"Many people find it very entertaining that I met my wife while competing against her as a contestant on the TV game show 'Jeopardy'. She did better than I did on that show, but she was very modest about her success. Since neither of us was the top winner for that particular show, I invited her to lunch immediately after the show and we ended up playing Jeopardy together at our dining table inside a pastrami joint. Each of us would take turns pretending they were the emcee of that show, and the designated contestant would reply with a question. Our lunch together was sheer ecstasy for each of us. Even in our married life today in the Bronx, we like to play 'Jeopardy' together every Sunday in our living room. When people ask me what's the secret of our marriage lasting this long, I always say it's 'Jeopardy'."
"What bothers me the most about the graffiti I see defacing public property everywhere I go here is that half the time I feel fairly sure I can guess who did it, based on all the scum of the earth I have encountered as a New Yorker. I almost feel guilty by association, since why was I associating with those deranged lunatics in the first place?"
"My cousin's church group has established an 'Adopt a Reikker's Island Inmate' program. The whole idea is to help rehabilitate otherwise-hopeless cases by visiting them once a week at their prison cell to offer words of encouragement. My cousin Paul says he was assigned to a serial rapist as his inmate to adopt. Paul says he's doing so well with that inmate that my cousin plans to add that success story to Paul's resume under 'Volunteer Accomplishments'."
"My biggest surprise as a New Yorker is that no one ever established an American Graffiti Museum here in Manhattan. Our city is definitely one of the top cities in the world for graffiti art. So why not celebrate this emerging art form by creating a museum in its honor? Maybe some disciple of Andy Warhol will donate $1 million toward that cultural-enrichment offering."
"I expected to find an 'Encyclopedia of New York City' in the New York Public Library, but so far I've failed to locate that type of encyclopedia. Do you know who publishes that reference book, so I can call the publisher directly and order one for my own home library collection? I love the idea of having a home library that makes me look very knowledgeable about all things New York. That should impress my party guests, most of whom are aware that I've only been here for five years."
"My aunt from Ohio was very disappointed to find when she came here to visit that there is no indoor botanical garden inside Madison Square Garden. She was planning to take photographs of the nice variety of pretty flowers in bloom there, so she could send that as a text message to Uncle Bill back in Columbus."
"I cannot decide which is more fraudulently named---New Jersey's official state motto of 'Garden State', or our city's famous tourist site called 'Madison Square Garden'. Either way, you could go crazy trying to find the public botanical garden to sniff the fragrant flowers at."
"My friend Terence came up with a terrific idea for a new non-profit group here. He says there should be an 'American Island Cities Association' and New York should be an official dues-paying member of that group. There could be annual meetings, and lots of discussion about how to make the most of life in an island city. At the very least, the group could sponsor a complete list of each and every island city of the United States, including the cities of Hawaii."
"My friend Pierre is so intense about tennis that the first question he asks about every mayor of New York is: Does he play tennis? If a newly elected mayor of New York City cannot play at least intermediate-level tennis, Pierre loses all respect for that mayor."
"Mary naively assumed that if she paid the full rate to attend a Broadway performance here, she would automatically qualify immediately after that eventfor the opportunity to have a lengthy conversation with any of the actors she admired the most that evening. I told Mary it doesn't work that way---she'd be lucky just to get an autograph after the play ended."
"I almost get the impression that there are a lot of Broadway Groupies here. They center their leisuretime on the Broadway scene, and they insist on hosting frequent and lavish parties where the honored guest is a live-theater actor. The other thing about Broadway Groupies is that they collect dozens of autographs from Broadway entertainers, and they immediately let all their friends know within seconds after they have added yet another actor's autograph to their collection."

To: Travis County District Attorney's Office Public Information Coordinator,
Austin, Texas, with the main office phone number for your DA's Office being (512) 854-9400.
April 5, 2016
Dear Open Records Coordinator for the Travis County District Attorney's Office,
This is a Texas Open Records request in which I seek to obtain from you a copy of any and all records of communications on the telephone and a copy of any and all written communications or other communications that, in either case, reportedly occurred at any time in 2011 or 2012 between Norma Hilbig, a paralegal in your DA's Office Strategic Prosecution Division, and Rick Shirley (who himself currently holds the title of Sergeant in the Austin Police Department's Nuisance Abatement Unit), and that, in each and every such case, specifically referred to myself, John Kevin McMillan of Austin, or to Apartment 325 in Building 3 at Wind River Crossing Apartments, 11411 Research Boulevard, or to any apartment unit or building, or to any employee or tenant or cited "visitor" or cited law-enforcement officer, at Wind River Crossing Apartments in northwest Austin.
This public-information request refers to any cited "Rick Shirley", regardless of his cited employer or job title at the time, with whom Ms. Hilbig had communications about myself in 2011 or 2012. I mention this partly because it is not clear what the term "SIU" signified in the following (below) 2011 E-mail letter that Ms. Hilbig wrote and sent to Rick Shirley; and I myself have not been able to verify whether Rick Shirley was employed by APD in 2011, for instance.
According to official online records for APD, the current office phone number for Sergeant Rick Shirley of APD's Nuisance Abatement Unit in Austin, Texas, is: (512) 974-5169.
As your District Attorney's Office must be very aware, APD's Nuisance Abatement Unit investigates cases of alleged suspected organized crime activities, sexual assaults, aggravated assaults, human trafficking, delivery or possession or manufacture of a controlled substance, unlawful carrying of a weapon, and prostitution, among other categories of crime for which that APD unit has legal jurisdiction, that occur at apartment complexes, businesses, private residences, and other real-estate properties in Austin.
APD's Nuisance Abatement Unit can, with help from a court order, obtain the closing for one entire year of a property, such as an apartment complex, that is determined to be an alleged spawning ground for or an alleged contributor to any of the specified categories of illegal activities on that real-estate property in Austin.
I myself resided in Apartment 325 of Building 3 at Wind River Crossing Apartments, 11411 Research Boulevard in Austin, from January 2002 through July 29, 2015---the date when my lease ended without any option of my renewing that lease, according to a policy decision made by Wind River Crossing General Manager Ann Coker, she said.
Ms. Coker also informed me that there had not been any violations of my lease agreement contract there by myself or by my one total officially cited apartment-management-team-approved roommate, "John Douglas Martin" his cited legal name. Ms. Coker also informed me that she had chosen not to renew the lease agreement for "John Douglas Martin", either, and that his lease as an official tenant at Apartment 325 also ended on his required move-out-date of July 29, 2015.
To assist you in your search for documents responsive to this public-information request, you will find, below, a copy provided to me by your DA's Office of the text of a 2011 intra-agency E-mail letter that Ms. Hilbig of your DA's Office wrote and sent to her colleague Dayna Blazey of your DA's Office Strategic Prosecution Division, and that referred to Rick Shirley and to myself:
"From: Norma Hilbig
"Sent: Tuesday, December 20, 2011 1:56 PM

"Subject: John McMillan complaint
"Dayna, I spoke with Rick Shirley and sent him a few of the emails that we had received from Mr. McMillan. Rick sees no evidence where SIU should be involved.

"She is so hopelessly infatuated with FBI agents that she plans to walk into the FBI office here and ask them to please fingerprint her, in case she gets kidnapped and her kidnappers alter her facial features so no one can recognize her. I told Sally that would be a huge mistake, since she could do the same thing through NYPD. When she enters the FBI office to beg them to fingerprint her, the first thing they'll say is that she should have instead gone to NYPD, so why is she wasting the FBI's valuable time with that type of minor issue? But Sally is determined to visit the local FBI office. She says the FBI guys are a lot more glamorous to her than the NYPD guys are, and she's sure she can find an excuse for having a one-on-one meeting with a handsome FBI agent here."
"My friend Anna is so disgusted by the criminal types here that she placed a roommate wanted ad on Craigslist stating that she would prefer an FBI agent for a roommate. She figures he'll automatically file crime reports for her whenever a serial rapist breaks into their apartment. Anna works 70 hours a week, so she doesn't have time for filing crime reports. This time-saver idea is all good and well, but she will never even get the chance to read an intro letter from an FBI agent responding to her ad, much less interview him in a coffeeshop about his pet peeves. Her ad will immediately get flagged as discriminatory. She's admitting through her ad that FBI agents as a class of people get preferential treatment from her as prospective roommates. And she could also get slapped with a lawsuit alleging racial discrimination, since FBI agents tend to be lilly-white."
"I am hoping that the New York Philharmonic will add the automobile horn as a new type of background instrument in their performances. The primary musical sound that we New Yorkers all know very well is the cacophonous sound of car horns blaring outdoors on the streets of Manhattan. So why not make the best of that distinctly New York sound by incorporating it into our city's orchestra music?"
"I would define a New York mayor of integrity as someone whose reported annual income that he files with the IRS is significantly lower one full year after he leaves office than it was in the calendar year just before he assumed office as mayor."
"One advantage to riding the subway here a lot during the summertime is that you are less likely to get a sunburn in that subterranean world. Fear of sunburns is one of my leading fears this particular season of the year. Several of my relatives contracted skin cancer, so I'm genetically susceptible to it."
"I personally worry that New Yorkers who work in a subterranean context, and our subway conductors obviously fit that description, may get depressed from lack of sunshine. And what about those who work in an underground floor or basement of a building? Do they possibly have nightmares during their sleep about being buried alive, since they never see sunlight during their workshift?"
"I hope Columbia sponsors a new study exploring whether New Yorkers who work subterranean-style are more likely to be emotionally depressed than the rest of New York. Is the 'mole effect', if you will, the emotional downer that most of us social psychologists have hypothesized it to be?"
(1) There will be at least two indoor racquetball courts and at least two outdoor tennis courts and at least two indoor tennis courts, including at least one clay tennis court, situated at and available for use by any official resident at the condominium complex or apartment complex where I myself am living.
(2) DNA-trace rape-evidence processing technology will be greatly improved---so much that DNA-trace rape evidence for an alleged continuous-rape-crimes case involving rape-crimes perpetrated on the same rape victim on a daily basis over a multi-year period can be identified for as far back as 2,000 days.
(2a) A very generous anti-rape foundation will donate millions of dollars toward development of technological improvements in processing of DNA-trace rape-evidence kits for victims of continuous-rape-crimes. Those technological improvements will make it possible for law-enforcement agencies and prosecuting attorneys to identify DNA traces of any and all alleged suspected rapista from as far back as five full years ago.
(3) My home or apartment unit or condo unit will be situated within five blocks of a pleasant municipal nature park, within five blocks of a clay outdoor and clay indoor tennis-court facility, within five blocks of a first-rate public library, within five blocks of a post office, and within five blocks of a first-rate supermarket.
(4) Improvements in the technology for medical imaging tests for patients, including for victims of personal-injury crimes, will significantly reduce the percentage of all medical imaging tests in which any radiation is emitted by that test, and in which the patient is subjected to any radiation exposure.
(5) A generous philanthropic foundation will donate millions of dollars toward establishment of a new medical research institute that is exclusively devoted to inventing new medical-imaging technologies that either reduce the amount of radiation emitted by tests of that type or that eliminate radiation emission from those tests.
(6) Some team of scientists team will invent new technology that helps reverse the global warming effect without inflicting an Ice Age on this planet; and an Academy award-winning Hollywood movie starring Leonardo DiCaprio as the super-hero will highlight that amazing success story to American citizens and citizens of foreign nations.
(7) The United States Government and federal lawmakers will greatly admire and feel inspired by The United Kingdom's success at balancing its national budget, and will achieve a balancing of the federal budget of the United States.
(8) A truly comprehensive nationwide network of treatment programs for illicit-drug addiction, tobacco addiction, and alcohol addiction. and tattooing addiction will be strengthened so much throughout the entire United States that the percentage of Americans who are drug addicts, tobacco addicts, alcoholic, or addicted to getting tattoos emblazoned on their own body will decline dramatically.
(8a) Some philanthropist will provide generous financial assistance to the tobacco-producing states of North Carolina and Virginia as they attempt to recover from the loss of tobacco income they sustained because of a sharp decline in the percentage of all Americans who smoke. That financial assistance will be earmarked specifically for economic diversification projects aimed at creating societally responsible new jobs in those two U.S. states.
(9) The federal government will develop a very successful American propaganda public-service announcements strategy on television and radio that convinces millions of Americans that they can help to fight terrorism abroad and in this country by choosing to lead an illicit-drug-free lifestyle. "Americans who permanently abstain from illicit drugs are helping to dry up funding sources for a wide variety of terrorist groups in the Middle East, North America, Latin America, Europe, Africa, and elsewhere."
(10) A celibate adults' rights group and "Right to Healthful Nightly Sleep" group will help protect the legal right and human right of any adult person, including myself, to lead a completely celibate lifestyle on a 24-hour-a-day basis, and to sleep alone on their own private bed inside their own bolt-locked apartment unit or bolt-locked home without being touched or wounded or injured or physically abused or physically tortured or raped or molested by anyone while they themselves or sleeping.
(11) The United States Government will finally develop a successful strategy throughout the United States for promoting land conservation, urban-sprawl containment, and conservation of existing farmland and ranchland and wilderness land.
(12) A nationwide recycling program throughout the entire United States will be so successful that the United Nations will approve a resolution praising the level of devotion to recycling of waste products that nearly all Americans and the U.s. Government are exhibiting.
(13) American society will assign so high a priority to promoting fossil-fuel conservation, land conservation, water conservation, and environmental protection that a very generous non-profit foundation in the United States will confer annual awards honoring Americans who contributed the most in each of those respective categories.
(14) A truly comprehensive forensic-medicine counterpart to the Mayo Clinic that is exclusively devoted to serving victims of crime through the most comprehensive and reliable forensic testing provided by any medical facility or research institution in the entire nation, will help law-enforcement agencies and prosecuting attorneys throughout the U.S. to press successful criminal charges against those who inflict personal injury crimes or sexual assault crimes on cited crime victims in this country.

Dear Ms. Burkhardt,
Thank you again for very kindly promising me on the telephone this afternoon that you will complete a "Constituent Assistance Form" on my behalf and then submit it to the Austin Police Department for me.
I am a law-abiding and gainfully employed, permanently alcohol-free, lifelong-tobacco-free, single adult white male resident of District 10.
The cited completed form on my behalf, as we discussed today on the phone, related to my expressed hope that Council Member Gallo would politely ask the Austin Police Department to process the doctor-ordered rape-evidence kit obtained from my own body at my request on Dec. 22, 2011, for APD Sex Crimes Case 11-3550615.
When I made a brief follow-up phone call to you shortly after 4 p.m. today, you then stated to me that you have already submitted that Constituent Assistance Form to APD on my behalf. You also stated that you have received a fast e-mail return message to yourself from APD, advising you today to ask me to call (512) 854-3450 about the cited criminal-law matter.
That return message from APD did not cite the name of the APD official or APD officer for whom that particular phone number would be applicable.
Ms. Burkhardt, I would appreciate receiving a reply message from you on this, confirming (if true) whether this letter to you is fully accurate in regard to the matters we discussed.
Sincerely and Best Wishes,
John Kevin McMillan, a resident of Austin on a continuous and uninterrupted basis ever since mid-March 1997, most recently.

(1) Meredith McNabb, a female science-beat reporter for "The Minnesota Daily" student newspaper at the University of Minnesota in Minneapolis. Meredith was refreshingly polite and friendly and constructive, and I hope that she is thriving in her post-"Minnesota Daily" life.
(2) Daisy Wong (right name?), a virtuous and heroic female fictional character I enjoyed reading about in the novels of American author Pearl Buck. I was greatly impressed by Daisy's determination to resolve conflicts in mainland China in an honorable and kind manner. I am currently attempting to verify the correct full name of that fictional female protagonist, since it's possible that my current recollection of her name is not fully accurate.
(3) Hubert H. Humphrey, the 1968 Democratic Party candidate for U.S. President. I admired the joyous and generously idealistic and refreshingly optimistic manner in which Vice President Humphrey spoke appreciatively about the potential of American society to become much greater than it was in the late 1960s.
(4) First Lady and former First Lady Eleanor Roosevelt, who as the wife and, later, the widow, of U.S. President Franklin Delano Roosevelt, wrote newspaper columns books that brilliantly conveyed her own marvelously earnest and idealistic and wholesome and polite and kind outlook as a human being and political leader.
(5) Hayley Mills, an English actress whose movies highlighted her as a teenage lady cheerfully responding in a resourceful and wholesome and optimistic manner to each challenge she faced in Great Britain.
(6) Sally Field. That American actress's television role as "The Flying Nun," a wonderfully virtuous Roman Catholic nun with the magical power to fly in the air throughout the U.S. territorial island of Puerto Rico in order to help persons in distress on that island, was very inspirational to me during my youth in Texas.

To: Public Information Office, City Government of Austin, 301 West 2nd Street, Austin, Texas, 78701. Office phone: (512) 974-2220. (Office FAX: (512) 974-2405).
Dear Public Information Coordinator for the City Government of Austin in Austin, Texas,
This is a Texas Open Records request in which I seek to obtain from your City of Austin Law Department in Austin, Texas, a copy or computer printout of any and all documents generated or written or received by, or kept on file in your Law Department by, any employee or attorney or official or administrator of the City Government of Austin Law Department or City Attorney's Office here at any time since April 1, 2011, and that:
(1) refer to or quote from any certified psychiatrist or any certified psychologist or any certified psychiatric social worker practicing their profession anywhere in Texas who has stated in writing at any time since 12:01 a.m. April 1, 2011, that that psychiatrist or psychologist or psychiatric social worker regards John Kevin McMillan of Austin as being "psychotic" or "schizophrenic" or "paranoid" or "paranoid-schizophrenic" or "delusional" or "manic-depressive" or someone "exhibiting delusions of grandeur" or someone "exhibiting a split personality disorder" or someone "exhibiting multiple personality disorder" or "an apparent psychopath" or someone who is otherwise mentally ill, in the view of that psychiatrist or psychologist or psychiatric social worker practicing their profession in Texas.
(2) refer to or quote any person or group of persons or any entity as having stated that John Kevin McMillan of Austin either has committed an alleged or possible crime, or might possibly at some future point or future moment somehow "commit a crime" or "commit a violent crime" or "violate the law" or "turn into a psychopath";
or that Mr. McMillan has somehow allegedly "jeopardized" or "posed a threat to," or might at some future point somehow allegedly "jeopardize" or "pose a threat to", the "internal security" of a cited department of the City of Austin or a cited entity or institution affiliated with the City of Austin,
or a possible "threat" to the "personal safety of" a cited employee or officer or official or a cited group of employees of the City Government of Austin.
(3) state in writing that City of Austin Senior Police Officer James Turner, a cited "mental health officer" employed in APD's "Crisis Intervention Team" unit, is the only employee or officer of APD who is legally permitted to receive initial or follow-up crime reports from John Kevin McMillan in which that complainant directly and specifically refers to himself, Mr. McMillan, as being a victim of crime in Austin.
(4) state in writing that the City of Austin or Austin City Council or City of Austin Law Department or any City of Austin department officially forbids or prohibits criminal-law complainant John Kevin McMillan from ever at any time writing to or directly contacting an APD officer or an APD employee other than APD Officer James Turner or his reported immediate supervisor, Sergeant Michael King, also reportedly a member of APD's "Crisis Intervention Team" in Austin.
(For the record, APD Senior Police Officer James Turner emphatically cited that "APD policy" or "APD requirement" to criminal-law complainant John Kevin McMillan during a Tuesday morning, January 19, 2016, unannounced roughly 30-minute (9:35 a.m. to 10:09 a.m.) visit which Officer Turner made to the second-floor rental apartment unit, including inside the private bedroom, of Mr. McMillan, in Apt. 902 of Building 9, at Village Oaks Apartments, 10926 Jollyville Road, in northwest Austin.
Mr. McMillan has resided with a strictly-platonic-by-mutual-consent-in-advance and official apartment-management-team-approved male roommate in Apt. 902, a two-bedroom, two-bathroom, unit at Village Oaks Apartments in northwest Austin ever since late September 2015.
Also during that January 19, 2016, visit by Officer Turner and his Crisis Intervention Team coworker APD Officer Burnett, Officer Turner emphatically warned Mr. McMillan that if he ever at any time contacts any APD employee or any APD officer other than Officer James Turner or Sergeant Michael King, the Austin Police Department might arrest Mr. McMillan and charge him with the crime of allegedly "harassing" cited APD employees or APD officers who are not themselves employed in APD's "Crisis Intervention Unit", Officer Turner stated to Mr. McMillan during that January 19, 2016, visit to the complainant's apartment unit.)
(5) cite any "legal conflict" or "legal dispute" or "legal issue" or "legal barrier" or "legal restriction" involving John Kevin McMillan and any employee or officer or official of the Austin Police Department or, for that matter, any department or institution or governing body or council of the City Government of Austin.
(Earlier this week, Ms. Alta Ochiltree of the City Manager's Office in downtown Austin advised criminal-law complainant John Kevin McMillan of northwest Austin on the telephone from her City Hall office that complainant McMillan "may have some issues with the Police Department that you need to work out," or words to that effect. She did not elaborate in any way as to what those "issues" might be. However, Ms. Ochiltree politely indicated to Mr. McMillan in that phone conversation that he might obtain more information on that through a request for information he could personally address to the City of Austin Law Department in downtown Austin.)
(6) cite any current or previous or ongoing criminal investigation into conduct by John Kevin McMillan of Austin by the Austin Police Department or any other law-enforcement agency.
(7) cite any current criminal-law charge or any pending criminal-law charge or any expected future criminal-law charge against any individual with the cited legal name of "John Kevin McMillan" and a cited date of birth of April 27, 1957.
(8) cite any criminal allegation or criminal conviction ever at any time filed against or imposed on any individual with the cited legal name of "John Kevin McMillan" and a cited date of birth of April 27, 1957.
(9) explain in writing why employees or officials of seven different departments of the City Government of Austin in the most recent approximately four-year period have each reportedly on dozens of total occasions either consulted the City Attorney's Office here in Austin or consulted coworkers within the very same City Attorney's Office where they themselves were employed, in a context that directly and specifically referred to the cited John Kevin McMillan of Austin.
(Those seven departments, which the City of Austin is very aware were directly cited in more than 10 separate signed legal letters that two respective assistant city attorneys of your City Law Department, Cary Grace and Elaine Nicholson, submitted to the Attorney General of Texas in the last approximately five-year period that sought official permission to withhold the cited legal documents from public-information requestor John Kevin McMillan of Austin, are: Office of the Police Monitor, the City of Austin Human Resources Office, the City Manager's Office, the City Attorney's Office, the City of Austin Public Information Office, the Austin Police Department, and the City Clerk's Office here in Austin.)
(10) state whether any official of the City Attorney's Office in Austin has ever at any time informed any other City of Austin official that it might comprise or does comprise a legal liability to the City of Austin if the Austin Police Department continues its longstanding policy of APD refusing over a multi-year period to pursue any laboratory DNA-trace testing on the doctor-ordered DNA-swabs anal-rape-evidence kit that was obtained by a female forensic nurse from the body of criminal-law complainant and self-identified anal-rape-crimes victim John Kevin McMillan inside St. David's Medical Center Emergency Room, situated a few blocks from the UT-Austin Law School, in the early morning hours of Dec. 22, 2011.
(That rape-evidence kit was obtained for APD crime report number 11-3550615, which was officially filed with APD by self-identified crime victim John Kevin McMillan on Dec. 21, 2011, with APD Officer Guzman (sp?) having visited McMillan's Wind River Crossing Apartments rental-apartment unit on Dec. 21, 2011, in response to that crime report.
John Kevin McMillan's residential address from January 2002 through July 29, 2015, was: Wind River Crossing Apartments, 11411 Research Boulevard, Building 3, Apt. 325, Austin, Texas, 78759.
The Attorney General of Texas has provided formal legal documentation to complainant John Kevin McMillan that Austin City Manager Marc Ott on January 31, 2012, co-signed for a $2,302.08 check from the City of Austin to St. David's as financial compensation to that medical services provider for the cited Dec. 22, 2011, rape-evidence exam on John Kevin McMillan Dec. 22, 2011.
The Attorney General of Texas has also confirmed in writing to complainant McMillan that an Austin Police Department representative, Katrina E. Pruitt, on January 18, 2012, signed an official completed application form seeking financial compensation from the Attorney General of Texas for the financial expenses that the City of Austin and Austin Police Department incurred from that particular Dec. 22, 2011, rape-evidence exam. The cited APD contact person on that multi-section application was Ms. Melissa Maldonado, with her cited APD office phone number of (512) 974-5068.
The Attorney General of Texas has also provided official documentation to John Kevin McMillan of Austin that the Attorney General's Office in Austin officially approved that APD application for financial compensation from that state agency, with a $250 reimbursement check to the City of Austin having been issued by that state agency, according to a legal document released to Mr. McMillan by that state agency and which Mr. McMillan has retained for his own legal records.
Also, on September 23, 2014, Travis County Assistant District Attorney Rob Drummond signed an official certified-delivery legal letter addressed and mailed to criminal-law complainant John Kevin McMillan, which stated that the DA's Office in Austin has asked APD to continue maintaining the cited rape-evidence kit from Dec. 22, 2011.
That rape-evidence kit is reportedly being stored at an APD substation in Austin, according to a female official of APD's Public Information Office, Ms. Renee Moore.)
(11) refer to any information the City of Austin Law Department at any time since April 1, 2011, has obtained or received or cited, which notes or cites a recent or expected future medical injury to, or a recent or expected future medical disability of any type inflicted on or sustained by, or a wound inflicted on or expected to be inflicted on, or a life-threatening medical disease or other medical disease inflicted on or contracted by or expected to be contracted by or sustained by, or expected to be reported as having been sustained by or inflicted on, criminal-law complainant John Kevin McMillan.
Excluded from the scope of this public-information request are any and all letters or e-mail letters that were exclusively written by John Kevin McMillan of Austin.
This public-information request was prompted by an oral in-person statement made on Friday, April 8, 2016, to criminal-law complainant John Kevin McMillan by Shanna, a polite female temporary employee serving as a receptionist inside the City of Austin Law Department offices on the fourth floor of City Hall in downtown Austin.
Sitting at her receptionist desk, Shanna stated to criminal-law complainant John Kevin McMillan shortly before 5 p.m. on Friday, April 8, 2016, that she had just spoken seconds before on the telephone with an attorney employed in the City Law Department, and that the attorney advised her to recommend to complainant McMillan that he present his questions for their municipal department in the form of a public-information request, Shanna said.
Shanna also stated to McMillan during his April 8, 2016, visit to the City Law Department office that the attorney for that department with whom she had just spoken stated that the City Law Department does not offer legal advice to private citizens such as Mr. McMillan, she said.
Shanna also quoted the attorney for the City Law Department as having stated to her on the telephone shortly before 5 p.m. Friday, April 8, 2016, that Mr. McMillan might consider hiring a private attorney to help Mr. McMillan address the cited questions or issues that Mr. McMillan mentioned in person that day which refer to or relate to the City of Austin Law Department.
Earlier this week, Ms. Alta Ochiltree of the City Manager's Office in City Hall advised complainant John Kevin McMillan on the telephone that he could directly consult the City Attorney's Office here to find out whether there is, in fact, any legal requirement imposed by the City of Austin that somehow orders McMillan to file exclusively with APD Officer James Turner of the APD CIT unit any and all of McMillan's reports to APD about himself being a victim of alleged continuous-and-continuing, daily-and-year-round, personal-injury-crimes-and-anal-rape-crimes in Austin, with the anal-rape-crimes allegedly having been inflicted on Mr. McMillan solely and exclusively during his sleep as he lay alone, unconscious and probably also snoring, on his own designated bed inside his locked private bedroom inside his bolt-locked apartment unit in Austin.
My own legal name is John Kevin McMillan. My social security number is: .... I was born on April 27, 1957, at Lincoln, Nebraska.

I am a former salutatorian of Stephen F. Austin High School of the Austin Independent School District. I am also an alumnus of the University of Texas at Austin.

I have most recently resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997.
I am gainfully employed, permanently alcohol-free (ever since 1990) and never-previously-addicted, longtime-celibate-by-choice, single-by-choice, permanently marijuana-free and illicit-drug-free (ever since 1984) and never-previously-addicted (with myself having never at any time in my entire life ever once consumed any illicit drug other than marijuana), lifelong-tobacco-free, lifelong-tattoo-less, clean-talking (no profanity by me in my everyday conversations with others), lifelong-non-Christian, implicitly-deistic and non-atheistic, dependably civil and law-abiding and vigilant and law-enforcement-minded, factually-minded and factually accurate, psychologically healthy, hygienic, non-sadomasochistic, honest, and idealistic.
I am the founder and only approved current member of the non-Christian Progressive Prohibitionist Religion, a fully independent new religion with very stringent membership-eligibility requirements for that "Honor Society" religion.
Please let me know as soon as possible if you anticipate that the administrative processing fee you plan to charge me for responding to this public-information request might exceed $20. That information will then enable me to consider revising this request in order to limit my own total expenses on this to no more than $20.
I hope to hear from you soon in response to this most recent public-information request from myself.
Sincerely and Best Wishes,

The Attorney General of Texas has also confirmed in writing to complainant McMillan that an Austin Police Department representative, Katrina E.
