone ever since I purchased this bed and had it installed in my bedroom of my current apartment in 2007----have been cited in numerous criminal-complaints of mine with APD, including on April 28, 2011, and, more recently, on December 21, 2011.
In the early morning hours of Dec. 22, 2011, DNA medical swabs of numerous parts of my body, and removal of hair follicles from several parts of my own body, were performed on me by a female forensic nurse at St. David's Medical Center near UT-Austin, Texas. I had entered that hospital's emergency room for forensic testing late on Dec. 21, 2011, and remained there for several consecutive hours that extended into the morning of Dec. 22, 2011.
It seems to me that your Travis County District Attorney's Office should have the legal right at present to insist on obtaining a full report of the lab results on those DNA swabs and related medical tests from the Texas Department of Public Safety state agency here in Austin.
I mention this because the DPS is the state agency here in Austin that was reportedly provided with those DNA medical swabs by St. David's Medical Center on or about Dec. 22, 2011, according to a female patient services representative for St. David's who kindly mailed to me a signed letter in response to inquiries from myself about which government agency received those DNA swabs taken from my body. I myself have never been provided with those DNA medical test results from the Dec. 22, 2011, DNA medical swabs that were done at St. David's. (Editor's Note for this Blog: I have since been informed that the Austin Police Department on its own initiative obtained that rape-evidence kit either from St. David's or from the DPS, and apparently before that kit would have been processed by the DPS headquarters team in Austin---jkm.)
To assist your office in obtaining those DNA medical test results from the swabs and blood samples and hair follicle samples taken from my body on Dec. 22, 2011, I should mention to you that my full legal name is John Kevin McMillan. My date of birth was April 27, 1957. My social-security number is: .... I am a native of Lincoln, Nebraska.
I would also like to again emphasize to you, Ms. Waggoner, that I would welcome any visit to my apartment unit by any investigator from the Travis County District Attorney's Office (or by any investigatgor from the Dallas County DA's Office, for that matter) in connection with this sex-crimes case in which I am the victim of alleged continuous sex crimes and alleged continuous medically injurious conduct victimizing myself and robbing myself of hundreds of hours of REM sleep, or deep sleep, over a multi-month period during periods in which I had been sleeping soundly, and was probably snoring as well, on my Swedish bed inside my bolt-locked, locked, and fully-secured one-bedroom apartment unit.
Finally, if your DA's Office in Austin ever concludes at any time that the Austin Police Department has not been adequately diligent or reliable or professional in APD's "investigation" and prosecution of this criminal-law case, from what I understand your DA's Office does have the option of asking the Attorney General of Texas state agency or the Travis County Sheriff's Office, or possibly even the U.S. Marshal's Office or the FBI, to take over the investigation and prosecution of this case.

In response to an implied question to me today from my brother Michael about what I have in fact directly observed with my own eyes inside my bolt-locked apartment unit during my bedtime hours, I would like to volunteer to you today that one morning (?) in 2012 I was abruptly awakened on my bed and the image of a male person with a distinctive-looking (round-shaped) head shaped like that of ... (a male staff member at)...(a grocery store) a few blocks from my apartment unit, suddenly appeared in front of me (a matter of feet from one side of my bed, and standing between my bed and the large closet in my bedroom; with an incorrect first name for that individual provided by me by mistake in this particular report to APD Rep. Tara Long).

I was so groggy (for reasons unbeknownst to myself) and sedated at the time that I immediately fell back asleep on my bed, where I was (as always) sleeping alone.
I maintain that alleged illegal oral-inhalants and alleged illegal nasal inhalants to which I have been subjected during my sleep inside my bolt-locked apartment unit have allegedly played a role in my either remaining asleep or being so drowsy or sedated that I immediately fell back asleep upon seeing that surprising image on that one total occasion that I can recall from 2012
It has also occurred to me, including at the time, that possibly the round-shaped head I observed from my bed in that spilt-second image that one morning in 2012 before I immediately fell back asleep on my Swedish bed was possibly the image of a Chinese-American male person.
...I would like to politely remind you again that there is reportedly a "very large Chinese family" reportedly residing in the first-floor and one-bedroom Apartment 314 (situated on the other side of Building 3 from where my own apartment is situated, Apartment 314 possibly even abutting my own unit from the ground-level other side of Building 3) at Building 3 of Wind River Crossing.
I am sure that my kindly older brother, Michael, who is an Anglo man married to a Chinese woman in Los Angeles County, California, would be particularly alarmed if there were ever any factual evidence linking any Chinese-American male person or any Chinese-born male person to any violations of my own privacy rights in any context in Austin, Texas. None of my own current male friends is or are Far East Asian or Asian-American, as I'm sure Michael may already be aware.
I would also like to volunteer to you today that on several or more occasions in recent months, I have suddenly been awakened while lying alone on my bed inside my bolt-locked apartment unit (Apt. 325 at Wind River Crossing), and I have immediately observed or spotted what appeared to be something such as a human body moving in the large open-air bedroom closet of my bolt-locked apartment unit. It is the closet where I hang my shirts and trousers, and I store my udnerwear and socks, I might add.
When I then attempted to glance more extensively toward the apparently moving items inside my closet, I invariably have observed that the movement suddenly ends abruptly. And when I ever attempt to walk toward my large open-air closet to search for any possible alleged illegal intruder there, I never am able to find anyone there.
Ms. Long, I hope that this follow-up crime report will be helpful to you and your crime-investigation colleagues at the Austin Police Department in Austin, Texas.

I did respond to intrusive questions to me from my roommate at about 7:40 p.m. this Saturday evening by politely stating (and the management team at this apartment complex has told me that I have the option of replying in this approximate manner) to Mr. Martin that "I (John Kevin McMillan) am not willing to chit-chat, but I am civil and law-abiding" (near-exact quote of my words to Mr. Martin from the kitchen area of this apartment unit, where I was taking a blood-pressure medication for myself this evening).
"I (John Douglas Martin) agree that you (John Kevin McMillan) are civil and law-abiding. 'Civil and Law-abiding, and Drug-free, Alcohol-free, and Tobacco-free'---that's what I (Mr. Martin) will have them put on your (John Kevin McMillan's) tombstone for your epitaph!" Mr. Martin in his typically emphatic manner declared to me at about 7:40 p.m. this evening from the living room of our rental apartment unit at Wind River Crossing Apartments seconds after I entered the apartment unit this evening.
Mr. Martin then added, in his typically emphatic manner, "If you (John Kevin McMillan) like, I (John Douglas Martin) can have you cremated (sic)."
I am NOT a personal friend or relative of Mr. Martin, and under NO circumstance would I ever agree to let Mr. Martin have any role in administration or disposition of my own last will and testament or of my own estate or any of my own property. (Nor would I myself ever agree to cremation of my own body at any time.)
Nor would I ever agree to let Mr. Martin be a cited "beneficiary" of any type in my own last will and testament. I will be very relieved, as I have repeatedly emphasized to your law-enforcement agencies, when Mr. Martin finally does move out and finds someone OTHER than myself who IS willing to live with him and "chat" or "chit-chat" or "socialize" with him.
Mr. Martin's alarming comments to me this Saturday evening comprised yet another example of a very apparent thinly-veiled possible alleged verbalized death threat to me by my current roommate, Mr. Martin, an older man who has been unemployed for about half of the time period in which he has roomed with me.

The very same "John Douglas Martin," in the very first week after he moved into this apartment unit, apparently received a very surprising voice mail reply phone message on my (own) AT&T voice mail service (I exclusively pay for) that I myself listened to, a message that was apparently addressed to himself, in which the caller stated that he was responding to questions from Mr. Martin about the current rates for landfill disposal that Mr. Martin had inquired about.
I am not sure which landfill operator left that voice-mail message for my current roommate, but I believe I did keep a recording of that voice mail message as possible (alleged) crime evidence ...that I will gladly turn over to crime investigators at any point.
I wish to again remind each of your law-enforcement agencies that Mr. Martin has stated to me that he WILL cooperate if any law-enforcement agency ever seeks to interview him at any time.
Mr. Martin has also told me in the living room of this apartment unit that he will be willing to take a lie-detector test if the CBS News "60 Minutes" news team ever at any time asks him to take one. I believe he has also told me that Mr. Martin will be willing to take a government-supervised lie-detector test, if that is ever requested of him at any time.
The same Mr. Martin has told me repeatedly that he WILL NOT permit any government-ordered DNA forensic swabs on Mr. Martin..., since "that would violate my (Mr. Martin's) privacy rights," he has emphatically declared to me in 2013 inside the living room or kitchen area of our rental apartment unit.
The same Mr. Martin has repeatedly stated to me over a multi-month period that he refuses to cite the city or town or nation where he was born. "Since you (John Kevin McMillan) are passive-aggressive, I am not willing to share that information with you," Mr. Martin stated to me in the living room of our rental apartment unit.

Mr. Martin has also made numerous evasive comments to me about his own ancestral heritage, with Mr. Martin variously stating that "I'm part Irish" or "I'm part German" or "I'm Heinz 57 in ancestry." He has refused to cite any predominant ancestry of any type. He has stated at times that "I might have some Jewish ancestry in me"; but at other times he has downplayed that possible cited ancestry from his own heritage.
Several months ago, Mr. Martin volunteered to me in the living room of our rental apartment unit that "Queen Elizabeth II of The United Kingdom sent me here to take care (sic) of you (John Kevin McMillan)."
The same Mr. Martin several months ago very emphatically stated to me on this own volition that he DOES NOT want me to ever contact Scotland Yard British law-enforcement agency in any context relating to Mr. Martin. He did not cite any reason for that emphatic request that he made to me.
Mr. Martin frequently declares to me that he himself is "born-again" and that he regards the "Mormon Church" and the "Jehovah's Witnesses", respectively, as being (alleged) dangerous "cults" that are not true religions, he has emphasized to me.
"I (Mr. Martin) shooed away Mormon missionaries when they walked up to our front porch of our apartment unit in order to talk with me," Mr. Martin stated to me several months ago, referring to a reported incident that occurred at a time when I myself was away from the apartment unit.
Several months ago, and possibly in 2013, Mr. Martin stated to me in the living room of our apartment unit that he regards the Roman Catholic Church as a ..."cult," but he later denied to me that he has ever made any such comment to me. He stated, instead, at that subsequent time that he DOES NOT regard the Catholic Church as being a cult.
I have previously informed each of you that the very same Mr. Martin recently stated to me in person inside our rental apartment unit that it was "a blessing" that one previous female roommate of his, "Wanda Wrey" her cited name, had "died in her sleep," Mr. Martin said.
"If she had not died in her sleep, she might have instead died of cancer," Mr. Martin stated to me.
When I asked Mr. Martin whether Ms. Wrey had cancer at the time of her death, he replied that she did not. "But if she had continued living with me, she might have contracted cancer and died from it," Mr. Martin stated (approximate quote).
Mr. Martin has told me inside our rental apartment unit that Wanda Wrey was possibly his all-time favorite roommate in the Austin area. "She was very agreeable, and she let me (John Douglas Martin) cook for her on a frequent basis" (approximate quote), Mr. Martin stated.
"Wanda Wrey looked to be in good health the evening before she died in her sleep inside our apartment unit (home?)," Mr. Martin also stated (approximate quote) to me, with Mr. Martin also stating that he was very surprised that the Austin Police Department never interviewed him at any time about the sudden death of Wanda Wrey while rooming with him in the Austin area.
Mr. Martin has stated to me several times in 2013 and 2014 that he previously resided in Hampton, Virginia. Several months ago, Mr. Martin expanded upon that statement about his Virginia background by volunteering to me in person in the living room of our apartment unit on one total occasion that Mr. Martin himself "committed first-degree homicide" victimizing at least one person in the U.S. state of Virginia, Mr. Martin stated to me in person several months ago. (It was not clear whether Mr. Martin was speaking seriously or facetiously when he made that very specific possible true confession or possible false confession to myself.)
I hope this crime report update is helpful to crime investigators for a reputable law-enforcement agency in Texas or Virginia or elsewhere.
As always, I myself would WELCOME any and all electronic surveillance of the bedroom or outdoor balcony of this rental apartment unit (with the advance understanding that any crime evidence thereby obtained of any illegal intruder inside my bolt-locked bedroom during my sleeping hours would be immediately used for apprehending and convicting a suspect), any and all government-ordered forensic DNA-swabs exams on any portion of my own body, any and all government-supervised lie-detector tests on myself, and any and all interviews of myself by any reputable law-enforcement agency with jurisdiction.
I am one of the most honest and law-abiding and accurate criminal-law complainants that the City Government of Austin and Travis County Government and the State Government of Texas have ever had, and I welcome every opportunity I get to testify in a court of law against any and all unethical media companies, allegedly law-breaking religious groups or political groups, any and all organized-crime groups, and any and all alleged criminal persons that allegedly wronged me and committed a felony crime in the process.

My very brief and very minimal relationship with Adrian James Rodriguez was, of course, strictly platonic. I played tennis with him once or twice at the tennis court at Wind River Crossing Apartments. After we played tennis one day, we drove together to Carrabba's Italian Grill restaurant along Research Boulevard after he showed me his current driver's license, and we had a polite meal and conversation there.

I would also like to take this opportunity to mention that this morning, after I went to bed at about 3 a.m., I was abruptly awakened on my orthopedic Swedish bed at about 4:50 a.m. today (Monday, December 31, 2012). I felt pain in my anus and legs, and an unpleasant sensation in my nostrils (suggesting once again that I had been subjected against my wishes to an illegal nasal inhalant during my sleep).
I was awakened abruptly this morning on my bed after having a nightmare during my sleep in which I had just caught a tall Anglo red-haired thief who had opened a vault or safe inside a home where I resided, and had allegedly stolen money or other goods from that safe or vault. When I woke up, I did not see any illegal intruder inside my bolt-locked apartment unit.
I would like to politely add at this time that during the period since the spring of 2011, I have had many nightmares in connection with my being raped or victimized by crime that also traumatized me in those nocturnal nightmares of mine. I am, of course, responding to those repeated nightmares during my sleep in a polite and civil and law-abiding and rational and crime-deterrence-minded manner on my part.
Incidentally, I have temporarily stopped keeping my front balcony lights on during the nighttime hours. I am doing that because I find that I sleep better without those lights being on. However, if I ever sense that your Austin Police Department is actually willing to surveillance my apartment unit from time to time in the early-morning hours, and that APD in that specified context would appreciate my keeping my balcony lights on at nighttime, I will gladly honor that request of me by your municipal law-enforcement agency.
I would also like to share with you that I did have two very recent and lengthy conversations on the telephone with one high-ranking law-enforcement officer for a State of Texas agency (Officer Ruben Puente, himself the second-highest-ranking official of the University of Texas System Police Department in Austin) that referred to this cited continuous (alleged) felony crime case in which I am definitely the victim during my sleep.
That State of Texas law-enforcement officer never at any time ever once stated to me that he in any way questions the level of accuracy or the level of honesty of my reports to his State Government of Texas agency about alleged personal-injury crimes and alleged anal-rape crimes and alleged oral-inhalant-rape crimes and alleged nasal-inhalant-rape crimes and alleged deliberate sleep-deprivation-infliction-crimes allegedly victimizing me (John Kevin McMillan of Austin) on a daily (and frequent) and year-round basis during periods in which I am sleeping alone and unconscious while lying alone on a bed I own inside my bolt-locked apartment -----and always in a context in which there is no one else authorized by me to be inside that bolt-locked apartment unit (Apartment 325 at Wind River Crossing) at any time during that time period.
I appreciate the very insightful and admirable confidence in my own integrity that that particular State of Texas law-enforcement agency official, who has apparently indicated to me that he does not want me to share his name with your municipal law-enforcement agency in Austin, has very kindly expressed to me on the telephone.
That high-ranking State of Texas law-enforcement officer did helpfully emphasize to me that your municipal law-enforcement agency currently has full jurisdiction over investigation and prosecution of this alleged continuous-felony-crime case in which I am definitely the victim on a daily and frequent and year-round basis during periods in which I am definitely sleeping alone and unconscious inside my bolt-locked apartment unit.
Finally, I need to add that when I returned to my apartment unit at about 3 a.m. Sunday, December 30, 2012, after visiting, and being examined by a physician in, the Emergency Room of the Roman Catholic Church-affiliated Seton Northwest Hospital, I was surprised to note that Apartment 315 (situated directly below the apartment where I live, Apt. 325) and Apartment 316, also on my side of Building 3 at Wind River Crossing Apartments, each still had their lights on INSIDE their respective apartment units.
The kindly retired single adult gentleman who lives alone in Apartment 316, Howard Siegel, is a former high-ranking official of the Texas Department of Housing and Community Affairs state agency, he has helpfully informed me. Howard Siegel has also informed me that he has experienced insomnia and other sleeping-related difficulties at nighttime at various times in recent months.
After I went to bed at about 4 a.m. on Sunday, December 30, 2012, I was once again subjected to evidence of alleged and repeated molestation of myself during my sleep as I lay alone inside my bolt-locked apartment unit at Wind River Crossing, with the same types of symptoms I have cited to you in numerous previous factual accounts I've written and sent to your municipal law-enforcement agency in Austin.
Surprisingly, none of my next-door neighbors (though at least one of them may have been awake during the early morning hours) in the early morning hours of Sunday, Decmeber 30, 2012, apparently called the Austin Police Department to report any evidence of any alleged illegal intruder inside my bolt-locked apartment unit. It is very likely, though, that some of my neighbors in Building 3 at Wind River Crossing would appreciate being interviewed by APD in connection with any suspicious activities that they have themselves observed relating to an alleged illegal stalker inside my bolt-locked apartment unit.
Ms. Long, I would appreciate learning from you as soon as possible under which specific circumstances the Austin Police Department definitely would be willing to order and authorize DNA medical testing on me, an anal sonagram on me, a colonoscopy on me that would identify internal damage to my bodily tissue and organs, and DNA medical testing of any and all stains on my bedsheets that I keep on my bed.

As a courtesy to Ms. Hilbig, I am also sending her a carbon-copy of this correspondence relating to recent criminal-law complaints from myself that I've filed with the Austin Police Department.
Kara, I am also writing you this hopefully-polite follow-up note to ask you whether the polite and helpful general manager here at Wind River Crossing, Ann Coker, has given authorization to your first-rate security officer, Josh, to himself occasionally monitor the outdoor balcony of my second-floor apartment unit in the early morning hours?

I also politely mentioned to you during our brief meeting today that shortly after I wake up in the morning, on numerous occasions in 2011 and 2012 I have found and diligently collected numerous hair follicles on my bed that definitely were NOT my own, and that I have shared many of those hair follicle samples I've collected with the Austin Police Department, our municipal law-enforcement agency with jurisdiction over any and all crimes committed inside the city limits of Austin.
---When or if I ever move out of my very nice apartment unit, I will be expected to myself remove the additional lock that I have installed to the front door of Apartment 325.

Chris, I hope that you can sense (see below) from the reply note I've received from the self-identified "liaison" for the Austin Police Department, Officer James Turner, that APD is not willing to investigate this ongoing crime case in which I am the victim inside my bolt-locked apartment unit at Wind River Crossing (Apartments in northwest Austin).
If I take a trip to El Campo this Friday, and then contact the El Campo Police Department to complain that I had been subjected to sexual molestation during my sleep earlier that day in Austin, do you think El Campo PD would be willing to order DNA testing on me through DNA swabs of several parts of my body, including my anus, my buttocks, my groin area, my mouth, my nostrils area, my upper chest, my legs, and my thighs?
I feel very sure that if El Campo PD does lab testing on those DNA swabs they would get from me, it would confirm my very emphatic allegation that one or more illegal intruders inside my bolt-locked apartment unit ---where I ALWAYS sleep alone and am a long-time celibate throughout all of my waking or conscious hours, I live alone, and I NEVER have any invited guest inside my apartment at any time between midnight until 8 a.m., in particular --- have allegedly had illegal physical contact with me during my sleep.
That medical disclosure and criminal-law disclosure would truly be a life-saver for me.
As I have indicated to you in the past, I have lost hundreds of hours of sleep in the period since mid-April 2011, in particular, from my being awakened on my bed in the middle of my sleep with a throbbing pain in my anus and, often, pain in my legs and thighs, and, on occasion, a surprising sensation in my nostrils as well.
Also, I have sustained major damage to my own body, including an apparent bursitis to my right hip that I definitely DID not incur at any of my three restaurant workplaces, because of the illegal intruder or intruders allegedly attempting to injure me during my sleep. The alleged bursitis to my right hip was diagnosed this month by my new primary-care physician, Dr. Edie Shulman, who has expressed confidence in me and in my being psychologically healthy.

ECPD has no jurisdiction in the matter.
Also some of the evidence collection you are requesting needs to be done by a doctor or properly trained person. ECPD would refer you to a medical doctor for examination and evidence collection.
I understand you have reported your suspicion to the Austin PD. I also understand you disagree with results of their investigation. With the limited knowledge I have of your suspicions, I have to agree with APD. It is highly unlikely you are being assaulted inside your locked apartment. I strongly suggest you discuss the matter with your medical doctor. I would think your medical doctor would be in a position to conduct an examination and give you professional advice. Hopefully the doctor’s advise will help you resolve the matter. If you do decide to go to a doctor for professional help, please keep an open mind to the doctor’s advice and other alternatives. To me it sounds like a doctor is in the best position to offer help.

This follow-up letter from myself is designed to clarify the point that I would appreciate it if you would please E-mail to me the entire text of Mr. Chris Barbee's January 17, 2013, reported E-mail letter on behalf of the City of El Campo to Jennifer McCleary of the Travis County District Attorney's Office in Austin, Texas.
That reported E-mail letter from Mr. Barbee should definitely have been included in the scope of legal documents responsive to my August 7, 2013, Open Requests request to your city government, since Mr. Barbee in his January 17 letter to Ms. McCleary does refer to my being a self-identified victim of crime in Austin, Texas, and, prior to that, during the period when I resided in and worked full-time as a newspaper reporter in El Campo, Texas, in 1988 and 1989.
Also, Mr. Barbee in his reported January 17, 2013, E-mail letter to Ms. McCleary does reportedly refer to the apparent or possible need for more investigation of my criminal-law complaints to the Austin Police Department and other law-enforcement agencies about my being allegedly subjected to anal-rape crimes during my sleep and personal injury crimes as well on a daily and year-round and muliti-year and continuing basis in Austin, Texas.

Chris, I hope that you can sense (see below) from the reply note I've received from the self-identified "liaison" for the Austin Police Department, Officer James Turner, that APD is not willing to investigate this ongoing crime case in which I am the victim inside my bolt-locked apartment unit at Wind River Crossing.
If I take a trip to El Campo this Friday, and then contact the El Campo Police Department to complain that I had been subjected to sexual molestation during my sleep earlier that day in Austin, do you think El Campo PD would be willing to order DNA testing on me through DNA swabs of several parts of my body, including my anus, my buttocks, my groin area, my mouth, my nostrils area, my upper chest, my legs, and my thighs?
I feel very sure that if El Campo PD does lab testing on those DNA swabs they would get from me, it would confirm my very emphatic allegation that one or more illegal intruders inside my bolt-locked apartment unit ---where I ALWAYS sleep alone and am a long-time celibate throughout all of my waking or conscious hours, I live alone, and I NEVER have any invited guest inside my apartment at any time between midnight until 8 a.m., in particular --- have allegedly had illegal physical contact with me during my sleep.
That medical disclosure and criminal-law disclosure would truly be a life-saver for me.
As I have indicated to you in the past, I have lost hundreds of hours of sleep in the period since mid-April 2011, in particular, from my being awakened on my bed in the middle of my sleep with a throbbing pain in my anus and, often, pain in my legs and thighs, and, on occasion, a surprising sensation in my nostrils as well.
Also, I have sustained major damage to my own body, including an apparent bursitis to my right hip that I definitely DID not incur at any of my three restaurant workplaces, because of the illegal intruder or intruders allegedly attempting to injure me during my sleep. The alleged bursitis to my right hip was diagnosed this month by my new primary-care physician, Dr. Edie Shulman, who has expressed confidence in me and in my being psychologically healthy.

I respectfully regard it as alarming to read your statement (see below) that the Austin Police Department declines to provide me with the cited affidavit form I could complete and sign that would then authorize any and all investigators for APD to obtain any and all medical records or other records about me from my primary-care physician's office. My first-rate primary care physician is Dr. Edie Shulman, an internal-medicine specialist based along Jollyville Road in northwest Austin.
I would like to respectfully remind you that the criminal conduct victimizing myself during my sleep inside my bolt-locked apartment unit at Wind River Crossing has, in fact, continued on a daily and frequent basis (often twice or three times per day during my sleep, and I ALWAYS sleep alone on my orthopedic Swedish bed inside my top-floor, vaulted-ceiling apartment unit).
This morning (a Sunday), I was awakened abruptly in the middle of my sleep and with pain in my anus at 2:24 a.m. and, later, at about 5:30 a.m., as I lay alone on my orthopedic bed inside my bolt-locked apartment unit, Apartment 325 at Wind River Crossing. I was not able to identify any intruder in my apartment.
It has often occurred to me that one or more alleged illegal intruders inside my bolt-locked apartment unit at Wind River Crossing, by themselves subjecting me to alleged sleep deprivation inflicted on me in the middle of my sleep, and through alleged personal injury of me during my sleep, allegedly are attempting to signficantly harm my own medical health by triggering either anal cancer, hemorrhoids, cancer of the colon, damage to my spinal cord or legs, cardiovascular damage to me, or other major medical problems to myself during periods in which I am, in fact, sleeping alone on my orthopedic bed.
Officer Turner, would you please assure me in writing as soon as possible that the Austin Police Department and the City Government of Austin strongly oppose any circumstance in which any person other than myself is somehow present inside my bolt-locked apartment unit at any time during time periods in which I am, in fact, sleeping alone and lying unconscious on my bed?

As a law-abiding and civil and honest and gainfully-employed single adult male criminal-law complainant, I definitely wish to formally authorize your law-enforcement agency to obtain any and all records that you might ever wish to obtain that relate to myself in any way.
I wish to offer that authorization to APD because I am very sure that the resulting information about medical injuriousness to myself during my sleep in the period ever since mid-April 2011, in particular, will be invaluable to the Austin Police Department.
That factual information will help your law-enforcement agency to formally press criminal-law charges against an alleged criminal person who has allegedly illegally entered my bolt-locked apartment unit and allegedly illegally subjected me to alleged medical injury and alleged personal injury of myself and alleged molestation of my own body, and alleged frequent disruption and frequent interruption of my sleep, during periods in which I am sleeping alone on my bed. Wind River Crossing Apartments are owned and operated by Westdale, a for-profit corporation headquartered in Dallas, Texas. Dallas is also the very same city where Belo media corporation (which owns KVUE Television Station, a media company in Austin that has expressed some kind interest in this alleged ongoing felony-crime case in which I am the cited victim during my sleep inside my bolt-locked apartment), is headquartered.
I visited Dr. Shulman's medical clinic this morning for a 9:50 a.m. medical appointment that had been scheduled in advance as my annual physical exam. During that annual exam, Dr. Shulman tentatively identified surprising fluid near my right hip and some pain in my body that she said appears to be symptomatic of bursitis in that area of my body, she advised me in person during her examination of me.
This was the first-ever occasion I can recall in which any physician has ever stated to me that he or she had identified medical evidence of fluid in my right hip area and symptoms of what appears to be bursitis in that area of my body.
I emphasized to Dr. Shulman that my working conditions at each of my three restaurant workplaces apparently did not cause any such medical injury to me, and that my working conditions do not appear to be at all medically injurious to me. I feel very strongly that the alleged medical problems that Dr. Shulman identified originated during periods in which I was sound asleep, and sleeping alone, on my orthopedic Swedish bed inside my bolt-locked apartment unit.
Officer Turner, I would be very grateful to you if you are willing to visit my apartment at your conveinence in order to let me sign the type of affidavit for you that my doctor's office has advised me I need to sign. That will then provide APD with the formal authorization you need to obtain any and all records you might ever need from Dr. Shulman and her staff.
